The Disciplinary Council of Minh Hoa district has issued a disciplinary reprimand to Ms. Dinh Thi Bui Chung, principal of Quy Dat Town Kindergarten No. 1, for many financial violations as well as for grabbing the microphone and pointing at the head of the parents' association.

On November 7, Mr. Nguyen Bac Viet, Chairman of the People's Committee of Minh Hoa District (Quang Binh) confirmed that the district's disciplinary council had just disciplined Ms. Dinh Thi Bui Chung, principal of Quy Dat Town Kindergarten No. 1 - who caused a stir in public opinion for her behavior of grabbing the microphone and pointing at the head of the parents' association during the closing ceremony.

Accordingly, Ms. Chung received disciplinary reprimand for her violations.

In addition to grabbing the microphone and pointing at the school's parents' association president when he spoke about the socialized irregularities in the school year-end ceremony, Ms. Chung was also pointed out by the district inspector for many other violations in the fields of management and finance.

Through the fundraising campaign, the inspection team identified 19 lockers for students that were within the school’s sponsored scope. The school established a sponsorship receiving team. However, when receiving the sponsorship for the 19 lockers, the school took over the sponsorship, not the school’s previously established sponsorship receiving team.

In the handover minutes of these cabinets, there is a discrepancy between the cabinet sponsors, as one side records the executive committee of the parents' association of each class, while another section records the cabinet sponsor as the school's parent association representative board.

In addition, the school's leaders were also found to have committed many financial violations. These included spending more than the prescribed amount; spending on entertainment without having a written record of the meeting beforehand.

This school was also determined by the inspector to collect labor fees from students of 20,000 VND per student per month, exceeding the regulation of 6,000 VND per student.

"In addition, Ms. Chung will be classified as not completing her tasks for the year and will be late in getting a salary increase. With financial violations, this principal will also have to pay back according to the district inspector's conclusion," said Mr. Viet.
