The results not only help strengthen the management of the sector but also support relevant ministries and sectors to effectively carry out the tasks assigned by the Government; help remove many obstacles for localities to effectively promote natural resources, bring policies into life to serve sustainable development goals.

Ms. Ho Thi Nguyen Thao - Vice Chairman of Phu Yen Provincial People's Committee: The Ministry of Natural Resources and Environment has promptly supported and guided the province to resolve difficulties and problems.
In 2023, the Ministry of Natural Resources and Environment achieved many outstanding results, demonstrating the close attention, timeliness, and determination of the Ministry's leaders in grasping reality and proactively advising the Government and the Prime Minister on many important mechanisms and policies.
Accordingly, the Ministry has advised the Government to issue Decree No. 10/2023/ND-CP on amending and supplementing a number of articles of the Decrees guiding the implementation of the Land Law, promptly removing many difficulties and obstacles during the time the Land Law has not been amended, such as: New regulations on granting Land Use Right Certificates, supplementing registration for permission to change the purpose of using rice-growing land to implement investment projects; amending and supplementing regulations on a number of conditions for investment and business in the field of natural resources and environment; regulations on the time affected in cases of force majeure not counting into the 24-month extension period as prescribed in Point i, Clause 1, Article 64 of the Land Law, this meets practical requirements after the Covid-19 pandemic.
The Ministry also advised on the issuance of Resolution No. 73/NQ-CP of the Government on the authorization of specific land price decisions, including the content of the authorization of specific land price determination from the province to the district-level People's Committee, helping localities to be proactive in determining land prices for site clearance compensation, speeding up land recovery progress, serving project works.
Regarding site clearance and provision of construction materials for the construction of the Eastern North-South Expressway, the Ministry has also closely and promptly advised the Government and the Prime Minister to issue specific policies and mechanisms and provide guidance for localities to implement. For Phu Yen province, by the end of 2022, site clearance for this project had only reached about 65%, but to date, 97.4% of the site has been handed over.
In particular, Deputy Prime Minister Tran Hong Ha, the Minister, Deputy Ministers and units under the Ministry have promptly supported and guided Phu Yen province to resolve difficulties and problems that have existed for many terms, related to the application of the law. When the province had a request, Deputy Minister Le Minh Ngan and Deputy Minister Tran Quy Kien promptly organized a working session, listened to the local presentation, provided specific instructions, and responded in writing so that the province had a basis for implementation.
From the Ministry's guidance, the province has resolved a number of problems related to land acquisition, compensation and site clearance for the North-South expressway project in the East, the Phuoc Tan - Bai Nga road project; problems with specific land valuation; determining the time of force majeure due to the Covid-19 pandemic; as well as some problems with procedures for minerals used as common construction materials for the expressway project...
Mr. Luong Quoc Doan - Chairman of Vietnam Farmers' Association: Coordinate to replicate many models of exploitation, effective use of resources, and environmental protection
In 2023, the implementation of the Coordination Program between the Association and the Ministry of Natural Resources and Environment achieved 3 outstanding results.
Firstly, the Association and the Ministry have closely coordinated in collecting opinions from cadres and members of the Farmers' Association on the amendment of the Land Law. The Vietnam Farmers' Association highly appreciated the careful, systematic, scientific preparation and the plan to collect public opinions on the Draft Amended Land Law of the Ministry of Natural Resources and Environment. At the same time, the Ministry has listened to, synthesized and absorbed the opinions of cadres and members in the Draft Law in the direction of creating favorable conditions for farmers, focusing on land concentration, helping farmers to produce on a large scale and protecting the legitimate rights and interests of farmers in the land sector.
According to the Chairman of the Farmers' Association, through coordinating to collect opinions, awareness and knowledge of farmers in implementing the Party and State's policies on land have been improved.
Second, through the programs of the Ministry of Natural Resources and Environment, the Association has mobilized its officials and members to participate in exploiting and using resources effectively and protecting the environment. The Association has built and expanded pilot models such as: fields without packaging, without pesticides; models of saying no to plastic bags and plastic waste; clean houses, environment, protecting the marine environment... Thereby contributing to raising awareness and behavior of farmers in environmental protection.
