At the meeting, the history of the establishment, growth and development of the Communist Party of Vietnam was reviewed; the Party's leadership through the stages, meeting the development requirements of the revolution, overcoming difficulties and achieving many great victories. The Party Committee and people of all ethnic groups in the district have promoted the tradition of solidarity, strived to achieve important and quite comprehensive achievements. In 2024, the district achieved 14/15 targets; average income per capita reached 52 million VND/year, an increase of 10.6%.
The district leaders of different periods expressed their joy at the district’s innovation and efforts to implement major policies, emphasizing their participation in site clearance and resettlement to facilitate the implementation of the Tuyen Quang - Ha Giang Expressway Project through the district. The delegates also contributed their opinions on a number of issues related to new rural construction, ensuring urban and rural environmental sanitation, etc.
Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Van Son summarized some of the socio-economic development results of the province. Accordingly, the total product in the province increased by 9.04%, the highest growth rate of the province in the past 10 years, ranking 13th out of 63 provinces and cities, 5th out of 14 provinces in the Northern Midlands and Mountains, in the period of 2020-2024, the growth rate was 8.01%. These achievements have important contributions from the Party Committee, government, and people of all ethnic groups in Ham Yen district.

He emphasized that 2025 is a very important year, a year of many important political events, a year when the country enters the "era of national growth", a year when congresses of party committees at all levels are held, towards the 14th National Party Congress. To achieve these important goals, it requires high determination and great efforts from all levels, sectors and localities in the province, including the Party Committee, government and people of all ethnic groups in Ham Yen district.
Comrade Giang Van Huynh, former Head of the Provincial Party Committee's Propaganda Department, former Chairman of Ham Yen District People's Committee spoke at the meeting.
He requested the Party Committee and the district government to continue to closely follow the resolutions, programs, projects and plans of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee; the resolutions and plans of the district to correctly and accurately determine the socio-economic development goals and targets to ensure suitability and feasibility; continue to do a good job of coordinating site clearance to implement the Tuyen Quang - Ha Giang Expressway Project through the district; eliminate temporary and dilapidated houses for poor households; take care of the material, cultural and spiritual life of the people.
