Thematic meetings to decide on important issues
On behalf of the Standing Committee of the Hanoi People's Council, reporting on the outstanding results of the activities of the People's Councils at all levels in the first 6 months of 2024, Chief of Office of the National Assembly Delegation and the People's Council Nguyen Ngoc Viet said: In the first 6 months of 2024, the People's Councils at all levels of the city have closely followed the provisions of the law, working regulations, the principle of democratic centralism, promoted the spirit of solidarity and intelligence, continued to innovate, improve the effectiveness and efficiency of operations, ensuring proactiveness, science, flexibility and practicality.
Effectively implementing Project No. 15-DA/TU of the Standing Committee of the City Party Committee, the coordination of activities between People's Councils at all levels and between People's Councils and agencies in the political system has been more regular and closer. People's Councils at all levels of the City have closely followed the Party's guidelines and policies, the State's laws and resolutions of Party committees, concretized them into resolutions, issued mechanisms, policies, and practical and feasible measures; leadership and direction have been seriously, resolutely, comprehensively and effectively implemented, completed according to plan with high quality and efficiency.
The People's Councils at all levels of the City have successfully organized meetings that meet practical requirements, clearly demonstrating the role and responsibility of local State power agencies, contributing to the successful completion of the common tasks of the City. The thematic meetings are all proactive, with appropriate time arrangements and decisions on important issues of the City and localities.
Since the beginning of 2024, the City People's Council has held 3 meetings (including 2 thematic meetings and a regular meeting in mid-2024) to promptly review and decide on important and urgent issues within its authority. 48 resolutions have been issued, including many important resolutions, having a profound impact on the effectiveness and efficiency of government at all levels, policy mechanisms, and measures to ensure the tasks of socio-economic development, public investment, and ensuring social security of the City.
District People's Councils held 71 meetings (including 30 regular meetings and 41 thematic meetings); issued 605 resolutions. Commune and town People's Councils held 550 meetings and issued 1,436 resolutions.
Along with that, the Hanoi People's Council has strengthened the implementation of supervision activities according to Resolution No. 594/NQ-UBTVQH15 of the National Assembly Standing Committee. Supervision and survey activities continue to be innovated with the right focus and key points in important areas, which are of interest to voters, ensuring practicality and effectiveness. In particular, the supervision process and methods have been innovated, the effectiveness of supervision has been enhanced, and the questioning and explanation activities of the Standing Committee of the People's Council and the supervision of the People's Council delegations at all levels have been promoted.
The issuance of resolutions of People's Councils at all levels on questioning and supervision activities has been widely disseminated, creating real effectiveness and efficiency. Concerned with questioning people's issues
At the conference, delegates of the City People's Council and the districts, towns of Tay Ho, Ba Dinh, Hoan Kiem, Bac Tu Liem, Son Tay, Thanh Tri, Phuc Tho... discussed and reached high consensus on the positive results in the activities of the People's Councils at all levels. In particular, it was emphasized that the questioning activities have always been followed, recognized and highly appreciated by voters, and the issues selected for questioning are all pressing issues of people's lives. Through questioning, delegates clarified the limitations, causes, and responsibilities of all levels, sectors, agencies and related units, and at the same time proposed recommendations and solutions to improve the quality, progress and effectiveness of resolving voters' recommendations in the city in the coming time.
The supervision and survey delegations of the People's Council, the Standing Committee, and the Committees of the People's Council at all levels all have the participation and coordination of departments, branches, the Vietnam Fatherland Front Committees at all levels, and related professional units. They are carried out in appropriate forms, creating diversity and promoting the intelligence, experience, and expertise of units and individuals.
Concluding the conference, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that in the context of many difficulties and challenges, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front have effectively directed and operated all fields, and the results of implementing socio-economic development tasks have achieved many outstanding results - especially economic growth rate, education and training, culture, social security... in which the overall results have the contributions of the People's Councils at all levels of Hanoi City.
Regarding the tasks in the coming time, Chairman of the City People's Council Nguyen Ngoc Tuan suggested that the People's Councils of districts, towns and cities continue to spread the activities of elected agencies to communes, wards and towns; take advantage of the increased number of full-time People's Council delegates stipulated in the Capital Law to operate more effectively.
To implement the Capital Law 2024, the People's Council - People's Committee - Vietnam Fatherland Front Committee of the City will review the tasks within its authority to propose to the Central Government to soon issue documents within its authority. On the City side, the City People's Council will organize specialized meetings and issue specific resolutions to implement the Law. Therefore, the Chairman of the City People's Council requested departments and branches to advise on the contents of decentralization and authorization to ensure quality implementation. Districts, towns and cities will implement their work according to their functions and tasks and the Fatherland Front at the same level will have a master plan related to social criticism.
Emphasizing that 2024 is an important year to accelerate the implementation of the City Party Congress resolution, the Chairman of the City People's Council noted that People's Councils at all levels need to promote the role of elected bodies, coordinate with the People's Committees and the Vietnam Fatherland Front Committees at the same level to carry out tasks in a practical direction, and innovate operational efficiency.
Along with implementing and thoroughly grasping the Law on the Capital, continue to review the objectives and targets of the tasks of Project No. 15-DA/TU of the City Party Committee on "Improving the capacity, effectiveness and efficiency of the People's Councils at all levels of Hanoi City in the period of 2021-2026 associated with the pilot implementation of the urban government model and strengthening the rural government in Hanoi City" and Resolution No. 594/NQ-UBTVQH15 of the National Assembly Guiding the supervisory activities of the People's Council, the Standing Committee of the People's Council, the People's Council delegations and People's Council delegates to deploy key tasks, organize thematic meetings, supervision and contact with voters.
