Comments on the draft of the book History of the Propaganda Department of Tra Vinh Province and History of Mass Mobilization Work of Tra Vinh Province (1930)

Attending the conference were comrades: Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee; Lam Minh Dang, Deputy Secretary of the Provincial Party Committee and comrades in the Standing Committee of the Provincial Party Committee; comrades Deputy Heads of the Provincial Party Committee's Propaganda and Mass Mobilization Department.

Comrade Tran Quoc Tuan, Member of the Provincial Party Standing Committee , Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, spoke at the conference.

Implementing Plan No. 01-KH/BCĐ, dated September 29, 2023 of the Steering Committee on collecting and compiling the work History of the Propaganda sector of Tra Vinh province (1930 - 2020); implementing Decision No. 2496/QD-UBND, dated December 30, 2022 of the People's Committee of Tra Vinh province on approving the topic History of Mass Mobilization work of Tra Vinh province, period 1930 - 2020. Through the time of collecting and compiling, up to now, the manuscripts of 02 books have been basically completed.

Comrade Kim Ruong, Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee spoke at the conference.

Specifically, the book "History of the Propaganda Department of Tra Vinh Province (1930 - 2020)" has a structure of 06 chapters and an opening chapter, summarizing the land, people of Tra Vinh, and the tradition of fighting against foreign invaders. Chapter I, propaganda work in the struggle for national independence (1930 - 1945); Chapter II, propaganda work serving the victorious resistance war against French colonialism (1945 - 1954); Chapter III, propaganda work during the resistance war against the US to save the country (1954 - 1975); Chapter IV, propaganda work/propaganda with the Party Committee to carry out the task of building and defending the Fatherland, initially implementing the Party's renewal policy (1975 - 1992); Chapter V, propaganda work continued to implement the Party's renewal, industrialization and modernization policy in the early years of re-establishing the province (1992 - 2000); Chapter VI, propaganda work contributes to promoting industrialization and modernization, bringing the province's economy to develop quickly and sustainably (2001 - 2020).

Comrade Nguyen Van Triet, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee spoke at the conference.

The book “History of Mass Mobilization Work in Tra Vinh Province (1930 - 2020)” is also structured with 06 chapters. Chapter I, the political and social context of Tra Vinh Province from the time of French colonial invasion and occupation until before the founding of the Party in 1930; Chapter II, mass mobilization work in Tra Vinh Province from 1930 - 1945; Chapter III, mass mobilization work of the Tra Vinh Provincial Party Committee during the resistance war against French colonialism (1945 - 1954); Chapter IV, mass mobilization work of the Tra Vinh Provincial Party Committee during the resistance war against the US (July 20, 1954 - April 30, 1975); Chapter V, mass mobilization work contributes to overcoming the consequences of war, restoring and developing the socio-economy, protecting the Fatherland and fulfilling international obligations, initially implementing the Party's renewal policy (May 1975 - May 1992); Chapter VI, mass mobilization work of the Tra Vinh Provincial Party Committee in the cause of building and defending the Fatherland (1992 - 2020).

Comrade Nguyen Van Hieu, Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee spoke at the conference.

Commenting on the draft of the two history books mentioned above, comrade Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee and comrade Lam Minh Dang, Deputy Secretary of the Provincial Party Committee, gave valuable comments on the structure and specific comments on some contents.

The book “History of the Propaganda Department of Tra Vinh Province (1930 - 2020)” has a reasonable and tight structure, clearly showing each historical period. However, it is still long (more than 400 pages), it needs to be researched and presented more concisely, but must ensure it is tight and complete. For “History of Mass Mobilization Work in Tra Vinh Province (1930 - 2020)”, it needs to be restructured to be tight, focusing on mass mobilization work in each revolutionary period...

At the conference, there were 14 comments from comrades in the Provincial Party Standing Committee, contributing to the two books' more complete content, ensuring scientific and historical values.

Speaking at the conference, Secretary of the Provincial Party Committee Ngo Chi Cuong promoted his working spirit, carefully prepared with many rich documents to serve the draft of the two historical books mentioned above; specifically pointed out the contents that were still lacking, missing, and needed to be supplemented for completion. In particular, the Secretary of the Provincial Party Committee contributed many very important contents on the military and mass mobilization work of Tra Vinh province during the resistance periods to the draft "History of Mass Mobilization Work of Tra Vinh Province (period 1930 - 2020)".

It is known that, in drafting the two works "History of the Propaganda Department of Tra Vinh Province (1930-2020)" and "History of the Mass Mobilization Work of Tra Vinh Province (period 1930 - 2020)", according to the assessment of the Propaganda and Mass Mobilization Department of the Provincial Party Committee, the authors in charge of compiling and the editor-in-chief are all dedicated and highly responsible, the content of the topics and reports are exploited to the maximum from the necessary sources of documents. Therefore, the quality of the topics and reports basically meets the requirements; creating a foundation and favorable conditions for the editor-in-chief to complete the content of the draft on schedule.

The process of exploiting and collecting documents has always received enthusiastic coordination and support from agencies and units inside and outside the province. The source of collected documents basically meets the requirements. The documents from the period 1992 - 2020 are still quite fully stored at agencies and units, so the authors writing the topics and reports of this period can exploit the necessary sources of documents to the maximum in the compilation process.

However, there are not many written sources from the period 1930 - 1992 left, mainly exploited through narratives, historical witnesses, who are now old and weak, most of the witnesses are far away, so exploiting and collecting information and documents also encounters many difficulties.
