Support businesses to promote production and business

In 2025, Quang Ninh aims to achieve a growth rate of 14% or more, 2% higher than the target assigned by the Prime Minister and the Resolution of the Provincial Party Committee and Provincial People's Council. The province has many solutions, including continuing to direct and strengthen support for businesses in production and business activities.

Along with the potential and advantages of socio-economic development, open mechanisms and policies, and timely support from the province in recent times have actively supported enterprises and cooperatives to improve the efficiency of production and business activities. In particular, the province has promoted administrative reform, enhanced provincial competitiveness, focusing on reducing and simplifying administrative procedures on investment licensing; decentralization and delegation of power along with resource allocation, promoting the initiative of all levels, combined with strengthening inspection, supervision in implementation. The provincial departments and branches have also increased the application of IT, built a digital platform to connect, share data, synchronize and effectively exploit national databases on population and Project 06 of the Government. In addition, promoting the start-up movement, strongly developing private enterprises; protecting the legitimate rights and interests of people and businesses; Strengthening links between collective economic organizations and other economic sectors...

In particular, to create maximum conditions for businesses, the Provincial Public Administration Service Center has effectively exploited the set of indicators to direct, operate and evaluate the quality of service for people and businesses in implementing administrative procedures and public services in real time in the electronic environment; supervise and urge departments, branches and localities to fully and timely announce and publicize administrative procedures; pay attention to receiving feedback and recommendations from organizations, businesses and people.

The province also regularly issues plans and documents directing the removal of difficulties for businesses, such as: Tasks and solutions to remove difficulties for production and business, continue to promote administrative reform, tighten discipline and order; support small and medium enterprises in the period of 2024-2026... The province also pays much attention to coal and thermal power enterprises... Recently, the Provincial People's Committee organized a meeting with the Vietnam National Coal - Mineral Industries Group (TKV) and Dong Bac Corporation to resolve recommendations related to the implementation of investment projects. The province and related departments, branches and localities have reviewed 86 recommendations of TKV and Dong Bac Corporation according to each group of issues. From there, agreed on measures to remove difficulties, especially those related to the management and licensing of coal exploration and exploitation projects; the management of coal transportation activities; land management, environmental protection; expansion of coal warehouses; build landfills and build dormitories for workers...

At the meeting with TKV and Dong Bac Corporation, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, requested TKV and Dong Bac Corporation to urgently review all land areas in use and land areas planned for the unit to proactively coordinate with relevant departments, branches, and People's Committees of relevant localities to complete procedures on land, site clearance, etc. Departments, branches, and heads of localities should proactively work with the Coal industry to review and remove obstacles so that units can operate stably and develop. For obstacles beyond their authority, departments, branches, and localities shall report to the Provincial People's Committee for timely solutions. Every week, the Provincial People's Committee will meet to assess the progress of resolving obstacles and recommendations of the Coal industry in the spirit of "Clear work, clear responsibility, clear progress, clear people".

At the same time, the province issued many documents directing support and accompanying businesses. On February 17, the Provincial People's Committee issued a document directing the removal of difficulties and obstacles, promoting production and business activities for businesses. The province directed relevant departments, branches and units to proactively meet with businesses and cooperatives under their management and authority; promptly resolve or coordinate with relevant units to resolve according to their authority. The Department of Planning and Investment presides over and coordinates to grasp the situation, synthesize the difficulties of businesses, classify them by topic, problem group, and field; and at the same time propose solutions according to functions and tasks... to unlock resources, save costs for businesses and investors, and improve the investment and business environment.

The Provincial People's Committee has also issued a Legal Support Plan for Small and Medium Enterprises. In particular, relevant units provide legal information to enterprises; maintain updates and post legal support information for enterprises on the provincial electronic information portal; provide propaganda outlines, books, legal brochures, etc. to introduce and disseminate legal documents, central and provincial policies and guidelines to enterprises. At the same time, organize legal advice and answers for small and medium enterprises; receive requests for legal support for enterprises; organize dialogues, seminars, "Business Coffee" programs, etc.

In addition, the province also urged units and localities to do a good job of site clearance, coordinate to quickly and effectively resolve administrative procedures; promptly remove difficulties and obstacles so that contractors can speed up the construction progress of projects...
