Resolving difficulties for Chu Lai airport

Pursuant to Notice No. 123 dated April 11, 2023 of the Government Office on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the implementation of the tasks of Working Group 1121, the People's Committee of Quang Nam province issued Official Dispatch No. 2221 proposing a number of contents related to the Project on socialization of investment and exploitation of Chu Lai Airport. Currently, Quang Nam province is waiting for the Central Government's policy on socialization of investment and exploitation of the airport to continue completing the project.

On August 23, 2024, representatives of SOVICO Group and VIETJET Aviation Joint Stock Company worked with provincial leaders to propose investment in Chu Lai International Airport. On August 27, 2024, Quang Nam established a Working Group to handle documents, procedures and promote and call for socialized investment and exploitation of Chu Lai Airport.

Mr. Nguyen Sy Hiep - Deputy Head of the Government Office said that the Project on socialization of investment and exploitation of Chu Lai Airport basically has full legal basis, is completing documents and has been included in industry and regional planning.

According to the guidance document of the Law on Bidding approved by the Government not long ago, the selection of strategic investors does not have to be reported to the Prime Minister but is decentralized to ministries and provinces. Notably, if the competent authority finds that the investor meets the set criteria, it will decide to allow the investment.

According to Senior Lieutenant General Pham Hoai Nam - Deputy Minister of National Defense, the Ministry has agreed in principle to transfer 868 hectares of defense land to implement the Project of socializing investment and exploitation of Chu Lai Airport. However, the People's Committee of Quang Nam province must send an official document to the Ministry of National Defense. At the same time, it will coordinate with the Ministry of National Defense and the Ministry of Natural Resources and Environment to carry out related procedures in the conversion of this land area.

At the meeting, leaders of the Ministry of Finance, Ministry of Transport, and Ministry of Natural Resources and Environment were ready to coordinate and support the People's Committee of Quang Nam province in implementing the liquidation of assets on land and adjusting the planning to implement the Chu Lai Airport project.

Minister of Planning and Investment Nguyen Chi Dung said that the project needs to be researched and implemented systematically, with a strategic vision, to exploit the maximum potential and prime location of this airport. Here, not only should an airport be built, runways and terminals opened, but a regional transit center must also be formed. At the same time, a center for repair, production of spare parts, high technology, and logistics development must be formed. Thereby, it aims at an airport economy and an airport city.

Prime Minister Pham Minh Chinh requested the Chairman of the Quang Nam Provincial People's Committee to coordinate with the Ministry of National Defense to completely resolve land-related issues by February 2025. After that, call for suitable investors to invest in Chu Lai International Airport.
Assign Deputy Prime Minister Tran Hong Ha to resolve related difficulties and problems, with the spirit of doing it as soon as possible, completing procedures within the first 6 months of 2025 at the latest. Investors must ensure implementation and completion of the project within 2 years.
“Chu Lai Airport is a unique potential, outstanding opportunity, and competitive advantage of Quang Nam. Therefore, we must focus on key points to successfully implement this project,” the Prime Minister emphasized.

Realizing potential

Deputy Minister of Natural Resources and Environment Le Minh Ngan:

Quang Nam is rich in marine resources, minerals, biodiversity, etc. This is one of the few localities in the country with many gold mines that have been explored and exploited in recent times. To effectively promote these mineral resources, Quang Nam focuses on planning and methodical exploitation in conjunction with supervision by authorities at all levels and functional agencies. This both improves management efficiency and limits illegal gold mining and environmental pollution.

The Ministry of Culture, Sports and Tourism supports and agrees with Quang Nam's breakthrough ideas, especially the formation of a chain of urban areas along rivers and coasts through roads, the Vu Gia - Thu Bon river system, the Co Co river system, and the development of a tourism corridor based on waterways to connect Quang Nam and Da Nang. At the same time, it promotes the terrain factor to develop international-class golf course systems; focuses on developing cultural industries with Hoi An as the center; removes obstacles for international corporations in investing in high-end resorts, hotels, etc.

Quang Nam has many dynamic projects, implemented synchronously in association with provincial, regional and sectoral planning such as electricity, mining, petroleum infrastructure, sub-electricity, logistics associated with supporting industries. The Provincial People's Committee needs to speed up the process of selecting suitable investors. The difficulties and obstacles in basic mechanisms and policies have been resolved by the Government, creating favorable conditions for development.

Regarding trade, Quang Nam needs to focus on supporting businesses to take advantage of commitments in FTA agreements to boost exports; support the development and implementation of concentrated, large-scale, regionally linked trade promotion activities for products and industries with strengths of the region in target markets. At the same time, pay attention to developing logistics centers, developing branded products of the province associated with e-commerce and digital transformation.

Minister of Planning and Investment Nguyen Chi Dung:

Quang Nam has formed two locomotives at both ends of the province according to the economic development structure of the province, which are industry, tourism and services. In the North is Hoiana, in the South is Thaco. Besides, Quang Nam has a clean land fund that has been formed for 20 years, starting from Cua Dai bridge to Tam Ky. The province must maintain this planning "reserve" for large projects, urban complexes, complexes...

With the existing infrastructure and the upcoming Chu Lai airport and Cua Lo channel projects, the future development of Quang Nam will be very impressive. However, Quang Nam needs to closely follow the provincial planning to form 2 dynamic clusters and 3 development corridors to create momentum and leverage for the overall development of the province. At the same time, develop sustainably and harmoniously between the East and West regions to avoid creating too large a gap. If the West region has not developed economically, social security must be ensured.
