Vice Chairman of Hanoi People's Committee Duong Duc Tuan requested Dong Da District People's Committee to complete 4 detailed planning projects to renovate and rebuild old apartment buildings in Kim Lien, Trung Tu, Khuong Thuong, Hao Nam, Dong Da District in March.

On March 20, the Office of the Hanoi People's Committee issued Notice No. 139/TB-VP on the conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan at the working session on 4 detailed planning projects for the renovation and reconstruction of the old apartment buildings of Kim Lien, Trung Tu, Khuong Thuong, Hao Nam, Dong Da District, Hanoi.

Accordingly, after listening to the report of the Dong Da District People's Committee, the planning consultant and the opinions of the delegates attending the meeting, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan agreed to conclude and direct as follows:

Regarding progress, Dong Da District People's Committee closely coordinates with Hanoi City Departments and branches to simultaneously implement procedures for collecting opinions from the community, reporting to the Hanoi City Urban Planning and Construction Planning Appraisal Council and relevant agencies, completing the above 4 detailed planning projects in March 2025, submitting them to the Department of Planning and Architecture for appraisal in April 2025, and submitting them to Hanoi City People's Committee for consideration and approval in May 2025.

Regarding the method of calculating the necessary housing floor fund to rearrange planning projects: The housing floor area in planning projects is determined on the principle of conformity with the Housing Development Program, Decision No. 34/2024/QD-UBND dated May 27, 2024 of the Hanoi People's Committee;

At the same time, calculate enough housing floor fund for on-site resettlement for households according to the provisions of Decree No. 98/2024/ND-CP dated July 25, 2024 of the Government detailing a number of articles of the Housing Law on renovation and reconstruction of apartment buildings; the difference in area between the two calculation and handling options...

For the 3 detailed planning projects for renovation and reconstruction of the old apartment buildings of Kim Lien, Trung Tu, Khuong Thuong: The old apartment buildings of Kim Lien, Trung Tu, Khuong Thuong are concentrated at the connection points of traffic routes and urban railways; creating an important urban space of Hanoi City.

Dong Da District People's Committee shall preside over and direct consulting units to study the planning structure of the area including the 3 old apartment buildings mentioned above, in conjunction with the planning blocks according to the H1-3 Urban Zoning Plan, to calculate and fully balance the social infrastructure system, technical infrastructure for the whole area; study the urban model and space to ensure unity, synchronization, connectivity, and mutual support. In particular, it is necessary to study the structure of the Chua Boc - Pham Ngoc Thach - Ton That Tung intersection area, connecting all 3 old apartment buildings mentioned above.

For the area around the urban railway station No. 2, research the formation of a complex of works according to the TOD model, applied according to the provisions of the Capital Law, Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City, on the principle of fully calculating the ability to meet the social infrastructure system and technical infrastructure according to the planning structure in the area.

Regarding the old Kim Lien Apartment Complex: Hanoi People's Committee agrees with the research direction to build a space axis parallel to Pham Ngoc Thach Street, rearrange functional areas; maintain the social infrastructure axis in its current state; retain a part of the low-rise housing areas, integrating with the space of renovation and reconstruction of the old apartment complex.

For Trung Tu Old Apartment Complex: Basically agree on the detailed planning plan for Trung Tu Old Apartment Complex as proposed by Dong Da District People's Committee. For Khuong Thuong Old Apartment Complex: Agree on the proposed plan for resettlement of low-rise housing projects on Ton That Tung Street, south of Hanoi Metal Joint Stock Company.

Regarding the old Hao Nam apartment complex, the Hanoi People's Committee basically approved the detailed planning plan according to the proposal and recommendation of the Dong Da District People's Committee. To complete the detailed planning project, it is recommended that the Dong Da District People's Committee direct and coordinate with the consulting unit to expand the scope of research on the planning area structure to Hao Nam street, including Cat Linh railway station (Cat Linh - Ha Dong urban railway line), to synchronously connect works, technical infrastructure systems, identify valuable architectural works, effectively exploit the cultural - historical values, and trade and services in the area.
