The budget revenue picture of many localities is highlighted by the names of suburban districts and towns thanks to increased land use fees and attracting large project investors.
The budget revenue of many districts in the two largest cities of the country, Hanoi and Ho Chi Minh City, is equivalent to the budget revenue of many provinces and cities across the country, showing a significant difference in budget revenue of localities.
In 2024, the country's budget revenue exceeded VND2 million billion for the first time, but Hanoi and Ho Chi Minh City accounted for more than 50% of the country's total budget revenue. Only 8 localities had budget revenue exceeding VND50,000 billion, the remaining 55 provinces and cities all had revenue below VND50,000 billion, including the three centrally-run cities of Da Nang, Can Tho and Hue.
Many suburban districts collect huge budgets
With the largest revenue in the country, many districts of Hanoi have revenue levels equal to many provinces and cities across the country. Notably, in the past year, a suburban district of Hanoi had revenue exceeding many localities, that is Dong Anh district - the place with the highest revenue in Hanoi.
Dong Anh's budget revenue last year reached VND27,081 billion, exceeding the assigned estimate by 205%. Hoan Kiem is the second district in terms of budget revenue in Hanoi, estimated at over VND21,800 billion, followed by Cau Giay with VND20,400 billion.
Thus, the budget revenue of Dong Anh district is almost equal to the budget revenue of Hai Duong, Quang Ngai, Quang Nam provinces and is higher than the budget revenue of 48 provinces and cities nationwide.
Of these, Dong Anh district's budget revenue is higher than Da Nang's, 2.2 times higher than the budget revenue of Can Tho and Hue.
Many localities are considered to have positive revenue thanks to the development of many industrial parks, large production with many factories, tourist areas such as Long An, Bac Giang, Thai Nguyen, Ha Nam, Khanh Hoa... all have levels equivalent to or lower than the two districts of Hoan Kiem and Cau Giay in Hanoi.
In Ho Chi Minh City, districts with large budget revenues such as District 1, currently the unit with the highest budget revenue in the area with 20,371 billion VND; Thu Duc City's budget revenue reached 16,140 billion VND.
Thus, this revenue level is equivalent to many provinces and cities across the country, such as Thai Nguyen (VND 20,403 billion); Khanh Hoa (VND 20,400 billion); Binh Dinh (VND 16,571 billion), Hau Giang (VND 16,515 billion).
Why is the budget revenue high?
In other localities, it is worth noting that some districts also have quite impressive budget revenue levels. Of which, Van Giang district of Hung Yen province - newly recognized as an advanced new rural district in 2023, but the budget revenue in 2024 reached over 13,000 billion VND, lower than the previous year but still high.
Van Giang district was also the district with the highest budget revenue in Vietnam in 2023. Although the revenue in 2024 decreased, this revenue is still equivalent to many provinces and cities such as Lam Dong (13,175 billion VND), higher than the revenue of provinces and cities such as Lao Cai (12,989 billion VND), Tay Ninh (12,907 billion VND), Can Tho (12,000 billion VND), Tien Giang (11,400 billion VND) ...
Similarly, a new district of Hung Yen, Van Lam, also recorded a budget revenue of 6,800 billion VND, higher than the revenue of some provinces such as Ben Tre (6,600 billion VND), Vinh Long (6,580 billion VND), Gia Lai (6,334 billion VND), Ca Mau (5,800 billion VND), Phu Yen (5,447 billion VND), Quang Binh (5,380 billion VND), Soc Trang (4,986 billion VND)...
Information from local tax authorities shows that the increase in revenue of districts is mainly due to land revenue. Typically, in Dong Anh district, revenue in 2024 increased sharply, surpassing that of inner-city districts, with nearly 12,000 billion VND in revenue coming from new urban projects, the rest from fees and taxes when attracting many investment projects.
The two districts of Van Giang and Van Lam in Hung Yen have seen a sharp increase in revenue in recent years, mainly from land use fees, as they have attracted many large investors to industrial parks, urban areas, ecological gardens, and tourism trade...
