The Standing Committee of Ha Tinh Provincial Party Committee has just issued a document announcing the direction of the Provincial Party Secretary and Chairman of the Provincial People's Council at the regular public reception session in October 2023.
On October 16, 2023, at the Provincial Citizen Reception Office, the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee and Vice Chairman of the Provincial People's Council chaired the regular citizen reception session in October 2023. Attending were the following comrades: Head of the Provincial Party Committee's Internal Affairs Committee, Deputy Head of the Provincial National Assembly Delegation; representatives of leaders of relevant departments, branches, People's Committees of districts, cities and towns.
At the regular citizen reception session in October 2023 held on the 16th, Provincial Party Secretary Hoang Trung Dung received the presentation of Ms. Nguyen Thi Huy (Ha Linh commune, Huong Khe) regarding the request for competent authorities to consider granting a land use right certificate to her family.
After listening to the leaders of the Provincial Party Committee's Internal Affairs Committee and the Provincial Citizen Reception Committee report on the situation and results of implementing the conclusions at the citizen reception sessions in previous months; receiving a number of citizens; listening to the opinions and proposals of sectors and localities, the Provincial Party Secretary - Chairman of the Provincial People's Council concluded:
In the past time, units and localities have focused on implementing the instructions of the Provincial Party Secretary, Chairman of the Provincial People's Council and Chairman of the Provincial People's Committee at the citizen reception sessions; the backlog of cases has been basically resolved, the number of newly arising cases has gradually decreased. However, there are still some cases that have not been completely resolved, the progress is slow; some citizens are not fully aware of the regulations or intentionally obstruct the implementation of some key national and provincial projects; complaints and denunciations beyond the level still occur. Some units and localities have not focused on handling cases under their authority.
Some contents need to be focused on in the coming time
For unresolved cases:
(1) The case of Mr. Nguyen Huy Con (house number 139 Le Dai Hanh street, residential group 3, Hung Tri ward, Ky Anh town): Request the Provincial Police and the People's Committee of Ky Anh town to coordinate, unify viewpoints, focus on handling the case thoroughly to ensure legal regulations and legitimate rights for the people.
(2) The case of Ms. Le Thi Khuyen (represented by Mr. Le Huu Tan, Phu Huong 2 hamlet, Huong Xuan commune, Huong Khe district) petitioning for enforcement of the civil judgment: Proposing that the Provincial People's Committee direct the Provincial Inspectorate to urge the Working Group according to Decision No. 2282/QD-UBND dated September 12, 2023 of the Provincial People's Committee to focus on completing the verification and advising on the settlement of the case.
(3) The case of Sezako Prerov Co., Ltd., Czech Republic, requesting compensation: The Party Committee of the Provincial People's Committee continues to direct the Provincial People's Committee, relevant agencies and units to seek guidance from central agencies to resolve the case completely according to regulations.
(4) The case of Ms. Nguyen Thi Huy (village 9, Ha Linh commune, Huong Khe district) requesting to issue a land use right certificate for her family in the area of Co Tron cave, Ha Linh commune: Assign the Provincial Party Committee's Internal Affairs Committee to preside over and organize work with relevant agencies and localities, review and advise on handling, and report to the Provincial Party Committee Secretary and Chairman of the Provincial People's Committee before November 15, 2023.
The authorities shall promote their responsibility in receiving and handling complaints, denunciations, recommendations and reflections from the people, ensuring compliance with procedures, regulations, impartiality and objectivity. Party committees, authorities, agencies and units at all levels shall strengthen the work of receiving and dialogue with the people; propagate and guide the people to properly implement the regulations on complaints and denunciations, and not let bad elements take advantage of and incite complaints.
The leaders of agencies and units must promptly direct the inspection and handling of information reflected through the public phone number, if there is valid evidence; continue to direct the review of pending and complicated cases in the area to focus on resolving them, not allowing complaints to go beyond the level; in cases beyond the authority, they must promptly report and propose to the competent authorities for consideration and handling according to regulations to stabilize the situation and create trust among the people.
The provincial police preside over and coordinate with relevant agencies to collect information and strictly handle according to the law organizations and individuals who take advantage of the right to complain and denounce for personal gain, incite and incite people to affect the security and order situation in the area.
The Provincial Party Committee's Internal Affairs Committee presides over and coordinates with the Provincial Party Committee Office and the Provincial Citizen Reception Committee to monitor, inspect and urge the implementation of the above contents, and report to the Provincial Party Committee Secretary, Chairman of the Provincial People's Council and Chairman of the Provincial People's Committee.
