“Starting” with agreement No. 2299/UBND-HT dated May 15, 2013 on comprehensive cooperation in socio-economic fields, over the past 10 years, Thanh Hoa - Ho Chi Minh City have “joined hands” to realize many cooperation programs in fields from economics, investment attraction, tourism, information technology to culture, education - training, health, social security... Connecting with the economic center of the South, not only aims to maximize the potential and advantages of each locality and meet the development trend, international integration; but also is the major orientation of the Party Committee, government, business community and people of Thanh Hoa.
The city's mark named after Uncle Ho!
If Ho Chi Minh City is considered a "land of good fortune" - when many Thanh Hoa children have come to study, work and successfully establish their careers, Thanh Hoa is considered a "land of golden fruit" for many investors from the city named after Uncle Ho.
Along with the petrochemical industry and port development, Nghi Son Economic Zone (KKTNS) has long been looking forward to the presence of a large-scale project in the field of mechanical engineering. In the list of projects calling for direct investment capital in Thanh Hoa province in the period of 2021-2025, the industrial, processing and manufacturing sector is given special attention. Not only is it expected to contribute new products with high added value through deep processing, products that meet export standards in this field also promise to increase budget revenue significantly when exporting goods through Nghi Son Port.
In 2023, in response to Thanh Hoa province's call to mobilize businessmen who are Thanh Hoa's children to invest in building their homeland, Dai Dung Group headquartered in Ho Chi Minh City decided to implement the investment project to build Nghi Son High-Tech Mechanical Factory in Nghi Son town. With a land use scale of about 10.2 hectares; a design capacity of 50,000 tons of products/year and a total adjusted investment capital of more than 900 billion VND, the factory will supply the market with high-tech products such as: metal components, mechanical processing and installation of machinery and industrial equipment... These products will meet the construction needs of key national and international projects in the fields of: petrochemicals, heavy industry, thermal power, high-rise buildings, pre-engineered steel buildings and public infrastructure.
According to the management board of Dai Dung Group, this project is planned to export 70-80% of products and will depart directly from Nghi Son Port; about 20-30% of products are consumed in the domestic market. The group's export market has now expanded to 50 countries and territories, with the brand being iconic projects such as Lusail Iconic Stadium, 974-Ras Abu Aboud Stadium, Phnom Penh International Airport... and many other key national and international projects. When the project in Nghi Son comes into operation, it is expected to bring in an estimated revenue of about 3,000 billion VND/year; contribute hundreds of billions of VND to the budget and create jobs for 1,000 workers.
Construction started in May 2024, Nghi Son High-Tech Mechanical Factory is assessed to have the fastest site clearance progress and the fastest construction volume compared to the total investment. After the infrastructure completion phase, the factory has now entered the workshop installation phase. The investor and contractor are mobilizing all resources to put the project into operation in the first quarter of 2025.
According to the Department of Planning and Investment, Thanh Hoa province has so far attracted 15 projects from investors from Ho Chi Minh City, with a total registered investment capital of about VND 29,100 billion, typically: Cong Thanh Thermal Power Plant with a total investment of VND 21,480 billion (currently Thanh Hoa province is proposing to the Government and the Ministry of Industry and Trade to allow it to convert coal fuel to use LNG gas and increase capacity from 600MW to 1,500MW); Waste Heat Recovery Plant for Power Generation in the NSZ with a total investment of VND 448 billion; Housing and service area for Nghi Son Refinery and Petrochemical Complex with a total investment of VND 1,228 billion; Hotel, tourism service, and resort villa area in Quang Nham commune (Quang Xuong) with a total investment of VND 800 billion.
Some projects have been put into operation, having high socio-economic significance for the Nghi Son Economic Zone in particular and Thanh Hoa province in general, typically the Housing and Service Area serving the Nghi Son Refinery and Petrochemical Complex invested by the Petroleum General Services Corporation on an area of 40,643m2, with a scale of nearly 700 apartments and villas. During the construction phase of the Nghi Son Refinery and Petrochemical Plant, the project fulfilled its "historic mission" by meeting the needs of "food" and "accommodation" for thousands of experts, engineers and workers participating in the construction of this national key project. In the next phase of the project, the Vietnam Oil and Gas Group has transferred the entire project to Petrosetco General Services Joint Stock Corporation to continue implementing and deploying the construction of 9 7-storey apartment buildings, sports area, cultural house, medical station... and other utility works of the project, serving the living needs of workers in the Economic Zone.
