On the afternoon of July 31, Quang Ninh province held a conference to review 10 years of implementing Directive 40-CT/TW (referred to as Directive 40) dated November 22, 2024 of the Central Party Secretariat on strengthening the Party's leadership over social policy credit. Attending the conference were comrades: Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee; Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation; Le Thi Duc Hanh, Deputy General Director of the Vietnam Bank for Social Policies (VBSP).
After 10 years of implementing Directive 40 in the province, social policy credit has come into life, contributing to the effective implementation of the target programs of rapid and sustainable poverty reduction in the area, building new rural areas, developing the local socio-economy, narrowing regional disparities, improving the quality of life of all aspects of the people, and implementing social security policies well. Up to now, 20/25 targets of Resolution 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee on sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with a vision to 2030, have been achieved and exceeded.
By 2023, Quang Ninh province has completed 3 years ahead of schedule the goals of the national target program on sustainable poverty reduction for the 2021-2025 period; 56 communes have completed the criteria/targets for meeting advanced new rural standards, 28 communes have completed the criteria/targets for meeting model new rural standards; 13/13 district-level localities have met the standards/completed the task of building new rural areas; 4/7 districts have basically completed the criteria/targets for meeting advanced new rural standards. The whole province no longer has poor households according to the Central poverty standards and has established a new poverty standard (2023-2025 period) 1.4 times higher than the Central poverty standard in terms of income criteria; completed the elimination of temporary housing and dilapidated housing; 99.9% of rural households have access to clean water; Average income per capita in communes and towns in ethnic minority, mountainous, border and island areas of the province reached nearly 74 million VND/person/year.
In the past 10 years, the capital source for policy credit reached 5,075.5 billion VND, an increase of 3.07 times compared to 2014, especially the local entrusted capital source accounted for 24% of the total source, an increase of 31.9 times compared to the time before Directive 40 was issued. The capital source supported 602,836 production and business establishments, households and workers to borrow capital, of which 51,810 poor households, near-poor households and newly escaped poverty households received loans to develop production; 7,735 poor households, people with revolutionary contributions and low-income people received loans to build new houses; 144,246 customers borrowed capital to create jobs, maintain and expand jobs...
At the conference, delegates shared about the role of Directive 40 in effectively implementing the national target program on sustainable poverty reduction; accompanying people in the process of studying, establishing a career, starting a business, settling down; strengthening the direction of local Party committees and authorities on policy credit...
Comrade Le Thi Duc Hanh, Deputy General Director of the Bank for Social Policies, emphasized that the implementation of Directive 40 has received deep attention from Quang Ninh province, which has implemented it methodically and arranged capital resources promptly and effectively for policy credit programs in the area.
Continuing to effectively implement Directive 40, he suggested that Quang Ninh province consider giving opinions to the Central Secretariat to study and issue a resolution on policy credit, continue to pay attention to allocating resources, and direct the review of subjects to issue appropriate mechanisms and policies. He also suggested that the Fatherland Front at all levels in the province strengthen inspection and supervision of the implementation of policy credit programs to ensure the right subjects, right purposes, and effectiveness. The Board of Directors of the Bank for Social Policies at all levels directs the improvement of the quality of social policy credit and identifies it as an important and regular task during the operation process. Socio-political organizations need to improve coordination to ensure good implementation of the entrusted work. The Bank for Social Policies, Quang Ninh branch, promotes the achieved results, proactively removes difficulties, and advises on the effective implementation of credit programs. The Bank for Social Policies commits to allocate capital to implement policy credit programs to meet the development needs of the province.
Concluding the conference, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, emphasized that after 10 years of implementing Directive 40, with central and local capital sources, policy credit has been widely deployed, meeting a large amount of capital needs of poor households, directly impacting and bringing practical results. At the same time, affirming an important pillar in poverty reduction policies, creating strong changes in ethnic minority, mountainous and island areas, pushing back usury and black credit, creating resources to effectively implement national target programs in the province, receiving the support of the people.
The Vice Chairman of the Provincial People's Committee requested that Party committees, authorities and localities continue to promote propaganda on policy credit in the area and the effective use of capital. The Fatherland Front at all levels should enhance its role in monitoring and criticizing to effectively implement the program. The Provincial People's Committee will promptly advise on additional capital entrusted from national target programs.
For the Board of Directors of the Social Policy Bank at all levels, he suggested continuing to innovate operations to ensure effective implementation of Directive 40 in the province. Along with that, the Social Policy Bank, Quang Ninh branch, needs to promote the achieved results, effectively implement the province's directives, and coordinate to advise on building programs suitable for the local socio-economy.
On this occasion, many individuals and collectives with outstanding achievements in implementing Directive 40 were rewarded.
