In recent years, Dong Trieu town has actively promoted, mobilized and supported local enterprises to promote the application of science and technology in production and business activities, increase quality and create brands from local products; promoted the application of policies and mechanisms to support the science and technology activities of local enterprises. Local enterprises have proactively arranged funding sources, connected and worked with domestic research institutes to search for and apply advanced technologies suitable for their business fields.
With a thorough investment in science and technology, the products of An Sinh Milk Joint Stock Company (Dong Trieu Town) are increasingly affirming the quality of their products and promoting the consumption market in all provinces and cities across the country. Mr. Ngo Quang Linh, Director of An Sinh Milk Joint Stock Company (Dong Trieu Town) said: To improve production capacity, the Company boldly invested in modern processing lines such as bottling, milk heating machines, cake packaging machines, inkjet packaging machines, etc. In addition to traditional products such as pasteurized fresh milk, yogurt, etc., the Company has now researched and successfully processed many other products to meet market demand, such as yogurt drinks of various flavors, purple sticky rice yogurt, brown sugar pearl yogurt, milk tea, milk cakes, etc. The Company also promotes the application of "5S" processes in production to establish scientific, safe working standards and meet quality standards. Currently, the Company supplies about 1 ton of various goods to the market every day to meet consumer demand.
To promote production and improve product quality, Dong Trieu Town also promotes coordination in deploying and implementing many science and technology tasks in the fields of agriculture, education, construction, environment, etc. Typically, the task "Application of science and technology, building a production model and developing gladiolus CF.21.09" has been deployed in flower-growing households in Binh Khe commune and has yielded positive results. It is expected that in September 2024, the town will widely deploy the results of the task to flower-growing households in the area. Currently, the town has developed 5 science and technology enterprises, including: Quang Ninh Seed Joint Stock Company, Long Hai Company Limited, Quang Vinh Company Limited Branch, Dat Viet Brick and Tile Joint Stock Company, Dat Viet Ceramic Joint Stock Company. On the roadmap, the town will coordinate with the Department of Science and Technology to select 13 enterprises to conduct surveys and support their development into science and technology enterprises.
Along with Dong Trieu, Hai Ha district is also one of the leading localities in applying science and technology to production and business activities to create breakthroughs in improving productivity, quality and efficiency for local agricultural products. It can be mentioned in the development of tea trees, one of the typical products of Hai Ha, bringing the main income to the people here. To develop the Hai Ha tea brand, build a national OCOP product, Hai Ha district has paid attention to directing and supporting funding to help tea growers and processors, gradually improving product quality. In particular, the focus is on supporting new planting, replacement planting and expanding new tea growing areas; supporting machinery, upgrading processing workshops and installing advanced processing lines for business households and enterprises; instructing people to grow tea according to VietGAP standards; supporting microbiological fertilizers for households, completing documents to qualify for VietGAP certification for safe tea production groups; Support to complete packaging, codes, barcodes, improve food safety quality for tea products... Thanks to the application of science and technology in production activities, Hai Ha currently produces more than 1,000 tons of dry tea each year to supply domestic and foreign markets.

Thereby, promoting production, improving product quality, creating sustainable product consumption links and meeting the needs of today's consumers. The district continues to promote and mobilize people and businesses to apply science and technology in production activities; strengthen coordination and support machinery for people, business households, and cooperatives through support programs and policies of the province and locality. At the same time, promote connections, call for investment, promote the development of concentrated commodity production on a large enough scale to apply high technology and digital technology in production, processing, and product consumption stages in the area.
Currently, the whole province has many enterprises and cooperatives applying science and technology in the stages of production, processing, preservation, packaging and consumption. Thereby, contributing to improving quality, diversifying designs, helping to increase value in the market and most importantly, gaining the trust of consumers in and outside the province. Many enterprises proactively cooperate with science and technology organizations, scientists, invest in technology and advanced equipment to increase labor productivity, create new high-quality products, consume less energy, and are environmentally friendly, such as: Quang Ninh Seed Joint Stock Company; Long Hai Company Limited; Tri Dat Mechanical Science and Technology Company Limited; Green Aquatech Company Limited; Thai Food Industry Joint Stock Company; Quang Ninh Seafood Production and Trading Company Limited; Vietnam Cyberlogistics Technology Development Joint Stock Company, etc.