Third, the Association has coordinated with the Ministry in propaganda work, mobilizing farmer members to actively participate in movements such as Tet tree planting - eternal gratitude to Uncle Ho, making the world cleaner... with the unanimous participation of members.
In 2024, the Chairman of the Farmers' Association said that he will continue to work with the Ministry of Natural Resources and Environment in a number of areas: widely disseminating to officials and members the innovative content of the revised Land Law and the revised Water Resources Law; participating in giving comments on the Law on Geology and Minerals. At the same time, closely coordinate in responding to climate change and rising sea levels, contributing to the implementation of the commitment to zero net emissions by 2030, and coordinate the organization of events related to environmental resources related to the two sectors and according to the coordination program.
Continue to build and replicate pilot models on environmental protection, climate change response, promote the movement of farmers participating in the management and protection of environmental resources, waste... strengthen the supervision of the implementation of policies on natural resources and environment in rural areas.
Mr. Nguyen Dang Binh - Chairman of Bac Kan Provincial People's Committee: Create favorable conditions for the locality to promptly implement important projects.
In 2023, the Ministry of Natural Resources and Environment completed a huge amount of work, making a direct and very important contribution to the overall recovery and development of the country.
The Ministry of Natural Resources and Environment has closely followed the Government's management theme and the Prime Minister's direction, with determination, drasticness, quick response and many innovations in its work. The leaders of the Ministry and its units have actively supported, guided, promptly resolved and removed many difficulties and obstacles for localities in the fields of land, resources, minerals, environment, etc.
The Minister, leaders of the Ministry and units under the Ministry directly went to localities and bases to conduct field surveys, grasp the situation, directly direct, guide and support localities in the management of the natural resources and environment sector.
The Ministry has conducted environmental impact assessment, appraisal and consultation with the Prime Minister on land use purpose change in a strict and methodical manner, but very urgently and increasingly faster, creating favorable conditions for localities to promptly implement important projects, especially transport infrastructure projects...
For Bac Kan province, the work of natural resources and environment is highly focused, regularly cared for and directed by the Provincial Party Committee, People's Council and Provincial People's Committee. The field of natural resources, minerals and environment is making a great contribution to the province (accounting for 57% of the total state budget revenue of the province), especially the green index of Bac Kan province is currently ranked 7th in the country, the environmental protection index is ranked 2nd in the country, up many levels compared to previous years.
In the coming time, to improve the efficiency of the natural resources and environment sector, contributing to promoting the socio-economic development of the locality, Bac Kan province recommends that the Ministry of Natural Resources and Environment consider, synthesize, and report to the Prime Minister to adjust Decision 326/QD-TTg 2022 of the Prime Minister on the allocation of national land use planning targets for the period 2021-2030 in the direction of increasing land use targets for Bac Kan province, especially industrial park land targets.
In addition, the province proposed that the Ministry consider reclaiming mineral mines under the licensing authority of the Ministry that have stopped operating to hand over the land to localities for effective management and use (such as some lead-zinc mines and white limestone mines in the province).

In the context of complicated developments in the world and the region, the Ministry of Natural Resources and Environment has performed well the function of State management of Natural Resources and Environment, actively perfected institutions, mechanisms, and laws, and ensured input data for socio-economic development in general. International cooperation has become increasingly proactive and effective in the general trend of focusing on environmental protection and climate change response.
In recent years, the world has seen many turning points, including three highlights related to the field of natural resources and environment. First, the world has entered a period of green growth, digital transformation, strengthening the circular economy, and energy transformation. This places a great responsibility on the Ministry of Natural Resources and Environment in state management, not only advising on policies and laws but also advising on institutions, mechanisms, models, and methods suitable for new trends.
