According to updated data from the Information Technology Center, Office of the People's Committee of Hai Duong province, as of January 31 - the end of the public investment disbursement year 2024, Hai Duong province disbursed VND 8,640.7 billion, an increase of more than VND 2,000 billion compared to 2023, reaching 96% of the plan assigned by the province and exceeding 24.7% of the plan assigned by the Prime Minister.
Thus, Hai Duong has exceeded the provincial capital disbursement plan by 1%. 12/13 units and localities (including the Provincial Construction Investment Project Management Board) have a public investment disbursement rate of 92% or more. Of which, 3 districts including Kim Thanh, Tu Ky and Binh Giang have a public investment disbursement rate of 100%. Thanh Ha district has the lowest public investment disbursement rate of 88.6%, followed by Cam Giang district with 92.6%, the remaining units and localities all have 97% or more.

Previously, the Ministry of Finance also said that the country's public investment disbursement in 2024 reached 93.06% of the plan assigned by the Prime Minister. Of which, Hai Duong is one of the ministries, central agencies and localities with a high disbursement rate.
The progress of disbursement of investment capital has achieved high results thanks to the efforts, determination and close direction of the provincial leaders. Party committees, authorities at all levels and units have made great efforts to accelerate the progress of site clearance, approve compensation plans; urgently complete payment procedures and accept construction works. Some works and projects with large total investment are in the completion stage so the value is large. Some projects implementing the disbursement of compensation capital for site clearance with large value have been completed.
In 2025, for the first time, the People's Committee of Hai Duong province will develop a detailed scenario for the implementation progress and disbursement of public investment capital for each project on a monthly and quarterly basis. This demonstrates a breakthrough in directing project implementation and disbursing public investment capital.
Mr. Le Anh Dung, Director of the Department of Planning and Investment of Hai Duong, said that in order to synchronously deploy tasks and solutions in managing and implementing projects and promoting the disbursement of public investment capital in 2025, from the beginning of the year, avoiding the situation of a leisurely beginning of the year and a difficult end of the year, the People's Committee of Hai Duong province issued Plan No. 165/KH-UBND dated January 10, 2025. Accordingly, the total public investment capital in 2025 of the whole province is 10,452.6 billion VND, striving to disburse 10,421.7 billion VND for the whole year, reaching 99.7% of the assigned plan.
According to the project implementation progress scenario and the disbursement progress of public investment capital in 2025 of Hai Duong province, in the first quarter of 2025, 12 projects, construction works, and repair works of facilities and transport infrastructure using provincial budget capital will be started. The total investment capital of the works and projects is nearly 5,000 billion VND.
Among the 12 projects and works mentioned above, the following are noteworthy: Application of information technology in the activities of Hai Duong Provincial Party agencies in the period of 2024 - 2025; Construction of the intersection of National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway; Construction of the Hai Duong Provincial Social Protection Center (new headquarters); Construction of the Hai Duong Vocational Education and Employment Service Center; Construction of the Intermediate School of Culture - Arts and Tourism; Construction of Provincial Road 394B (the section connecting from Provincial Road 395 to the North - South axis road, Thanh Mien district); Construction of the extended Provincial Road 396 (the section connecting from Provincial Road 391 to Provincial Road 390)...

Along with the above 12 projects, the construction of Ta Quang Buu apartment building (Hai Duong city) with a total investment of nearly 330 billion VND will also start in the first quarter of 2025. This is the only social housing project using provincial budget capital in the medium-term public investment plan for the period 2021-2025.
As of January 18, two projects have started construction: Ta Quang Buu apartment building and the intersection of National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway.
Also according to the 2025 public investment disbursement plan scenario, Hai Duong province expects the public investment disbursement rate in January to reach about 3%; in February it will reach 8% and in March it will reach 19%.
