On the morning of July 15, the 10th term Ho Chi Minh City People's Council, 2021-2026 term, opened its 17th session. Attending were Politburo member - Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Chairman of the Ho Chi Minh City People's Committee Phan Van Mai; Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai; leaders of the Vietnam Fatherland Front Committee of Ho Chi Minh City; delegates of the City People's Council and leaders of Departments and branches.

Speaking at the opening of the session, Deputy Secretary of the City Party Committee - Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le requested delegates to focus on discussing and considering the approval of resolutions related to the fields of economy, urban, culture, society, and education in the city; a proposal to abolish Resolution 96 dated August 24, 2021 of the City People's Council on allowing the City People's Committee to mobilize capital to invest in the policy support loan program; on adjusting the budget revenue and expenditure targets in the 5-year financial plan for the period 2021-2025; the list of land acquisition projects for socio-economic development for the national and public interest; regulations on revenue and collection levels, revenue and expenditure management mechanisms for services to support educational activities of public educational institutions from the 2024-2025 school year; on the sustainable poverty reduction program for the period 2021-2025; regulations on tuition fees for public kindergartens and general education from the 2024-2025 school year and subsequent school years; on the arrangement of commune-level administrative units for the 2023-2030 period; listening to reports on the project to develop the city's urban railway system and many other important contents...

According to Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le, this session also discussed and approved the report on the program of supervision activities of the City People's Council in 2025; the City People's Council also listened to the report on the results of important contents to resolve voters' recommendations before and after the 13th session of the 10th City People's Council; the results of implementing the 2024 theme "Determination to effectively implement digital transformation and Resolution No. 98 of the National Assembly"; the results of the implementation of the first quarter and 6 months of 2024; the situation of using the surplus allocated from 2% - 4% of the total budget expenditure of 16 districts according to the provisions of Resolution No. 98 of the National Assembly; report on the results of the 2023-2024 school year and preparations for the 2024-2025 school year; report of the Vietnam Fatherland Front Committee of the City on activities participating in government building; Trial work of the City People's Court, prosecution work of the City People's Procuracy in the first 6 months of 2024; listen to reports from the City People's Council Committees on examining the submissions...

“Although the world situation is still complicated and unpredictable, the city's total GRDP in the first 6 months of 2024 still reached 6.46%, the total state budget revenue reached over 54% of the total annual estimate (up 16.02% over the same period); the tourism industry continues to maintain and grow strongly, achieving revenue and number of visitors; key projects and works have made many positive developments, such as: starting the construction of Urban Railway Line No. 2, the Tham Luong - Ben Cat - Rach Nuoc Len canal renovation project, construction of key traffic works during Tet, upgrading and expanding National Highway 50, the Tran Quoc Hoan - Cong Hoa connecting road, the cooperation program with localities continues to be effectively implemented, successfully organizing activities to celebrate major holidays; regarding administrative reform, social security, job creation. Community health care activities continue to receive attention...", Ms. Nguyen Thi Le said.

According to Ms. Nguyen Thi Le, despite achieving many important results, it is forecasted that the city will face many difficulties in the last 6 months of 2024. At the 31st meeting of the City Party Committee Executive Committee held on June 13 and 14, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen concluded that it is necessary to focus, make efforts and complete the main tasks in 2024; promote the implementation of Resolution 98 of the National Assembly as well as focus on leading and directing the organization of public investment to meet the requirements and key tasks, plans for 2024; focus on accelerating the completion of the targets set by the City Party Congress, especially the breakthrough and key programs and 26 targets.

 

Some results of implementing Resolution No. 98/2023/QH15 of the National Assembly

As of May 2024, the Ho Chi Minh City People's Committee has submitted to the City People's Council 21 Resolutions to implement 17/30 contents of Resolution No. 98/2023/QH15. In addition, the City People's Committee has submitted to the City People's Council 10 Resolutions related to mechanisms and policies under Resolution No. 98/2023/QH15. By the end of May 2024, the City People's Council has held 6 meetings, passing 31 resolutions specifying 18/27 mechanisms and policies. The City People's Committee has issued 19 implementation decisions.

Regarding investment management, the City People's Council issued Resolution No. 31/NQ-HDND dated July 12, 2023 adjusting the scale and capital sources to implement the Ho Chi Minh City - Moc Bai Expressway construction project; Resolution No. 28/NQ-HDND dated July 12, 2023 adjusting and supplementing the medium-term investment plan for the 2021-2025 period from local budget capital sources...

According to the City People's Committee, the coordination in implementing Resolution No. 98/2023/QH15 within the city's state agencies and with units under the ministries and central agencies is increasingly close and continues to be improved. The focus on implementing Resolution No. 98/2023/QH15 of the National Assembly has received the attention and direction of the Government, the Prime Minister continues to promote the basic removal of difficulties and limitations. A number of mechanisms and policies have been realized, improving the capacity of State management in the city such as: establishing the first Department of Food Safety in the country; promoting decentralization and authorization to the People's Committees at the district level, especially Thu Duc City, gradually perfecting the model of the first city directly under the city in the country; project on the structure and number of cadres, civil servants, and non-professional workers in wards, communes, and towns according to population size, economic activities, and local characteristics.

Regarding the shortcomings and limitations in implementing Resolution No. 98/2023/QH15, the City People's Committee also acknowledged that some implementation tasks have not been completed on schedule due to being related to many fields, requiring coordination with specialized departments, branches and sectors and consulting with central ministries and sectors, and submitting to the Government for consideration. Specifically, the Government's Decrees are slow to be issued, such as: decentralization of management; investment in the form of BT; the implementation of the City People's Council's Resolutions in departments, branches, districts and towns is still slow.

Some agencies have not promptly assigned focal officers to monitor the general implementation, monitoring, execution and consultation of Resolution No. 98/2023/QH15, so information and coordination work sometimes does not ensure the general requirements and progress.
