A teacher in Dak Nong was beaten by a parent who came to her house. This parent's child's conduct was classified as average.
Currently, secondary and high schools are applying two circulars of the Ministry of Education and Training to evaluate and classify students.
According to Circular No. 58 of the Ministry of Education and Training in 2011, student conduct is assessed and classified as: good, fair, average, poor. According to Circular No. 22 of the Ministry of Education and Training in 2021, the assessment and classification of junior high school and high school students' conduct is replaced by the assessment of training results with 1 of 4 levels: good, fair, satisfactory and unsatisfactory.
Conduct assessment and classification according to Circular No. 58
Pursuant to Article 4 of the Regulations on assessment and classification of secondary and high school students (issued with Circular 58), secondary and high school students are assessed and classified based on their attitudes, ethical behavior, conduct with others, results of participation in labor, collective activities... according to four categories: good, fair, average and poor.
Specifically, Article 4 on conduct classification standards is as follows:
1. Good type:
a) Strictly implement school regulations; comply with laws and regulations on social order, safety, and traffic safety; actively participate in the fight against negative actions, crime prevention, and social evils;
b) Always respect teachers and elders; love and help younger children; have the awareness to build a collective, solidarity, and be loved by friends;
c) Actively practice moral qualities, have a healthy, simple, and modest lifestyle; take care of and help family;
d) Fully complete learning tasks, have the will to improve, be honest in life and in study;
d) Actively exercise, maintain hygiene and protect the environment;
e) Fully participate in educational activities and activities organized by the school; actively participate in activities of the Ho Chi Minh Young Pioneers Team and the Ho Chi Minh Communist Youth Union;
g) Have the right attitude and behavior in practicing ethics and lifestyle according to the content of civic education.
2. Fair type:
Implemented the regulations in Clause 1 of this Article but did not reach the level of good; still had shortcomings but promptly corrected them after receiving comments from teachers and classmates.
3. Average type:
There are some shortcomings in implementing the provisions in Clause 1 of this Article, but the level is not serious; after being reminded, education has absorbed and corrected them, but progress is still slow.
4. Weak type:
Not meeting the average classification standards or having one of the following defects:
a) Having serious or repeated violations in implementing the provisions in Clause 1 of this Article, having been educated but not yet corrected;
b) Disrespect, insulting the dignity, honor, violating the body of teachers and school staff; insulting the honor, dignity of you or others;
c) Cheating in studying, testing, and exams;
d) Fighting, disturbing order and security in schools or in society; violating traffic safety; causing damage to public property or other people's property.
Readers of Thanh Nien Newspaper unanimously condemned the behavior of a parent who beat a teacher because his child's conduct was rated as average.
No more grading of student conduct according to Circular 2021
In Circular No. 22 of the Ministry of Education and Training in 2021, the assessment and classification of conduct of secondary and high school students is replaced by the assessment of training results. Accordingly, teachers will assess training results based on the students' qualities, general abilities, progress, strengths, and limitations in the process of training and studying the subject.
Students' training results in each semester and the whole year are evaluated according to 1 of 4 levels: good, fair, satisfactory and unsatisfactory.
What is the roadmap for applying Circular 22?
There is one point that parents need to note: Circular 22 (the circular does not classify student conduct) takes effect from September 5, 2021 and replaces Circular No. 58 of 2011 with the following implementation roadmap:
- From 2021-2022 for grade 6.
- From 2022-2023 for grades 7 and 10
- From 2023-2024 for grades 8 and 11
- From 2024-2025 for grades 9 and 12
Thus, in this school year (2022-2023), students in grades 11 and 12 will still be classified as having average conduct according to Circular No. 58, so there will still be cases of students being classified as having average conduct.
"As a last resort, students are classified as having average conduct."
The story of a parent in Dak Nong beating a teacher because her child was classified as having average conduct at a high school caused outrage in public opinion.
Speaking to Thanh Nien Newspaper reporters on the morning of May 27, the principal of a middle school and high school in Ho Chi Minh City said that in the past school year, the school applied both Circulars 22 and 58. "Most students were classified as having good or fair conduct, and their training results were good or fair. Only a few students were classified as having average conduct or satisfactory training results," the principal said.
According to the principal, in the case of an average conduct rating, teachers must meet and the school must consider many things, carefully base on the instructions and circulars of the Ministry of Education and Training to come to this rating result.
"Most students with average conduct have violated discipline, committed mistakes many times, have been warned but have not changed, or violated discipline at the end of the second semester, there is not much time left in the school year to record the process of correction and change... And most of them are students whose parents neglect their children, whose parents also behave in an unprofessional manner, and whose family education is not good," said the principal.
How does Circular No. 22 of the Ministry of Education and Training in 2021 guide the assessment of students' training results?
Article 8. Evaluation of student training results
1. Basis and organization of assessment of student training results
a) Assess students' training results based on the requirements for essential qualities and general competencies at appropriate levels for the subject and grade level specified in the overall program and the requirements for specific competencies specified in the subject program of the General Education program.
b) Subject teachers, based on the provisions in Point a of this Clause, shall comment and evaluate the training results, progress, outstanding advantages, and main limitations of students during the training and learning process of the subject.
c) The homeroom teacher, based on the provisions at Point a of this Clause, monitors the training and learning process of students; refers to comments and assessments of subject teachers, feedback from parents, relevant agencies, organizations and individuals in the process of educating students; guides students to self-assess; on that basis, comments and assesses the training results of students according to the levels specified in Clause 2 of this Article.
2. Student training results in each semester and the entire school year
Students' training results in each semester and the whole school year are evaluated according to 1 of 4 levels: good, fair, satisfactory, and unsatisfactory.
a) Student training results in each semester
- Good level: Meets well the quality requirements specified in the general education program and has many outstanding manifestations.
- Fair level: Meets the quality requirements specified in the general education program and has outstanding performance but has not yet reached the good level.
- Achievement level: Meets the quality requirements specified in the general education program.
- Unsatisfactory level: Not meeting the quality requirements specified in the general education program.
b) Student training results for the whole school year
- Good level: semester 2 is rated good, semester 1 is rated fair or better.
- Good level: semester 2 is rated as good, semester 1 is rated as satisfactory or higher; semester 2 is rated as satisfactory, semester 1 is rated as good; semester 2 is rated as good, semester 1 is rated as satisfactory or unsatisfactory.
- Achievement level: semester 2 is evaluated as achieved, semester 1 is evaluated as good, achieved or not achieved; semester 2 is evaluated as good, semester 1 is evaluated as not achieved.
- Unsatisfactory level: Remaining cases.
