Economic and Financial Committee works in Binh Phuoc province

According to the report of the People's Committee of Binh Phuoc province, based on the land allocation plan in the provincial planning, the People's Committee of the province issued Official Dispatch No. 220/UBND-KT dated January 17, 2024 on approving the policy of adjusting the land use planning to 2030 at the district level to the People's Committees of districts, towns and cities. Up to now, districts, towns and cities are completing the dossier to adjust the land use planning to 2030 at the district level.

The results of implementing the land use planning indicators according to the land allocation and zoning plan in the provincial planning are as follows: agricultural land implemented 616,307ha/595,170ha allocated; rice land 6,744ha/5,493ha; perennial land 428,892ha/429,987ha; production forest land with natural forest 13,468ha/10,682ha; non-agricultural land 73,753ha/92,113ha; unused land 73ha/73ha.

Binh Phuoc Province proposed to adjust the demand for agricultural land use by 2030 to reduce 132,566 hectares compared to Decision No. 326/QD-TTg due to the conversion to other types of land in the non-agricultural land group. Specifically, the remaining 380 hectares of rice land will be converted to other non-agricultural land; 132,186 hectares of perennial land will be converted to other non-agricultural land.

Regarding the existing problems and difficulties, the People's Committee of Binh Phuoc province said that the allocation of land use indicators according to the national land use planning has not met the land use needs until 2030 to promote socio-economic development in the province.

Regarding the implementation of the Land Law 2024, when the Land Law was passed by the National Assembly and implementing the direction of the Prime Minister, the People's Committee of Binh Phuoc province issued Official Dispatch No. 276/UBND-NC dated January 18, 2024 and Official Dispatch No. 1182/UBND-NC dated April 1, 2024 to organize the implementation of the contents of the Land Law, the Law on Housing and Real Estate Business.

In addition, the People's Committee of Binh Phuoc province continues to issue many documents directing departments, branches, People's Committees of districts, towns and cities to advise and organize the implementation of the law enforcement plan in the province; issued Decision No. 1104/QD-UBND dated July 15, 2024 to implement the Land Law 2024 in Binh Phuoc province.

Regarding the results of issuing detailed regulations assigned in the Land Law and decrees detailing the implementation of the Law under the authority of the locality, Binh Phuoc province has advised on the completion of 20/20 contents prescribed in the Land Law; 28/39 contents prescribed in the Decrees guiding the implementation of the Law; 11 contents have not been issued yet.

At the meeting, delegates exchanged, discussed and raised a number of questions with the province on a number of issues related to agricultural land adjustment; education - healthcare land; national defense - security land... At the same time, they requested Binh Phuoc province to clarify the reasons for low land use targets such as: traffic land, energy project land, land for building sports facilities... and solutions to complete the allocated land use targets by 2025.

Concluding the meeting, Vice Chairwoman of the Economic and Financial Committee Doan Thi Thanh Mai highly appreciated the initiative of Binh Phuoc province in completing the promulgation of legal documents implementing the Land Law. At the same time, she affirmed that Binh Phuoc province has paid attention to adjusting land use planning in accordance with the progress of the stage, the implementation of land use planning and plans of the province has achieved many positive results.

According to the report of Binh Phuoc province, some land use indicators are still low such as traffic land, energy construction land, land for construction of sports facilities..., besides, some indicators are proposed to be adjusted to increase quite high such as industrial park land, traffic construction land, land used for mineral activities, urban residential land, urban area land. However, according to Vice Chairwoman of the Economic and Financial Committee Doan Thi Thanh Mai, the reason for adjustment is not convincing.

In the coming time, Vice Chairwoman of the Economic and Financial Committee Doan Thi Thanh Mai proposed that the People's Council and People's Committee of Binh Phuoc province continue to study and review the land use planning indicators for the period 2021 - 2025, and find solutions to complete the goals for the period 2021 - 2025. At the same time, complete the report, closely follow the outline and send it to the working group to serve as a basis for the process of examining the adjustment of the national land use planning for the period 2026 - 2030.

Based on the allocated targets for the period 2021 - 2030, along with the socio-economic development in the locality, it is necessary to carefully study, review and balance the land use targets of the sectors and fields to propose adjustments to the land use planning for the period 2026 - 2030 in accordance with the land use needs of the locality; at the same time, there are specific recommendations for the Government and the Ministry of Agriculture and Environment in the process of proposing adjustments to the local land use planning for the period 2021 - 2030, with a vision to 2050.

Prepare carefully, pay more attention and direct more closely the establishment, review, appraisal and approval of land-related plans, especially in the coming period when there will be major changes in the local government apparatus. Continue to implement the 2024 Land Law, review documents under the authority of localities to complete, propose amendments and supplements to contents under the authority of the National Assembly, the Government, and relevant ministries and branches.
