Proposing 12 localities to soon hand over land to build highway rest stops

Minister of Construction Tran Hong Minh signed an official dispatch requesting 12 localities to promptly hand over land to build rest stops on the Eastern North-South Expressway.


The Ministry of Construction has just sent a telegram to the People's Committees of 12 provinces including Nghe An, Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Hau Giang, Kien Giang requesting to speed up the completion of site clearance and implementation of investment projects for rest stop construction on the Eastern North-South Expressway.

The dispatch signed by Minister Tran Hong Minh stated that, implementing the Government's direction on accelerating research, implementing investment, upgrading expressways in operation and being invested in a phased scale, including the task of building rest stops to ensure synchronous operation on the Eastern North-South Expressway, the Ministry of Transport (now the Ministry of Construction) has issued many documents and dispatches requesting localities to direct agencies and units to focus on resolving difficulties, speeding up site clearance work, ensuring the progress of rest stop projects.

However, the progress of the rest stop projects has not met the requirements, mainly because the site clearance work has not met the contract schedule, affecting the completion progress as required by the Prime Minister.

On the other hand, according to the law, the completion of the construction of public service works at rest stops is one of the conditions for implementing toll collection on highways invested by the State. The delay in completing the investment in the construction of rest stops will affect the plan for collecting tolls to the State budget.

In order to soon complete the rest stop system on the North-South expressway in the East, the Ministry of Construction requested the Chairmen of the People's Committees of Nghe An, Dong Nai and Binh Thuan provinces to direct relevant agencies and units to speed up procedures and complete the handover of the remaining land in March 2025 for the two rest stops of the component projects of the Nghi Son - Dien Chau section and the Phan Thiet - Dau Giay section.

The Chairmen of the People's Committees of Khanh Hoa, Ninh Thuan, and Binh Thuan provinces directed relevant agencies and units to urgently complete the handover of the entire site in April 2025 for 3 rest stops of the component projects of the Nha Trang - Cam Lam, Cam Lam - Vinh Hao, and Vinh Hao - Phan Thiet sections.

The Chairmen of the People's Committees of Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Khanh Hoa, Hau Giang, and Kien Giang provinces support and direct agencies and units to speed up the procedures for handing over the site in April 2025 for 11 rest stops that are completing procedures for selecting investors so that construction can begin immediately after signing the contract.

For the Project Management Boards: 2, 6, 7, 85, Thang Long, Ho Chi Minh Road, My Thuan, the Ministry of Construction requires the directors of these Project Management Boards to seriously implement the synchronous completion of ITS items, vehicle load control, rest stops, and toll collection systems as mandatory requirements when putting the highway into operation.

At the same time, regularly monitor the scene, coordinate with localities to remove obstacles, ensure site clearance work according to the above schedule. Coordinate and urge investors and enterprises to speed up investment procedures, implement construction, ensure the progress of completing rest stops according to the provisions of the contract and the requirements of competent authorities, in which note to complete public service works before December 30, 2025.

"Directors of Project Management Boards shall inspect, review, and report to competent authorities to strictly punish investors and enterprises that delay in implementing projects according to contract provisions and legal regulations, and shall be directly responsible to the Minister if there is a delay in progress," the Ministry of Construction directed.

The Vietnam Road Administration said that the North-South Expressway in the East is expected to have 36 rest stops, of which 24 are managed by the Ministry of Transport.

For the 21 stations already in the investment project, the Vietnam Expressway Administration (now the Vietnam Road Administration) has signed contracts for 8 stations; has selected investors, and is preparing to sign contracts for 7 stations; is selecting investors for 5 stations (expected to be completed on March 15, 2025); 1 station is adjusting its bidding documents to invite new bids (due to no investors), and is expected to organize a new bidding in April 2025, striving to sign a contract in June 2025 for implementation.

For the remaining 3 stations, 1 rest stop was previously planned to be invested in the PPP project to build a road tunnel through Deo Ca; after the Government issued Decree No. 165/2024, the parties need to re-determine the investment form. Currently, Project Management Board 85 is reviewing and proposing an investment plan.

Regarding site clearance work: Currently, 3/8 stations have handed over the site (Mai Son - QL45, Dien Chau - Bai Vot, Vinh Hao - Phan Thiet) and are under construction; 2/8 stations have only partially handed over the site (Nghi Son - Dien Chau, Phan Thiet - Dau
Seconds; 3/8 remaining stations have not been handed over (Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet.
