On September 24, the 2024 Administrative Reform Inspection Team in Dak Lak province (referred to as Inspection Team 1495) conducted an inspection at the Department of Home Affairs.
Mr. Hoang Manh Hung, Deputy Director of the Department of Home Affairs, Head of Inspection Team 1495 announced the inspection contents.
Through the inspection, the Department of Home Affairs issued full documents on directing and operating administrative reform, documents directing, implementing and thoroughly grasping the Government's and the province's programs and plans on administrative reform work annually and for the period 2021-2025, at the same time organizing briefings, conferences to review and summarize administrative reform work, regularly directing and urging departments and affiliated units to materialize programs and plans to implement administrative reform tasks in accordance with the functions and tasks of the unit.
In 2023, the unit completed 100% of the administrative reform plan with 42/42 tasks according to the Plan; fully propagated the content of administrative reform through mass media. At the same time, fully participated in and met the requirements of the Competitions and Contests on administrative reform and digital transformation launched by the province. In addition, the Department has also deployed propaganda through many forms of propaganda such as organizing a seminar to find solutions to improve the administrative reform index, the digital transformation index of the Department of Home Affairs in 2023...
The inspection of administrative reform for affiliated units was carried out with 06/9 units inspected in 2023 - 2024. Through the inspection, the shortcomings and limitations of 2023 were discovered and overcome; for the content discovered through the inspection in 2024, agencies and units are requested to report the results of the correction after the inspection.
Regarding the results of receiving and handling administrative procedures, in 2023, the Department of Home Affairs received a total of 538 records; resolved 526 records, of which 509 records were returned before the deadline (reaching a rate of 96.77%); 16 records were returned on time (reaching a rate of 3.04%); 01 late record (accounting for a rate of 0.19%), 12 records that had not yet reached the date of returning results were transferred to the next period. The Department has issued a written explanation and apology for the late records according to regulations. In the first 7 months of 2024, the Department of Home Affairs received a total of 399 records, resolved 391 records, of which 366 records were returned before the deadline (reaching a rate of 93.6%); 25 records were returned on time (reaching a rate of 6.4%); 08 files have not reached the result return date, no late files.

The Department of Home Affairs has signed a commitment to implement administrative reform in 2023 and 2024 and regularly reviewed to promptly implement tasks related to the signed content. Based on the 2024 administrative reform commitment indicators, the Department of Home Affairs has completed 10/13 indicators, 03/13 can only fail to achieve the set targets including: the rate of timely settlement of administrative procedure records; digitizing 100% of records and results of settlement of administrative procedures received at the Provincial Public Administration Service Center; generating online payment transaction records for over 100% of administrative procedures that are implementing online payment.
The satisfaction index on the service of State administrative agencies in 2023 of the Department of Home Affairs reached 97.75%, ranked 11/15 departments and branches.

The inspection team requested the Department of Home Affairs to develop solutions to handle and overcome the shortcomings and limitations that the inspection team had mentioned, and report the results of handling and overcoming the problems to the inspection team. In addition, continue to identify administrative procedure reform as a key task that needs to be focused on directing and thoroughly implementing in the direction of publicity, transparency, shortening the time to handle administrative procedures, further improving the quality of handling administrative procedures; especially, administrative procedures directly related to the interests of the people; continue to coordinate well with the Provincial Public Administration Service Center (Office of the Provincial People's Committee) to seriously implement the posting and publicization of administrative procedures under the management authority of the Department of Home Affairs at the Provincial Public Administration Service Center; Closely coordinate with the Provincial People's Committee Office to continue implementing the Project on innovation in the implementation of the one-stop, one-stop mechanism in handling administrative procedures in Dak Lak province according to Plan No. 7201/KH-UBND dated August 2, 2021 of the Provincial People's Committee, especially at the Provincial Public Administration Service Center; strengthen propaganda and guidance for organizations and individuals to submit documents online and make online payments to raise awareness, change the habits of organizations and individuals, serving national digital transformation...
