Vice Chairman of the Provincial People's Committee Nguyen Hong Hai has just issued an official dispatch to a number of relevant departments, branches and People's Committees of districts, towns and cities requesting urgent implementation of Official Dispatch No. 12/CD-TTg dated January 31, 2024 of the Prime Minister on strengthening prevention and strict handling of cases of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products across the border into Vietnam.
Accordingly, to proactively prevent, the Provincial People's Committee requests the Department of Agriculture and Rural Development to preside over and coordinate with the Market Management Department, the Provincial Police, the Department of Information and Communications, relevant departments, branches and the People's Committees of districts, towns and cities to urgently organize and seriously and effectively implement the Prime Minister's direction in Official Dispatch No. 12/CD-TTg. In particular, it is noted to establish inspection teams and urge the work of controlling and preventing smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products into the province. At the same time, it is responsible to the Chairman of the Provincial People's Committee if there is a situation of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products into the province, leading to the outbreak of disease.
Previously, Official Dispatch No. 12/CD-TTg dated January 31, 2024 of the Prime Minister stated that recently, the situation of smuggling and illegal transportation of buffalo, cows, pigs, poultry, and lobster breeds across the border into Vietnam has been complicated, especially in the southern provinces bordering Cambodia and Laos, increasing the risk of infection and spread of dangerous diseases such as foot-and-mouth disease, lumpy skin disease, African swine fever, blue ear disease, highly pathogenic avian influenza and other dangerous infectious diseases, posing a risk to domestic livestock production and people's health.
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities, Ministers and the National Steering Committee 389 to continue to direct and seriously and effectively implement the Prime Minister's Directives and relevant dispatches. In particular, the provinces and centrally run cities, especially the southwestern border provinces, are directed to strengthen inspection and control work, especially at border gates, trails, border openings, seaports, and waterways to prevent, detect and strictly handle cases of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products across the border into Vietnam. In case of detecting illegal smuggling, it is necessary to re-export or destroy immediately, and at the same time strictly handle organizations and individuals with violations in accordance with the law.
