The event of PetroVietnam Gas Corporation (PV GAS) receiving the first LNG ship to Vietnam resonated not only domestically but also in the regional and international community.
The world energy industry in general and Asia-Pacific in particular have followed and highly appreciated the great achievements from the perseverance and creativity that PV GAS always "strives 200%" to be able to complete the difficult process in the best way.
Difficulties faced for the first time
The first LNG train "pumping goods" into PV GAS's LNG 1 MMTPA Thi Vai Warehouse to serve the absolutely safe trial run, completed earlier than planned, is the result of a long preparation process, overcoming many difficulties with the efforts of the Board of Directors and all employees of PV GAS.
The difficulties and hardships in that process are countless: applying for a dredging license to adjust the channel border; upgrading the wharf to 100,000 DWT; applying for an LNG import-export trader license; negotiating and signing the MSPA (framework contract for purchasing LNG by voyage);...
A great achievement that must be mentioned is that PV GAS excellently passed the port assessment (Due Diligence) and was highly appreciated for its LNG infrastructure - a prerequisite for PV GAS to receive approval from suppliers, allowing LNG ships to import, depart, and deliver goods at PV GAS Vung Tau Port Warehouse (KCTV).

Efforts to meet international standards
One thing to keep in mind is that the Due Diligence result is closely related to the commerciality of the LNG shipment. From now on, the import price of LNG shipments will be “softer” because there is no additional premium (risk prevention cost assessed by the commercial team) that can directly affect the domestic energy selling price.
To overcome this entire “harsh” assessment process, PV GAS has developed a roadmap to implement a series of specialized programs, completing preparations to successfully pass all inspections by LNG suppliers around the world.

Preparing conditions for ensuring maritime safety and capacity in the region is the top concern of LNG Suppliers. Only when PV GAS proves that its maritime safety assurance work “fully meets international standards set by OCIMF and international practices” will LNG Suppliers have enough basis to agree to let LNG vessels come to the port to load cargo.

The development of operational, management and safety standards at the port according to MTMSA guidelines is also of concern to Suppliers, not only stopping at having full procedures and plans for operation, response and handling of emergency and abnormal situations in operation, training for operating personnel; but the port must also be equipped with appropriate supporting equipment for ships docking and undocking, and cargo handling.
During the field inspection, experts inspected all PV GAS systems and equipment to ensure that they were designed, constructed, tested and maintained in accordance with LNG industry standards as well as international standards.
With the investment of PV GAS, the equipment at the wharf is recognized to fully meet the world and industry standards and many equipment far exceed the quality in the region; Niigata's loading arm, Trelleborg's equipment to support ships to leave the port and monitor hydrometeorological conditions, Honeywell's electrical equipment, Ebara's LNG pumps, IHI's BOG compressors, Kobelco's regasification equipment,... are all leading names in providing equipment for the LNG industry.
With the huge value of the ship and the LNG cargo, any negligence, even the smallest, during operation can lead to major losses in terms of human life and property. Also, this is the first time entering a seaport in Vietnam, ensuring safety for receiving LNG ships requires great attention and support from the State maritime management agencies in preparing for the LNG ship to arrive at the port to ensure the most effective maritime safety control, meeting the requirements of the Suppliers.

Thanks to careful preparation and continuous efforts throughout the assessment process, Thi Vai LNG Terminal passed the port assessment assessments from the world's leading LNG Suppliers such as Shell, TotalEnergies, Cheniere, QatarEnergy LNG, PetroChina, without any non-conformities.
This shows that PV GAS, with the spirit of "wholeheartedly serving the Fatherland and the people", has made very careful preparations from the port operation safety management system, the maritime safety assurance plan that fully meets international standards related to the LNG industry, contributing to increasing the reputation of KCTV in particular and PV GAS in general in the international energy community, helping PV GAS's work of arranging LNG supply more smoothly.
