BTO-On the morning of July 1 in Hanoi, Deputy Prime Minister Tran Hong Ha chaired a live and online conference with provinces and cities on the Decree regulating rice-growing land. At the Binh Thuan province end, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai chaired, along with representatives of a number of relevant departments, agencies and sectors.
This Decree regulates the conversion of crop and livestock structures on rice-growing land; the use of part of the rice-growing land area to build works directly serving agricultural production. Protection and use of the topsoil when building works on land converted from specialized rice-growing land; payment of money to protect and develop rice-growing land; policies to support the development of rice-growing land. Subjects of application are state agencies, organizations, individuals using rice-growing land and other relevant subjects.
According to the content of the third draft of the Decree regulating rice-growing land, the criteria for determining rice-growing land that needs to be strictly protected and conversion restricted are land in a region or area specialized in rice cultivation with high productivity and quality; with a complete irrigation system, dykes, and intra-field traffic; being a contiguous area, contiguous plots favorable for concentrated production; with low risk of salinity and acidity.
Regulations on the conversion of crop and livestock structures on rice-growing land must not cause pollution or degradation of rice-growing land; must not damage traffic works, irrigation works, dike works, and works directly serving rice production. The conversion from rice cultivation to rice cultivation combined with aquaculture must use a maximum of 20% of the rice-growing land area to lower the aquaculture area to a depth of no more than 120 cm from the field surface. The Chairman of the Provincial People's Committee shall decide on the type of perennial crop to be converted, ensuring that it is suitable for the actual conditions of the locality but does not lose the necessary conditions for rice cultivation again...
At the conference, ministries, departments, branches and localities focused on discussing the draft decree. In particular, some localities proposed to add some words. At the same time, it was suggested that relevant ministries and branches review the decree to institutionalize, relate to state management, policy mechanisms, avoid conflicts and overlaps. On the other hand, it is said that the addition of land users, conditions, and criteria for converting crop and livestock structures. Concluding the conference, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to continue researching, consulting and contributing ideas. The drafting agency will receive, synthesize and finalize the draft decrees to ensure consistency, unity, rigor, suitability and timeliness. In particular, the Ministry of Agriculture and Rural Development will consult with the Ministry of Finance and the Ministry of Planning and Investment on mechanisms and policies to increase productivity for rice-growing areas. At the same time, develop plans for high-yield, high-quality rice-growing areas to ensure food security...
