Conclusion of the Deputy Prime Minister on detailed planning of seaports and harbors

The announcement clearly stated that the detailed planning of the seaport group is a specialized technical planning according to the Law on Planning, specifying the Master Plan for the development of Vietnam's seaport system for the period 2021 - 2030, with a vision to 2030.

To ensure quality and have sufficient basis for consideration and approval, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Transport and the Government Office to carefully review the process, procedures, and authority (the process of establishing, appraising, and approving the Detailed Planning of the seaport group) to ensure compliance with the laws on planning, maritime, transportation, and relevant legal provisions.

The Ministry of Transport, planning agencies and consulting units are fully responsible for the accuracy of information and data of the Detailed Planning of the seaport group; responsible for forecast results and consistency between the Detailed Planning of the seaport group and related plans (National Master Plan for the period 2021-2030, vision to 2050; Master Plan for the development of Vietnam's seaport system for the period 2021-2030, vision to 2050, National Sectoral Plans, Regional Plans, Provincial Plans...), complying with the principle that lower-level planning must comply with higher-level planning.

Deputy Prime Minister Tran Hong Ha requested that the content of the detailed planning of seaport groups must ensure the principles and viewpoints of synchronous and unified planning based on scientific criteria, consider reasonable "dynamic" and "open" planning, and anticipate solutions to planning issues when new factors appear. The Ministry of Transport and the planning agency must regularly monitor and evaluate, and when unexpected and unpredictable changes occur, promptly report to competent authorities for consideration.

Newly added ports and port areas must be considered and evaluated from the perspective of goals, visions, and overall effectiveness for "win-win"; the relationship and impact of new ports must be assessed to see if they change or affect major, strategic projects. In particular, port group 4 related to Cai Mep Ha port, Cai Mep Thuong port in Cai Mep - Thi Vai area and Can Gio international transit port must be studied, evaluated, considered, and carefully and comprehensively calculated for related issues.

Deputy Prime Minister Tran Hong Ha stated that although it is a detailed plan, it is not a "rigid" plan. It is necessary to ensure the overall nature and vision as a premise and basis for concretization in the planning of land and water areas for seaports; planning thinking must create good infrastructure investment projects (ports) to attract potential investors (shipping lines, businesses).

It is necessary to study a number of mechanisms and policies in developing port infrastructure, organizing effective implementation of planning, including considering the state's investment in a number of major and important ports that need to be held and managed; clearly defining the responsibilities of the state and the responsibilities of investors in investing in seaport infrastructure and infrastructure serving seaport exploitation.