In the field of commerce, supermarkets Co.opMart, Nguyen Kim..., which are headquartered in Ho Chi Minh City, have also been quite successful and doing business effectively in Thanh Hoa City. Together with promoting the image of the land and people of Thanh Hoa, Saigon Tourist Corporation - Saigontourist has also cooperated to build tourism programs to visit scenic spots, historical and cultural relics of Thanh Hoa and neighboring areas; at the same time, coordinated with Thanh Hoa province to organize the production of documentary films on Thanh Hoa tourism with the themes: "Tourism and cuisine", "Attractive Thanh Hoa tourist routes", "Accompanying Saigontourist".
Ho Chi Minh City's medical units and schools have also helped train 49 medical staff in specialized techniques for 12 provincial and district hospitals. Every year, Ho Chi Minh City has also invited businesses, cooperatives, and production entities in Thanh Hoa province to select typical, high-quality agricultural products and OCOP products to display at fairs and exhibitions organized by Ho Chi Minh City. The two sides also regularly coordinate to provide relevant information on the labor market, connect labor supply and demand, and effectively implement many social security programs.
Towards comprehensive, multi-sectoral cooperation
In order to maintain and implement previous cooperation agreements, on March 25, 2023, Ho Chi Minh City continued to sign the Agreement on socio-economic development cooperation until 2025 with Thanh Hoa province and a number of localities in the North and North Central regions.
Immediately after the signing ceremony, the Chairman of the Provincial People's Committee deployed an action plan, assigning the Provincial Investment, Trade and Tourism Promotion Center to coordinate with agencies and units to invite and support investors from Ho Chi Minh City to research and invest in the province. In which, focusing on research and investment in 3 growth pillars that the province prioritizes to attract investment, at the same time being the strengths of Ho Chi Minh City such as processing and manufacturing industry; agriculture; tourism. Along with that, there are 4 dynamic economic centers including: Thanh Hoa City - Sam Son City; Southern Dynamic Center (KKTNS); Northern Dynamic Center (Thach Thanh - Bim Son); Western Dynamic Center (Lam Son - Sao Vang). 6 economic development corridors including: Coastal Economic Corridor, North-South Economic Corridor, Ho Chi Minh Road Economic Corridor, Northeast Economic Corridor, Central Economic Corridor, International Economic Corridor.
Thanh Hoa province is also calling on investors from Ho Chi Minh City to research and invest in a number of high-end trade and service centers, social housing, and modern high-rise buildings in the towns and cities of Thanh Hoa, Sam Son, Bim Son, and Nghi Son; and to invest in production and business in economic zones, industrial parks, and industrial clusters in the province.
According to the Department of Planning and Investment, at investment promotion conferences organized by Thanh Hoa province or Ho Chi Minh City, the two localities have also coordinated and introduced to investors the potential, strengths, preferential policies and mechanisms and the list of priority projects calling for investment in each locality. This helps businesses on both sides grasp information, learn and research. In addition to the projects that have had existing results, the projects of Investment in technical infrastructure of Ha Long II Industrial Cluster (Ha Trung) with a total investment of 520 billion VND; Investment in technical infrastructure of Tan Tho Industrial Cluster (Nong Cong) with a total investment of 370 billion VND are attracting the attention of businesses from Ho Chi Minh City, demonstrating and clarifying and deepening the cooperative relationship between the two sides.
In particular, Thanh Hoa - Ho Chi Minh City, which has a lot of potential and activities of association, promotion and promotion in the field of tourism, is promising more successful cooperation in the future. Ho Chi Minh City - the driving force, the leading locomotive with the role of a large center of economy, finance, trade, culture, tourism... of the key economic region of the South and the whole country. The city currently has more than 4,000 accommodation establishments with nearly 50,000 rooms; 1,280 travel businesses and nearly 7,000 tour guides. Thanh Hoa - the land of "geomancy and talented people" - where a diverse and rich treasure of tangible and intangible culture is preserved with 1,535 relics and scenic spots; including 6 special national relics: Ho Dynasty Citadel; Lam Kinh historical relic site; Ba Trieu temple; Con Moong cave archaeological relic; Le Hoan temple and Sam Son relic and scenic spot.
The great advantage in promoting tourism cooperation between Thanh Hoa and Ho Chi Minh City is the convenient transportation system, especially the air route with daily flights. Tho Xuan Airport is capable of receiving large aircraft and is continuing to be upgraded and equipped with modern facilities, which are convenient for visitors to come and go. Moreover, according to the planning of Tho Xuan International Airport in the period of 2021-2030, with a vision to 2050 (approved by the Ministry of Transport on June 12, 2020), Tho Xuan Airport will function as an international airport, a backup for Noi Bai International Airport. This will be a more favorable condition to enhance the effectiveness of trade activities and comprehensive cooperation between Thanh Hoa and Ho Chi Minh City.
