The Inspector General said that publicity, transparency and accountability in the organization and operation of agencies and units, especially in areas prone to negativity and corruption, have had positive changes; ministries, branches and localities inspected 12,029 agencies, organizations and units regarding publicity and transparency, and discovered 185 agencies, organizations and units violating.
Implementation of job transfer and staff rotation: All levels and sectors have transferred job positions to prevent corruption of 45,192 cadres, civil servants and public employees.
Non-cash payments: the total number of domestic currency transactions via the interbank electronic payment system reached about 131 million transactions, with a value of over VND 189 million billion (an increase of 3.09% in transaction value compared to 2022). Non-cash payment transactions reached 8.21 billion transactions with VND 175.8 million billion.
Regarding the implementation of regulations on asset and income control (TSTN) of people holding positions and powers: during the period, 60,458 people declared TSTN for the first time; 545,535 people declared TSTN annually. The results of asset and income verification in 2022 were 13,093 people; 2,664 people had errors in declaring the wrong form, not following the instructions, not providing complete information, being behind schedule compared to regulations...; 54 people were disciplined for being dishonest in declaring assets, income and explaining the origin of additional assets.
Regarding the handling of responsibility of leaders when corruption occurs: 55 leaders and deputy leaders were concluded to be irresponsible for allowing corruption to occur; 13 leaders and deputy leaders were criminally prosecuted for lack of responsibility for allowing corruption to occur; 42 leaders and deputy leaders were disciplined for lack of responsibility for allowing corruption to occur (including reprimands: 16 people; warnings: 13 people; dismissal: 13 people).
Detection and handling of corruption: Investigation agencies in the People's Public Security have investigated 1,103 cases/2,951 defendants for corruption crimes; of which 732 new cases/2,106 defendants were prosecuted. Investigations have been concluded and prosecutions have been proposed for 499 cases/1,205 defendants...
Enforcement work related to the recovery of corrupt assets: a total of 4,879 cases to be executed, with an amount of more than VND 97,261 billion; 2,264 cases have been executed, with more than VND 20,405 billion...
The Government also said that corruption and negativity in some areas are still complicated and serious, with major violations in the fields of land, bidding, securities, corporate bonds, banking activities, vehicle registration, health care, etc. causing particularly serious consequences; there is collusion between corrupt officials and businesses and organizations for personal gain, causing resentment among officials, party members and the people.
“A number of cadres, civil servants, and public employees, especially leaders and managers, are showing signs of working half-heartedly, avoiding, and are afraid of making mistakes, affecting socio-economic development and the handling of work for people and businesses,” Mr. Phong said.
The reasons pointed out are that in some places, leaders are not really exemplary and resolute, words do not go hand in hand with actions and actions do not go hand in hand with words in leading, directing, and organizing the implementation of anti-corruption and negative work; a number of cadres, civil servants, and public employees, including leaders and managers, lack self-cultivation, training, or have degraded political ideology, ethics, and lifestyle.
The Government assessed that in 2023, the results achieved in anti-corruption and negativity are very important, contributing to maintaining political stability, socio-economic development, strengthening people's trust in the leadership of the Party and State, contributing significantly to enhancing Vietnam's position and prestige in the international arena, creating new momentum and new spirit for the entire Party and people to successfully implement the Resolutions of the 13th National Party Congress.
However, corruption remains a common problem in the world and the region in the coming time, with complex and unpredictable developments. Vietnam also faces many challenges in anti-corruption and negativity.
“Corruption is increasingly sophisticated and complicated; many organized cases have arisen, involving group interests; corrupt assets are of great value, with foreign elements; corruption occurs not only in the state sector but also in the non-state sector, hindering fair competition and affecting the investment and business environment,” the Inspector General stated.
The direction and tasks for 2024 set out by the Government are to continue to perfect and synchronously and effectively implement solutions to prevent corruption and negativity; build a team of cadres at all levels, especially strategic-level managers with sufficient qualities, capacity and prestige, to meet the requirements of tasks in the new situation...
Tighten administrative discipline and order; promptly detect and strictly handle acts of corruption and negativity; effectively prevent harassment, extortion, and difficulties and troubles for people and businesses when transacting with state agencies; improve the effectiveness of recovering corrupt assets...
Conduct asset and income control according to regulations, focus on verifying assets and income when there is a basis according to legal regulations and random verification according to the annual plan; deploy inspections and checks on the responsibility for implementing legal regulations on anti-corruption and negativity according to the plan and direction of the Steering Committee.
Speed up the investigation and verification of serious, complicated corruption and negative cases that are of public concern, especially those under the supervision and direction of the Steering Committee; thoroughly recover lost and misappropriated assets; resolutely overcome the evil of "petty corruption" and the situation of "hot above, cold below".
