Ha Tinh temporarily suspends some public investment projects pending apparatus reorganization

On March 21, information from the People's Committee of Ha Tinh province said that this locality has just issued an Official Dispatch conveying the request of the Chairman of the Provincial People's Committee to temporarily suspend the implementation of a number of public investment programs and projects and the task of using regular expenditures from the State budget during the process of restructuring the apparatus of the political system.

Accordingly, implementing the Conclusions of the Politburo and Secretariat No. 126-KL/TW dated February 14, 2025 on a number of contents and tasks to continue to arrange and streamline the organization of the political system in 2025, Chairman of the People's Committee of Ha Tinh province Vo Trong Hai requested that agencies, units and localities subject to arrangement temporarily suspend the implementation of projects and works to build headquarters and public service facilities (except for provincial and district medical facilities and high schools), including: new construction, renovation, upgrading, expansion, repair and maintenance; Investment projects in information technology application, information technology application activities, purchasing, leasing new assets and equipment (except medical equipment at provincial and district levels, high schools) using State budget capital of Ha Tinh province at agencies, units and localities subject to arrangement according to the conclusions of the Politburo and the Secretariat until there is a plan or a new directive from the competent authority.

In case of real necessity, units and localities shall report to competent agencies and persons for consideration and decision on implementation plans. Particularly for provincial-level agencies, vocational training facilities, health stations and kindergartens, primary schools and secondary schools: the Department of Finance shall preside over and coordinate with relevant agencies and units and People's Committees of districts, cities and towns to review, classify, assess the necessity, advise the Provincial People's Committee to promptly direct handling to ensure compliance with regulations, savings, efficiency, and to avoid waste and problems.

Strengthen the management of State budget advances; speed up the progress of refunds according to regulations, ensure timeliness and efficiency, and prevent overdue advances from arising, causing loss, waste, negativity and possible problems when implementing organizational restructuring. Relevant units must take full responsibility before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee and inspection and examination agencies if waste, loss or problems occur.

The Chairman of the Provincial People's Committee assigned the Department of Finance to preside over, guide and urge units and localities to promptly complete the dossiers and procedures for finalizing completed projects, organize appraisals and submit them to competent authorities for consideration and approval according to regulations; urgently advise on a plan to completely handle projects that still have shortcomings in dossiers and procedures and are not eligible for decision.

For the People's Committees of districts, cities and towns, the Chairman of the People's Committee of Ha Tinh province also requested to temporarily suspend all works and projects using the State budget source decided by the district and commune levels for investment that have not yet started construction or have not yet signed contracts until there is a plan or a new directive from the competent authority. In case of real necessity, localities shall report to the competent authority or person for consideration and decision on the implementation plan.

Urge to speed up the progress of unfinished projects and disburse and pay for completed volume. Focus on completing procedural documents to approve the settlement of completed projects in a timely manner, in accordance with regulations; ensure that all completed projects must be settled before rearranging the organizational structure according to the decision of the competent authority.

General review, classification, and reporting on the implementation status of projects in the area from all capital sources to clearly identify the number of outstanding and unfinished projects, the number of completed projects that have not been settled, and outstanding debts.

Agencies, units and localities shall review and assess the urgency of the programs and projects and the impact of the suspension of the above programs and projects on the province's public investment disbursement plan for 2025, especially the contents of the direction according to Official Dispatch No. 05/CD-UBND of the Provincial People's Committee Chairman, and promptly propose solutions to remove them.

The Chairman of the People's Committee of Ha Tinh province also requested units and localities to seriously implement. In case of difficulties and problems beyond their authority, agencies, units and localities must promptly send reports and proposals to the Department of Finance for synthesis and consultation with the Provincial People's Committee on handling plans according to regulations.

At the same time, the Department of Finance is assigned to preside over and coordinate with relevant units to monitor, urge, guide, inspect and supervise units and localities in implementing and promptly reporting and advising the Provincial People's Committee to ensure on-time and in accordance with regulations.
