From 2:00 p.m. on September 14, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hai Duong province issued a warning No. 3 on a number of rivers in the downstream areas of the province, including: level IV dyke, right Thai Binh, Tu Ky district; dyke in Ha Dong area, Thanh Ha district; left Kinh Mon, Kinh Mon town.
Authorities proceeded to clear two fish rafts on the river.
According to information from the Hai Duong Province Hydrometeorological Station, the actual water level measured at 1:00 p.m. on September 14, on Kinh Mon River at An Phu was 3.13m (0.23m above alert level III), on Gua River at Ba Nha was 2.81m (0.11m above alert level III), on Rang River at Quang Dat was 2.9m (equal to alert level III).
The Hai Duong Provincial Steering Committee for Disaster Prevention, Control and Search and Rescue requests the Steering Committee for Disaster Prevention, Control and Search and Rescue of districts, towns, levels and sectors to deploy forces, strictly patrol and guard dykes and be on duty against floods according to the alarm level, promptly detect and handle any damage to dykes, embankments and culverts from the first hour, based on the actual situation.
Continue to deploy forces, strictly carry out patrol and guard work on the dike routes to ensure that each location has someone to check and take responsibility; closely monitor the progress of the dike; prepare materials, means and human resources according to the "four on-site" motto to handle and respond to all situations, ensuring the safety of the dike project.
To ensure safety, the unit requires the organization to prohibit all vehicles from traveling on the dike during flood warning time, except for vehicles permitted to travel on the dike, and strictly manage vehicles traveling on the dike according to regulations. Prohibit the operation of ferries; clear the dike roof and surface to ensure the effectiveness of dike patrol and guard work, and detect incidents, leaks, and damage.
The Provincial Military Command and the Provincial Police are ready with forces and means for rescue to promptly respond when required; organize 24/7 duty, closely monitor flood developments; strictly comply with reporting regime as prescribed.
The Chairman of the District People's Committee, heads of relevant departments, branches, agencies and units shall be responsible to the Chairman of the Provincial People's Committee if they are subjective, negligent in leadership, direction, slow in implementing flood response leading to construction incidents, failure to promptly detect serious incidents, causing great damage to people and property.
