On the morning of May 16, Hop Luc Joint Stock Corporation held a groundbreaking ceremony for the Project to invest in and build technical infrastructure for the Industrial Park in the Northeast of Thanh Hoa City.
Attending the groundbreaking ceremony, on the Central side were comrades: Nguyen Hoang Mai, Vice Chairman of the National Assembly's Social Committee; Truong Thi Ngoc Anh, Vice President of the Vietnam Fatherland Front Committee.

The Project on Investment in Construction of Technical Infrastructure of the Industrial Park in the Northeast of Thanh Hoa City was established in Decision No. 2860/QD-UBND dated July 21, 2020; adjusted, amended and supplemented in Decisions No. 1395/QD-UBND dated April 27, 2022, Decision No. 2816/QD-UBND dated August 18, 2022, and Decision No. 1696/QD-UBND dated April 26, 2024, with an area of over 19.5 hectares and a total investment of nearly 200 billion VND.
Located in the administrative boundaries of Hoang Quang commune and Long Anh ward (Thanh Hoa city), the project is planned to include main industries such as: Small-scale industry; industries and fields using high technology, supporting industries including manufacturing components for the assembly industry, electrical and electronic spare parts, manufacturing mechanical equipment, telephone components; other industries including manufacturing pharmaceutical products, medical supplies and related industries...

The Northeast Industrial Park of Thanh Hoa City is located on a beautiful land, strategically located, synchronously planned, modern, convenient for transportation, less than 5km from Thanh Hoa City center, about 500m from National Highway 1A, nearly 2km from Thanh Hoa City bypass, near the North-South Expressway, about 3km from the railway station, about 3km from Le Mon port, more than 1km from the river port. |
Speaking at the groundbreaking ceremony, General Director of Hop Luc Joint Stock Corporation Nguyen Van Thanh said that the project preparation work was carried out during a period of great economic difficulties due to the impact of the COVID-19 pandemic and the post-pandemic impact. However, with the attention of all levels, sectors and local authorities, Hop Luc Joint Stock Corporation has made great efforts and determination to complete all investment procedures, carry out site clearance, and support people to stabilize production. The enterprise has also completed the deposit for the investment project, the feasibility study report on construction investment, the decision to lease land from the Provincial People's Committee and the construction permit from the City People's Committee, ensuring all legal bases for the project commencement".
General Director of Hop Luc Joint Stock Corporation Nguyen Van Thanh spoke and informed about the project.
“We are orienting investors to use advanced technologies for projects in the industrial park, such as: using solar power, modern information technology systems and smart digital management, environmentally friendly wastewater treatment systems. Therefore, the selection of partners and secondary investors will certainly be carefully researched and considered by us, ensuring that this will be a green, modern and friendly industrial park”, said Nguyen Van Thanh, General Director of Hop Luc Joint Stock Corporation.
Hop Luc Joint Stock Corporation aims to attract 50% of secondary investors to the industrial park by the end of 2026.
Regarding the progress of the technical infrastructure construction investment project, Hop Luc Joint Stock Corporation aims to start construction and complete acceptance from May 2024 to December 2025, putting the project into use. By the end of 2026, it is guaranteed to attract 50% of secondary investors. By the end of 2030, the project will fill the remaining area. The investor strives to build the project into one of the model industrial parks of Thanh Hoa city and the province, and at the same time become a "destination of success for investors", contributing to attracting labor, creating jobs, stable income for local people, and contributing to the State budget.
Professor, Academician Nguyen Van De, Chairman of the Board of Directors of Hop Luc Joint Stock Corporation, pledged to build the Industrial Park in the Northeast of Thanh Hoa City into a model industrial park, operating according to green, modern, environmentally friendly standards and becoming a "destination of success for investors" at home and abroad.
Immediately after the groundbreaking ceremony, Hop Luc Joint Stock Corporation committed to mobilizing maximum resources, focusing on investment, and constructing project items on schedule; at the same time, continuing to promote association and cooperation activities, attracting secondary investors to invest in production and business facilities at the Industrial Park.
Speaking at the groundbreaking ceremony, Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi summarized and informed delegates and investors about the positive results in the recovery and socio-economic development of the province in the first 4 months of 2024. He also expressed his excitement when the Project to invest in the construction of technical infrastructure of the Industrial Park in the Northeast of Thanh Hoa City was started, with an important meaning to concretize Resolution No. 05 dated October 25, 2021 of the Standing Committee of the Provincial Party Committee on the construction and development of Thanh Hoa City to 2030, with a vision to 2045, soon making Thanh Hoa City one of the 5 leading provincial cities in the country, an important driving force contributing to making Thanh Hoa province a new growth pole in the North of the country.

“The project to invest in the construction of technical infrastructure for the Northeastern Industrial Park of Thanh Hoa City is one of the few new industrial parks. More specifically, the investor is targeting industries and fields using high technology, clean technology, and environmental friendliness, which is the orientation that Thanh Hoa province is encouraging. Located in a geographical location favorable for trade, when put into operation, the project is expected to become an attractive address, creating a new economic space to attract large investors, using modern technology in production and business development; creating an important premise to promote socio-economic development, increase budget revenue, solve employment, stabilize and increase income for local workers, and promote the development of other service industries,” he further affirmed.
In order for the project to soon complete its investment and come into operation, the Standing Vice Chairman of the Provincial People's Committee requested the authorities of Thanh Hoa City and local people to accompany and coordinate well with the investor and contractor to promptly resolve difficulties and problems; at the same time, ensure good security, order and social safety, creating all favorable conditions for the investor to implement the project on schedule.
For the investor, he suggested that Hop Luc Joint Stock Corporation focus maximum resources on finance, human resources, equipment, and machinery to implement the construction, ensure the committed progress, absolutely ensure labor safety, environmental sanitation, and not let the construction process affect the lives, production, and activities of the people in the project area. He also suggested that, along with infrastructure investment, Hop Luc Joint Stock Corporation strive to promote activities, strive to fill the project earlier than expected; at the same time, he suggested that the investor and secondary investors create favorable conditions for employment and support people in the project area to stabilize their lives.