Second, the race for science and technology, especially the establishment of new standards and new green laws, requires the leading role of the Ministry of Natural Resources and Environment, along with the coordination of relevant ministries and sectors, both in science and technology and in leading industries. Third, along with increasing strategic competition, especially competition for essential mineral resources, requires the handling of many complex issues related to national security, sovereignty, foreign affairs, and strategic autonomy of the country.
In recent times, implementing the Government's policy, the Ministry of Natural Resources and Environment has proactively expanded international cooperation and increasingly demonstrated positive results. The Ministry has advised the Prime Minister to implement international commitments to achieve the goal of net zero emissions; actively and proactively participated in global forums on environment, climate change, the United Nations forum on water resources, participated in international multilateral cooperation mechanisms to mobilize resources for green transformation, equitable energy transformation; signed many bilateral agreements...
In the context of Vietnam upgrading its strategic partnership with many international partners, issues of cooperation in green transformation, energy transformation, environmental protection and climate change response have become key contents.
The Ministry of Foreign Affairs highly appreciated the active cooperation of the Ministry of Natural Resources and Environment in recent times in the work of demarcation and marker planting with countries on land. At sea, for the first time, Vietnam has developed a marine spatial planning, contributing to protecting national border security and fostering relations between Vietnam and neighboring countries. In addition, the cooperation mechanism for managing water resources of the Mekong River has been effectively implemented.
The Ministry of Foreign Affairs also recommended that the Ministry of Natural Resources and Environment continue to coordinate with relevant ministries and sectors, including the Ministry of Foreign Affairs, to grasp and advise the Government to keep up with trends, regulations, trends, and technologies in the environmental field. At the same time, continue to promote the proactive role, actively implementing international and regional mechanisms on climate change and the environment; raise the level of climate diplomacy, environmental diplomacy to demonstrate the new position of the country, not only participating but also creating new rules of the game, regulations on natural resources and the environment. At the same time, actively attract resources, knowledge, and experience to serve the construction and development of the country.
The Ministry also needs to continue to play a leading role in determining the roadmap for domestic law implementation, technology conversion, and raising awareness to implement international commitments at COP 26, COP 28, and new generation FTAs to both implement international commitments and suit Vietnam's conditions, ensuring national independence, autonomy, and sovereignty. This is a big challenge.
The two ministries will also continue to coordinate in state management of territorial borders, support local socio-economic development, and maintain Vietnam's relations with neighboring countries. Strengthen national planning, especially marine spatial planning.
Strengthening effective and substantive participation in regional and international maritime forums, participating in shaping laws and contributing to protecting stances and viewpoints on seas and islands, maritime cooperation with partners for sustainable development...
Mr. Vuong Quoc Nam - Vice Chairman of Soc Trang Provincial People's Committee: Speed up the progress of land valuation and settlement of mineral procedures
In 2023, the Department of Natural Resources and Environment of Soc Trang province has actively coordinated with departments and localities to speed up the progress of specific land valuation, land recovery, and site clearance for key projects, specifically: Project to renovate and upgrade National Highway 1A, the section bordering Hau Giang - Soc Trang, about 11km through Soc Trang; Project to invest in the construction of Dai Ngai Bridge on National Highway 60 in Tra Vinh and Soc Trang provinces (the province has handed over 100% of the site to Project Management Board 85 on September 20, 2023); Component project 4 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project, Phase 1 (about 58km through Soc Trang, with 1,811 households and organizations affected; up to now, the province has handed over 100% of the site to 4 contractors).
In the field of minerals, regarding river sand, on December 9, the People's Committee of Soc Trang province handed over the documents of 5 sand mines to 4 contractors to carry out 4 bidding packages to prepare documents and procedures for registration of exploitation according to the special mechanism to serve the Component 4 Project of Chau Doc - Can Tho - Soc Trang Expressway Phase 1.
Regarding sea sand, under the direction of the Prime Minister, the Ministry of Natural Resources and Environment, the Ministry of Transport and Soc Trang province have closely coordinated, explored, surveyed and experimentally evaluated sea sand in the Tran De sea area of Soc Trang. As a result, the Ministry of Natural Resources and Environment and the Ministry of Transport have transferred the Project Results Document "Assessing sea sand resources for highway and transport infrastructure projects in the Mekong Delta".