More motivation for development
Applying science and technology to production is a major policy of the Party and State to improve the quality and efficiency of production and business, creating sustainable momentum for socio-economic development in the process of economic integration. Up to now, Quang Ninh has established 25 science and technology enterprises and is in the group of provinces and cities with the leading number nationwide; has 33 science and technology organizations; 2 high-tech agricultural zones; 39 laboratories meeting LAS and VILAS standards; science and technology human resources have increased in both quantity and quality with more than 3,000 people, of which human resources with university degrees or higher account for more than 50%.
In particular, the Department of Science and Technology has proactively coordinated with departments, branches, localities and enterprises to review, evaluate and identify opportunities, potentials and challenges in applying science and technology to production and business activities to select fundamental solutions and prioritize resources for implementation. The Department advised the Provincial Party Committee to issue Resolution No. 13-NQ/TU (dated April 28, 2023) on the development of science, technology and innovation to 2030; advised on the implementation of planning for the field of science and technology integrated into the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050; advised on the implementation of building mechanisms and policies to create a strong enough legal corridor to encourage the development of science and technology and innovation in the province...
Mr. Nguyen Manh Cuong, Director of the Department of Science and Technology, said: To promote the development of science and technology activities to bring benefits to socio-economic development tasks, the department has developed and submitted to the Provincial People's Committee a number of projects, plans, and programs on science and technology; expanding and accelerating the application of achievements of science and technology, innovation, especially achievements of the 4.0 revolution, new materials technology, biotechnology... in the fields of processing and manufacturing industry, electricity production, mining, tourism, trade, logistics, finance, agriculture, maritime economy, seaports, administrative reform, state management, health, education, culture, security, environmental protection, digital government... to create the main driving force for economic growth. In the coming time, the department will continue to advise the province to issue mechanisms and policies to create favorable conditions for enterprises to participate in implementing science and technology tasks in the province.
At the end of May 2024, the province organized the opening of the Center for Innovation and Support for Provincial Digital Transformation. The Center has the function of receiving and developing initiatives and practical experiments, organizing competitions of ideas and initiatives to serve the community; improving the capacity of science and technology for small and medium enterprises; organizing activities to promote the development of the creative startup ecosystem; supporting the development of startup ideas and projects, linking with incubators inside and outside the province to incubate startup projects... The operation of the Center contributes to promoting new creative ideas of science and technology for application in production, increasing the quantity and quality of innovative enterprises, science and technology enterprises, promoting local economic growth in depth on the basis of applying science and technology.
Up to now, science and technology have contributed to increasing the proportion of the value of high-tech products and high-tech applied products of the province to over 45% of the total industrial production value in 2020. The contribution rate of the total factor productivity index to the province's GRDP in the period 2016-2020 reached 45.8%, and in 2023 alone it reached 50.01%. The provincial innovation index in 2023 ranked 9th out of 63 provinces and cities nationwide.
With the determination to make science and technology the leading important driving force to promote the socio-economic development of the province, at the working session with the Department of Science and Technology and related sectors on the situation and results of implementing science and technology activities and innovation in the period of 2012-2024 last June, Comrade Cao Tuong Huy, Chairman of the Provincial People's Committee, requested sectors, units and localities to consider this as one of the important political tasks in performing their duties. The Department of Science and Technology strengthens its advice to the Provincial People's Committee on plans to deploy and apply scientific and technological innovation to socio-economic development tasks in conjunction with Action Program No. 2163/CTr-UBND (dated August 9, 2023) of the Provincial People's Committee to implement Resolution No. 13-NQ/TU (dated April 28, 2023) of the Provincial Party Committee on science and technology development and innovation to 2030. At the same time, continue to advise on the issuance of a project on effective models and methods of operation for the Center for Startups, Innovation and Digital Transformation Support.
