This morning, December 26, the Standing Committee of the Provincial Party Committee held a conference to review the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee. Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Long Hai; Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang chaired the conference. Acting Chairman of the Provincial People's Committee Ha Sy Dong; members of the Standing Committee of the Provincial Party Committee; representatives of the Department of Localities II, the Central Organization Committee; and the Standing Office of the Central Propaganda Department for the Central Highlands - Central region in Da Nang attended the conference.

Reduce many units and provincial staff
Speaking at the opening of the conference, Provincial Party Secretary Nguyen Long Hai affirmed that after 7 years of implementing Resolution No. 18-NQ/TW, Quang Tri province has achieved a number of important results, initially creating positive changes in innovation, reorganizing the apparatus, improving the effectiveness and efficiency of operations; the functions, tasks, powers, and working relationships of agencies, units, and localities in the political system have been amended and supplemented appropriately.
The arrangement of administrative units at the commune, hamlet and residential area levels is quite synchronous; the apparatus is more streamlined and reasonable, reducing the number of cadres and civil servants at the commune level, thereby reducing state budget expenditures, saving for development investment; better ensuring the direction, operation and management work at the local level.
The arrangement of internal focal points of the Party bloc, the Fatherland Front and socio-political organizations, and the state administrative bloc reduces focal points, streamlines the structure, reduces the number of heads and deputy heads, and improves the effectiveness and efficiency of operations. The rearrangement of public service units has overcome the fragmentation and dispersion.

From 2017 to present, at the provincial level, 15 organizations under agencies and units have been reduced; 28 staffing targets have been reduced; 15 deputy heads of affiliated units have been reduced. At the district level, 18 staffing targets have been reduced; 4 deputy heads of agencies have been reduced.
The Provincial Party Committee has directed the implementation of organizational restructuring within provincial departments, branches and sectors (20/20 departments and sectors). Up to now, compared to 2018, 25 specialized departments under the department have been reduced, accounting for 16.6%; 31 deputy heads of specialized departments under the department have been reduced, accounting for 22.3%; 3 branches have been reduced, accounting for 17.6%; 4 deputy heads of branches have been reduced, accounting for 19.0%; 38 specialized departments under branches have been reduced, accounting for 40.8%; 17 deputy heads of branches have been reduced, accounting for 23.6%.
However, the arrangement of the apparatus organization is still not synchronous and comprehensive; the arrangement of the apparatus organization is not linked with the streamlining of the payroll according to job positions, improving the quality of the staff, civil servants and public employees. The functions and tasks of some agencies and organizations are still duplicated and overlapping, reducing the effectiveness and efficiency of operations. The handling of redundant offices after the arrangement of administrative units is still inadequate.
Following the direction of the Central Committee, the Provincial Party Committee promptly established a Steering Committee, issued working regulations, assigned tasks to members of the Steering Committee, established a working group, implemented a plan to organize a conference to summarize the implementation of Resolution No. 18-NQ/TW and implemented a number of contents on reorganizing the apparatus within the province.
The whole province reduced 2,122 staffing targets.
Reporting at the conference, Head of the Provincial Party Committee's Organization Board Phan Van Phung informed that before implementing Resolution No. 18 (as of June 30, 2017), the whole province had 16 affiliated party committees; the organization of the party bloc, the Fatherland Front and socio-political organizations of the province had 27 agencies, units and localities; 202 affiliated organizations (85 at the provincial level, 117 at the district level); 1,121 staff.
The administrative apparatus consists of 20 specialized agencies under the Provincial People's Committee, 5 agencies of the Provincial People's Council; 1 Office of the National Assembly Delegation; 259 affiliated organizations (146 at provincial level, 113 at district level); 19,320 employees.

As of October 30, 2024, the province still has 14 affiliated party committees; the organization of the party bloc, the Fatherland Front and socio-political organizations of the province has 25 agencies, units and localities; 173 affiliated organizations (57 at provincial level, 116 at district level), with 943 employees.
The administrative apparatus has 20 specialized agencies under the Provincial People's Committee; 5 agencies of the Provincial People's Council; 234 affiliated organizations (121 at provincial level, 113 at district level); 17,198 employees.
Implementing Resolution No. 18-NQ/TW, the whole province reduced 2 subordinate party committees; the Party bloc, the Fatherland Front and socio-political organizations of the province reduced 2 agencies and units; reduced 28 subordinate organizations within; the payroll reduced 178 targets; the government bloc, specialized agencies under the Provincial People's Committee remained the same, the agency of the Provincial People's Council reduced 1; reduced 25 subordinate organizations within; reduced 2,122 payroll targets.
Retaining competent officials and civil servants, preventing "brain drain"
Closing the conference, Provincial Party Secretary Nguyen Long Hai emphasized that the results achieved in implementing Resolution No. 18-NQ/TW of the Party Central Committee and Plan No. 86-KH/TU of the Provincial Party Committee are the crystallization of the efforts and struggles of all levels, sectors and people in the province.

To effectively reorganize the apparatus in the province in the coming time, it is recommended that Party committees and authorities at all levels, departments, branches, the Vietnam Fatherland Front and socio-political organizations continue to raise awareness and responsibility of Party committees, Party organizations, Party cells, Party members, civil servants, public employees and workers in the political system, especially leaders.
Have a plan to widely and specifically propagate the revolution to streamline the organizational apparatus in accordance with the central government's policy. Do a good job of political and ideological work to create a high level of spread, consensus and unity among cadres, party members and the people.
It is necessary to determine the highest political determination in implementing the Politburo's direction on summarizing Resolution 18-NQ/TW and arranging and perfecting the organization of the political system to be streamlined and operate effectively and efficiently. Closely follow the central direction, regulations and instructions of the Government, the Ministry of Home Affairs and relevant ministries and branches to concretize them into the practical situation of agencies, units and localities.
Party committees, party organizations, agencies and units focus on leading and directing the review and development of plans to streamline the organizational structure and staffing in agencies, units and organizations within the scope and fields of leadership and management.

Based on the central government's general policy, the Provincial People's Committee Party Committee directs the Provincial People's Committee to study and propose local policies to submit to competent authorities for consideration in the direction of ensuring maximum benefits for cadres, civil servants, public employees and workers who retire before the age due to organizational restructuring.
At the same time, there must be a policy to retain good cadres and civil servants with capacity and qualities equal to their tasks, to prevent “brain drain”. The requirement to build regimes and policies must ensure fairness, humanity, harmony and rationality among subjects.

The Provincial Party Committee's Organizing Committee shall preside over and coordinate with agencies, units, and localities to promptly develop a plan for the arrangement and assignment of cadres under the management of the Provincial Party Committee's Standing Committee for the Provincial Party Committee's Standing Committee to consider and decide. At the same time, guide the development of documents and regulations on the termination of activities, decide on functions, tasks, organizational structure, and working relationships to submit to competent authorities for decision.
On this occasion, the Provincial Party Committee awarded certificates of merit to 7 collectives and 12 individuals with outstanding achievements in implementing Resolution No. 18-NQ/TW.
