Within the framework of the 20th meeting of the Hanoi People's Council, term XVI (taking place from December 9 to December 12), information was provided to clarify a number of issues of concern to delegates and voters, such as urban management, beautification and development, especially investment in the construction of bridges over the Red River; the issue of renovating old apartment buildings... Chairman of the Hanoi People's Committee Tran Sy Thanh said: Urban management, beautification and development have changed positively, major projects have been completed; in which, a typical example is the operation of the elevated urban railway project in 2024.
In particular, Hanoi is focusing resources on investing in the construction of 18 bridges over the Red River. The city has invested in the construction of 8 bridges and the renovation of Long Bien Bridge; it will continue to build 9 new bridges. Currently, the city has approved the investment project to build 3 more bridges (Hong Ha, Me So, Van Phuc), and is focusing on directing to soon decide on the investment policy for 3 bridges including: Tu Lien Bridge, Tran Hung Dao Bridge and Ngoc Hoi Bridge. Regarding the issue of renovating old apartment buildings, Chairman of the Hanoi People's Committee Tran Sy Thanh said that this is the most pressing issue in Hanoi in the past year. Pointing out the difficulties in planning capital, Mr. Tran Sy Thanh also pointed out that up to now, no district has completed the detailed planning of the old apartment renovation areas. In some places such as Ba Dinh District and Dong Da District, people have been mobilized to move out of the old apartment buildings but they have not been built yet because there is no plan. Chairman of the Hanoi People's Committee Tran Sy Thanh added that the city is trying to have all districts with old apartment buildings approved in the first quarter of 2025. In addition, the city has only inspected 50% of old apartment buildings, so it must inspect all of them to focus on propagating to people to relocate before renovation can be carried out. Previously, also at the meeting, delegate Nguyen Lan Huong, Chairman of the Vietnam Fatherland Front Committee of Hanoi, pointed out the current situation of the Project to renovate and rebuild old apartment buildings that has passed many milestones of implementation, but up to this point, there are very few specific products in the area. Delegate Nguyen Lan Huong said that in urban reconstruction and renovation of old apartment buildings, the city needs more fundamental solutions and needs specific products. The implementation does not need to be uniform, but it is necessary to specify specific areas as models for the whole city. Through monitoring the implementation of the Project, the Vietnam Fatherland Front Committee of Hanoi City found that there are still some problems regarding mechanisms and policies that have not been fundamentally and thoroughly resolved. Concerned about the limited results of the implementation of the project to renovate and rebuild old apartment buildings in Hanoi, delegate Nguyen Van Luyen added that through the summary, the shortcomings, limitations and causes have been clearly pointed out but the city has not had specific, fundamental and reasonable solutions to attract businesses and speed up the implementation progress. Previously, on November 12, the Hanoi People's Committee issued Decision No. 5900/QD-UBND abolishing Decision No. 2928/QD-UBND dated July 5, 2021 of the Chairman of the City People's Committee on the authorization to perform a number of tasks and powers of the Chairman of the City People's Committee related to the renovation and reconstruction of apartment buildings. According to statistics, Hanoi has 1,579 old apartment buildings that are more than 50 years old, mainly built in the period 1960-1990 of the last century, concentrated in 4 inner-city districts. After reviewing and classifying, there are 200 level C houses, 137 level B houses and 7 houses in the dangerous level D category.
Accelerating the process of renovating old apartment buildings and building resettlement housing is a task that Hanoi pays special attention to, with the core goal of improving people's lives and creating conditions for people to settle down. A representative of the Hanoi Department of Construction said that after 2 years of implementing the Project to renovate and rebuild old apartment buildings, the Hanoi Department of Construction has approved the task of inspecting 1,022 apartment buildings in the following districts: Ba Dinh, Thanh Xuan, Dong Da, Long Bien, Hoan Kiem, Tay Ho, Cau Giay, Hoang Mai, Dong Anh, Ha Dong, Hai Ba Trung, Bac Tu Liem. Currently, 8 districts have selected inspection units: Long Bien, Hoang Mai, Tay Ho, Dong Anh, Thanh Xuan, Ha Dong, Hoan Kiem, Ba Dinh. According to the Project on renovating and rebuilding old apartment buildings in Hanoi, with 6 implementation phases, phase 1 prioritizes implementation for 10 apartment buildings, including: 4 old apartment buildings with level D dangerous houses in Ba Dinh district (Giang Vo, Thanh Cong, Ngoc Khanh, Ministry of Justice collective) and 6 apartment buildings with high feasibility (Kim Lien, Trung Tu, Khuong Thuong, Thanh Xuan Bac, Thanh Xuan Nam, Nghia Tan). The project and implementation plans approved by the Hanoi People's Committee have identified solutions to remove obstacles and speed up the progress of renovating and rebuilding old apartment buildings; assigning specific tasks to departments, branches, and People's Committees of districts. The city has issued decisions to temporarily grant and allocate funds to a number of districts to conduct inspections and develop detailed plans for the construction and renovation of old apartment buildings.
