On the afternoon of February 27, Minh Khai Ward Police coordinated with the Criminal Police Team of Hai Ba Trung District Police (Hanoi) to continue taking statements from two young men who drove a motorbike and cut in front of a car, then argued and fought with the driver on the elevated Ring Road 2.
At the police station, Tran Van Hiep (38 years old, residing in Hai Ba Trung district, Hanoi) admitted that he was the driver of the motorbike with license plate 29H1-747.96, carrying Trinh Thinh (44 years old, residing in Ba Dinh district, Hanoi) who swerved, swerved, and cut in front of a car on the elevated Ring Road 2 on the afternoon of February 25.
According to Tran Van Hiep's testimony, at noon that same day, he and Thinh drank alcohol and beer together and then participated in traffic.
"When I was driving my motorbike to the Vinh Tuy bridge, someone driving a white car suddenly spat on me, so I drove onto the second ring road to chase the car," Tran Van Hiep recounted.
Hiep admitted that during the pursuit, he continuously swerved and cut in front of cars traveling in the same direction. When he reached the Mai Dong bridge (Minh Khai ward, Hai Ba Trung district), Hiep discovered that TA was driving an I10 car filming and taking pictures of him, so he cursed and asked TA to stop filming.
"At that time, Ms. TA did not turn off the car, so Thinh and I rushed in, cursed, pulled the door open, and punched and kicked Ms. TA's car window," Hiep said.
Next, Hiep and Thinh got in the car and continued to weave and swerve, blocking Ms. TA's car. At this time, a white car with license plate 30K - 840.XX passed by and honked, so Hiep chased after the car and cursed.
"I saw the man in the white car using his phone to film the two of us so I chased after them and told them to turn it off, but they cursed at me so I chased after them and started arguing," Hiep explained.
Subject Trinh Thinh recounted the incident, when Hiep was driving to catch up with the white car with license plate 30K – 840.XX, Thinh reached in and swiped the phone of the man sitting in the passenger seat of the car.
"The man in the car was cursing, so we couldn't control ourselves, rushed in to block the car and punched and kicked them," Trinh Thinh said.
According to Thinh, after the argument and scuffle at the elevated Ring Road 2, the two drove home and did not know that the entire incident they had caused had caused a "storm" in public opinion.
Because of alcohol, I can't control my behavior.
While working with the police, Tran Van Hiep said he realized his mistake and was very remorseful for his illegal behavior.
"All my actions were caused by drinking alcohol and losing self-control. Now, I really regret what I did," Hiep shared.
Trinh Thinh expressed remorse and said that both of them were wrong because they drank and drove, then drove their motorbike onto the elevated Ring Road 2 because it was a prohibited road. While on this road, both of them continuously swerved and cut in front of other cars in an attempt to find the car that spat on them.
"I am aware that my behavior is hooliganism and wrong, but because I drank alcohol, I could no longer control myself. I hope that others learn from our experience and do not make the same mistake," Thinh said.
According to information from the Ministry of Public Security, Hai Ba Trung District Police (Hanoi) has detained Tran Van Hiep and Trinh Thinh to investigate the act of disturbing public order.
Previously, Road Traffic Police Team No. 4 (Traffic Police Department of Hanoi City Police), Minh Khai Ward Police in coordination with the Criminal Police Team of Hai Ba Trung District Police took statements from Hiep and Thinh to consolidate the case file and handle it according to regulations.
