After the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, on February 19, 2025, the National Assembly issued Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation.

The Resolution is expected to bring about institutional opportunities, investment in science and technology, promote commercialization, bring intellectual property, inventions... into life.

Regarding the promotion of commercialization of scientific research results in Resolution No. 193/2025/QH15, Mr. Dao Ngoc Chien, Director of the Office of State-level Key Programs, said: The issue of ownership is very important, thereby promoting commercialization. In order for the issue of commercialization to come into life quickly, the Resolution also mentioned the applicable subjects and divided them into different groups of subjects such as: non-public organizations and public organizations including state agencies, public service units, institutes... In addition, it is also necessary to divide them into stages such as: The stage from January 1, 2018 and before is implemented according to the Law on Management and Use of Public Assets. The period from January 1, 2018 to the time the National Assembly passes Resolution No. 193/2025/QH15 shall be implemented in accordance with the provisions of law at the time of approval and implementation of the task, and from the time of passing Resolution No. 193/2025/QH15, all shall be implemented in accordance with the Resolution. However, there are still some problems in promoting commercialization that will be included in the guidance of the Ministry of Science and Technology in the Decree detailing and guiding a number of contents of the Resolution on special pilots to create breakthroughs in the development of science, technology, innovation and national digital transformation.

With specific solutions stated in Resolution No. 57-NQ/TW and Resolution No. 193/2025/QH15, Director of the Intellectual Property Office Luu Hoang Long said: In 2025, one of the key tasks of the Intellectual Property Office is to digitally transform all activities to technological infrastructure, focusing on promoting the processing of industrial property applications and backlog applications in the field of intellectual property. The Office will accelerate the implementation of the assigned task of processing 200,000 - 210,000 applications of all types to meet the development requirements, implementing Resolution No. 100/2023/QH15 of the National Assembly towards 2026, bringing the application examination time back to the time limit prescribed by law, basically resolving the backlog of applications in the past time.

According to Director Luu Hoang Long, from the perspective of intellectual property, when the Resolution is implemented, science and technology in general and intellectual property in particular will also develop and integrate, leading to an increase in the number of industrial property applications and intellectual property applications submitted to the Department. The number of new inventions and intellectual properties will also increase and the Department will support and participate in the process to bring intellectual properties and inventions into life and into the economy as quickly as possible.

To bring intellectual property and inventions into life as quickly as possible, in the coming time, the Intellectual Property Office will resolutely deploy solutions to implement the "Intellectual Property Development Program to 2030", to ensure that by 2030, the number of patent applications from research institutes and universities will increase by an average of 16-18% per year; the number of applications for plant variety protection will increase by an average of 12-14%...

Director Luu Hoang Long emphasized: Inventions kept in drawers do not solve anything and the rate of inventions brought into life is only about 10-15%, so how to bring this rate of inventions into life as quickly, effectively and with the shortest invention cycle. Especially to continuously create new inventions is also a huge challenge for the Department in the coming time.

Mr. Luu Hoang Long also acknowledged that many suggestions on promoting intellectual property activities to bring intellectual property and inventions into life as quickly as possible still face obstacles and difficulties. In particular, the development of science and technology in farmers also encounters many difficult-to-implement opinions, besides, there has not been a mechanism or solution for the subject of invention to bring inventions into life. Director Luu Hoang Long believes that with Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation, the commercialization and bringing intellectual property and inventions into life will take place strongly and achieve the set goals.

Inventor Luu Hai Minh - Chairman of the Board of Directors of Nhat Hai New Technology Joint Stock Company (OIC New) is known as a businessman and a scientist with hundreds of research projects as well as hundreds of Patents and Utility Solution Exclusive Rights granted by the Intellectual Property Office.

In the first 5 months of 2024, Mr. Luu Hai Minh and OIC New received 5 patents with high scientific value and practicality. Although the speed at which he received the patent made many people admire, to get it, OIC New had to go through a process of proving its practicality and novelty.

Sharing about the inventions granted by the Intellectual Property Office, Mr. Luu Hai Minh, as well as many other inventors, are concerned about the inventions that have not been applied, commercialized or transferred into practical life. Inventor Luu Hai Minh said that the difficulty and obstacle in bringing inventions into life is that intellectual property valuation activities have not received due attention, and there are few reputable intellectual property valuation organizations... In addition, legal regulations, knowledge and skills on intellectual property valuation have not been widely disseminated. Therefore, he hopes that with the contents of Resolution No. 57-NQ/TW and Resolution No. 193/2025/QH15, as well as the support and participation of the Intellectual Property Office, intellectual property and inventions will come into life as quickly as possible.

Promoting the fastest application of intellectual property and inventions into life affirms that intellectual property activities in particular, and science and technology in general, play an increasingly important role in the socio-economic development, science, technology and innovation of the country.
