In April, the Ministry of Construction presided over and coordinated with the Ministry of Science and Technology to organize the appraisal and evaluation of the dossier on the technological solution for building new roads and viaducts proposed by Hoa Binh Company Limited to build Ring Road 4.
The Government Office has just announced the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on technological solutions for building roads and overpasses proposed by Hoa Binh Company Limited.
The conclusion announcement stated that, according to the report proposed by Hoa Binh Company Limited, the solution of applying PRC V+ pile-based bridge and HPC high-strength prestressed concrete girder bridge has many new initiatives and improvements such as shortened construction time, lower investment costs compared to highways using soil and sand for roadbed, but still ensuring the life of the project as required.
The Deputy Prime Minister acknowledged the reports and proposed using the Company's solutions. However, according to the opinions of experts, scientists and reports from the Ministry of Construction, this solution is not new and has been implemented in Vietnam and abroad.
This solution has the advantage of being applied in weak, flooded areas... but for urban areas, it does not ensure the overall landscape and aesthetics.
Moreover, the investment rate calculated by the Company is only preliminary, without specific construction measures, the cost of construction site and auxiliary works is provisional, not considering the cost of building access roads to serve the construction...
Therefore, the research and application of new technical solutions must be based on scientific basis, assessed by specialized agencies in accordance with promulgated regulations and standards; when put into use, it must be absolutely safe, ensuring the quality and longevity of the project.
In particular, new technical solutions and technologies that the company mentions need to be assessed and verified by competent State agencies through scientific standards and criteria.
Therefore, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to guide Hoa Binh Company Limited to provide a complete set of documents (to be completed in March 2025) with information about the solutions proposed by the company.
In which, Hoa Binh Company Limited must develop standards (on design, survey, construction organization), regulations, norms, unit prices, design solutions with technical instructions to compare with standards, regulations, norms, unit prices according to current regulations; demonstrate the technological process (materials, design, construction organization) to ensure the safety, sustainability of the project and the economic efficiency of the solution (on the basis of fully calculating related costs).
The Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with the Ministry of Science and Technology to organize the appraisal and assessment (to be completed in April 2025) of the dossier on the above solution provided by Hoa Binh Company Limited.
If the requirements of the law on construction and the law on science and technology are met, it is necessary to officially announce the application of this solution, clearly defining the criteria and scope of application of the solution.
Based on the legal and technical issues that have been confirmed and proven to be economically effective, the Hanoi People's Committee has directed the study of the proposal of Hoa Binh Company Limited on applying the above solution to coordinate with the selected investor to implement 2 km of component project 3 of the Ring Road 4 project in the Hanoi Capital region.
On June 25, 2023, the investment project to build the Ring Road 4 - Hanoi Capital Region was started. The route is 112.8 km long, passing through 3 provinces and cities: Hanoi, Bac Ninh, Hung Yen with a total investment of 86,000 billion VND.
The Ring Road 4 - Capital Region is designed with a speed of 100km/h. In the first phase, the project will have 4 lanes, a road width of 17.0m, and a bridge width of 17.5m. The bridges over the Red River and Duong River will have a bridge width of 24.5m to accommodate 2 more lanes for motorbikes and non-motorized vehicles to cross the bridge, creating favorable conditions for people to travel. On the route, 8 complete interchanges will be invested in.
