This afternoon, March 25, the Ho Chi Minh National Academy of Politics held a national online conference on training and fostering cadres, civil servants, and public employees (CBCCVC) of Party and State agencies and organizations in the political system. This is the first conference on training and fostering of CBCCVC held nationwide. Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Long Hai attended at the Quang Tri province bridge.

Speaking at the conference, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang emphasized that currently, the implementation of Resolution 18 of the 12th Party Central Committee on streamlining the organizational apparatus, streamlining the payroll, restructuring the staff of civil servants at all levels and implementing Decision 214, dated December 28, 2024 of the Politburo on the functions, tasks, and organizational apparatus of the Ho Chi Minh National Academy of Politics, merging the National Academy of Public Administration under the Ministry of Home Affairs into the Ho Chi Minh National Academy of Politics requires amending and supplementing many regulations of the Party, laws of the State and innovating management and operation work so that the training and fostering of civil servants can meet the requirements of the tasks in the new era - the era of national development.

In recent times, the Ho Chi Minh National Academy of Politics has made many innovations in training and fostering to improve the qualifications of civil servants and public employees in connection with job positions, according to non-overlapping training requirements, cutting unnecessary certificates; researching and developing training programs that clearly distinguish training for leaders and managers from training and fostering according to civil servant ranks and professional titles of public employees...

However, the training and fostering work has not clarified the subjects in training and fostering the team of leaders, managers and civil servants and training standards, ensuring consistency nationwide; the division of labor and decentralization between agencies and units is unclear, overlapping, and duplication, and the management mechanism still has many shortcomings...

From that reality, it is necessary to recommend the Politburo to issue unified regulations from the central to grassroots levels on training and fostering a team of civil servants and public employees in a professional and modern direction, meeting development requirements in the new period.

Unify awareness, program framework, program content, decentralization, and delegation of authority in training and fostering civil servants and public employees to avoid excuses, substitution, duplicate training, and heavy theoretical emphasis.

Perfecting institutions, amending and supplementing new Party regulations to suit training requirements so that the implementation at the grassroots level meets the requirements of the tasks assigned by the provincial level to the grassroots level and raises new thinking and policy orientation at higher levels.

Accordingly, the tasks of political schools are very different, the training and development programs must be very practical and modern.

At the conference, the opinions and discussions of the delegates of the committees, ministries, branches and localities recommended that in the new era - the era of national development, there needs to be a revolution to innovate the training and fostering of civil servants and public employees to meet the requirements of realizing the goals and orientations for national development in the new period.

Institutionalize content development, integrate training programs, avoid overlap and duplication, reduce training time and costs for students, ensure consistency between theory and practice, between political training and administrative and management skills.

Review the interconnectivity in training, apply the ordering mechanism to create motivation in innovation in training work of the party school system. Create breakthrough changes in training and fostering to meet the requirements of national digital transformation tasks, shift from administrative management thinking to modern and effective public administration...

Regarding the direction and tasks of training and fostering civil servants in the period of 2025 - 2030, the Ho Chi Minh National Academy of Politics determined to focus on building and perfecting the system of Party regulations and State legal norms on training and fostering civil servants, covering all subjects, contents, programs, and tasks of related subjects to serve as a basis for unified implementation from the central to the grassroots levels.

Continue to rearrange training and fostering facilities for civil servants and public employees from central to local levels; clearly assign and decentralize authority and responsibility.

Responsibilities of training institutions participating in teaching training programs and fostering BCCVC.

Build, revise, supplement, update, and perfect the system of training programs for civil servants and public employees in the direction of interconnection, connection, no duplication, overlapping in content, reducing costs and study time.

Strengthen training to improve teaching capacity for lecturers, especially supplementing knowledge on breakthroughs in science and technology development, digital transformation and new content on state management and national governance.

Promote scientific research and international cooperation to innovate content and programs, improve the quality of training and fostering civil servants, and meet the requirements of national development in the new situation.
