Today, February 10, the People's Committee of Quang Tri province issued a document on strengthening and rectifying quarantine work and issuing quarantine certificates for animals and animal products transported domestically.

Accordingly, it is requested that provincial departments, branches, sectors, and organizations; People's Committees of districts, towns, and cities, depending on their functions and tasks, continue to direct and organize the serious and effective implementation of central and provincial directives on focusing on directing, organizing, preventing, and strictly handling cases of illegal trafficking and transportation of animals and animal products across the border into Vietnam.

Focus on preventing and strictly handling cases of transporting animals and animal products of unknown origin; without quarantine certificates from veterinary agencies as prescribed in Quang Tri province. Strengthen direction to properly implement quarantine procedures, issue quarantine certificates for animals and animal products transported out of the province as prescribed by law.

Directing the implementation of proactive surveillance and early detection of disease outbreaks such as African swine fever, foot-and-mouth disease, blue ear disease, lumpy skin disease, avian influenza and other dangerous diseases that are at risk of invading the area; directing, guiding and urging localities and enterprises to focus on building disease-safe areas and facilities according to the provisions of Circular No. 24/2022/TT-BNNPTNT dated December 30, 2024 of the Ministry of Agriculture and Rural Development to serve domestic consumption and move towards export.

Strengthen coordination in inspection and control of the transportation of animals and animal products in the area, especially at border gates, trails and openings in border areas to promptly detect and strictly handle violations. Establish special investigation projects, combat and deploy measures to prevent smuggling and illegal transportation of animals and animal products of unknown origin; without quarantine certificates from veterinary agencies.

Strengthen information and propaganda work on the harm and impact of smuggling and illegal transportation of animals and animal products of unknown origin without quarantine certificates from veterinary agencies as prescribed so that people do not participate in or assist in the illegal transportation and trading of animals and animal products in and out of Quang Tri province.

Timely report on activities related to quarantine, animal slaughter control, animal disease situation in the area and prevention measures; provide guidance on biosafety measures in animal husbandry and disease prevention for livestock so that farmers know and implement.