In Soc Trang sea area, 6 sand distribution areas (symbols B1 - B6) with the potential to be used as construction materials have been previously identified, with reserves of about 13.9 billion m3.
In the immediate future, the Ministry of Natural Resources and Environment has transferred to the locality the results of the assessment of the mineral resources of sea sand in area B1: level 333 + level 222 reaching more than 680 million m3, of which level 222 has more than 144 million m3 that can be exploited immediately to serve the highway.
Regarding the exploitation of sea sand as foundation material for highway projects and transport infrastructure in the Mekong Delta, Soc Trang has no precedent in licensing and managing sea sand exploitation; therefore, the People's Committee of Soc Trang province requests the Ministry of Natural Resources and Environment and the Ministry of Transport to support and guide localities on procedures and documents to ensure sand exploitation in the shortest time, in accordance with regulations and safety.
This is a national resource, Soc Trang province is ready to coordinate and create all favorable conditions for exploitation when documents, procedures and legal basis for exploitation are ensured.
Senior Lieutenant General Nguyen Duy Ngoc, Permanent Deputy Minister of Public Security: Strengthening close and effective cooperation
In the process of performing the tasks of the Ministry of Public Security, the Ministry has regularly exchanged with the Ministry of Natural Resources and Environment in many fields based on practical requirements and achieved many results.
The Ministry of Natural Resources and Environment needs to soon complete laws related to natural resources and environment; strengthen coordination in implementing Project 06 dated January 6, 2022 of the Government on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030; the Ministry of Natural Resources and Environment has regulations on appraisal in a decentralized manner appropriate to the practical situation. The Ministry of Public Security thanks the Ministry of Natural Resources and Environment for supporting the Ministry of Public Security in various fields of work and hopes to continue to closely coordinate to achieve better results.
Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee: Inspection and examination work helps localities rectify the management of natural resources and environment.
In 2023, the Ministry of Natural Resources and Environment has paid special attention to closely following the theme of "Solidarity, discipline, flexibility, innovation, timeliness and effectiveness", closely following practical work, perfecting institutions, policies and laws on natural resources and environmental management, especially basically completing and submitting to the National Assembly the draft revised Land Law, Law on Water Resources, Law on Geology and Minerals. These are extremely important laws to promptly assess, direct and orient socio-economic development on the basis of unlocking natural resources and environment, resources for national development; promptly adjusting and supplementing Decrees and guiding Circulars to solve practical difficulties.
In particular, the Ministry of Natural Resources and Environment has made great innovations in the inspection and examination of complaints and denunciations. This is an important content to continue to strengthen the rectification of practical management of natural resources and environment in localities to ensure the leadership and direction of the Government and the Prime Minister in the field of natural resources and environment is effective and disciplined; especially the specific Resolutions of the National Assembly and the Government in resolving difficulties and obstacles in the source of raw materials for the construction of key national infrastructure projects; promptly guide inspection and examination to ensure that the Resolutions of the National Assembly, the Government, and the direction of the Prime Minister come into life, ensuring publicity, transparency, equality and promoting effectiveness from local practices.
The reform of administrative procedures and modernization of the sector have also received attention from leaders and directors, especially in the fields of land and environment. On that basis, the sector of natural resources and environment has provided advice and guidance to manage the implementation of tasks related to land, environmental resources and minerals in line with reality, especially allocating and managing the effective use of land resources in the development of 5-year land use planning and plans and the National Land Use Planning for the period 2021 - 2030, with a vision to 2050. The sector has also promptly listened to proposals and recommendations from localities, on that basis directing localities to have specific reports, so that bottlenecks and obstacles in the planning and land use plans in 2023 of localities have been basically resolved.
Based on the direction of the Prime Minister and Deputy Prime Minister, the Ministry has promptly resolved difficulties and problems related to land in localities, identified policies and principles, and built socio-economic development strategies for localities and promoted the role of mineral resources to meet the practical requirements of the country.
