Investment budget for science and technology is still limited.
On the afternoon of June 28, a delegation from the Ministry of Science and Technology led by Deputy Minister Tran Hong Thai had a working session with the People's Committee of Ha Tinh province on science, technology and innovation activities.
At the meeting, Director of the Department of Science and Technology Bui Quang Hoan said that the State management of science and technology and innovation has been comprehensively implemented in all fields and has many innovations. The field of intellectual property has many outstanding results. Up to now, the whole province has nearly 3,000 industrial property objects supported for registration for protection, an increase of more than 8 times compared to 2015. 16 products have been registered for community brand protection, 6 products are being supported for intellectual property development.

Innovative start-up activities are invested in, searched for and incubated, and start-up projects with development potential are supported. State management activities on standards, measurement, and quality are enhanced.

However, Mr. Hai also frankly pointed out that the province's science and technology capacity is generally weak; research and application are not closely linked, and there are no cutting-edge science and technology products. The application and transfer of science and technology into production have not met requirements. Many science and technology topics and projects lack practical application.

In addition, the State budget for investment in science and technology is still limited. The reason is that the ability to balance the budget is still difficult. According to regulations, it is required to ensure that spending on science and technology is 2% or more of the total annual budget expenditure. However, currently, spending on science and technology in Ha Tinh only reaches 0.5-0.6% compared to the total provincial budget expenditure.
Therefore, Chairman Vo Trong Hai proposed that the Ministry of Science and Technology continue to support, accompany, and help Ha Tinh consolidate scientific arguments to propose to the Government and the Politburo to terminate the Thach Khe iron ore mining project.
Connecting Ha Tinh with diplomatic agencies and international organizations to call for and sponsor science and technology programs and projects, climate change, natural disaster prevention, etc. Prioritizing Ha Tinh with some science and technology tasks on sustainable development of marine economy, development of intellectual property of the province's unique and available products; logistics services, supporting technology, high-tech agriculture.
Increase investment potential for science and technology
Concluding the meeting, Deputy Minister of Science and Technology Tran Hong Thai acknowledged and highly appreciated the results of Ha Tinh's science and technology achieved in recent times.
However, according to Deputy Minister Tran Hong Thai, the province still has difficulties and obstacles that prevent the province's science and technology activities from developing commensurate with its advantages and potential.
The Deputy Minister requested provincial leaders and leaders of departments and branches to continue to pay more attention, lead and direct closely science and technology and innovation activities in the province, in order to effectively serve the goals and tasks of local socio-economic development, and maximize the potential and advantages of the province.

Along with continuing to promote general contents on perfecting mechanisms and policies on science, technology and innovation, in the coming time, the province needs to step up the implementation of science and technology programs and tasks that directly serve the goals and tasks of socio-economic development, effectively promoting the potential and advantages of the province.
Specifically, Ha Tinh needs to focus on three issues. Firstly, promoting research and application of advanced science and technology achievements, new technology, and high technology in developing the marine economy towards a blue marine economy and circular economy, in line with the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a vision to 2045.
Second, promote applied research and transfer of scientific and technological advances in environmental protection and biodiversity conservation; exploit and use natural resources effectively and sustainably; improve the ability to respond to natural disasters and effectively adapt to climate change.

To effectively implement the above contents, the Deputy Minister suggested that the province should continue to increase investment in potential for science and technology. Accordingly, increase the local budget for science and technology. Increase the attraction of non-budgetary resources for science and technology and innovation activities. Actively mobilize and connect the participation of businesses - research organizations, scientists, domestic and foreign cooperation to solve science and technology issues to serve socio-economic development.
Deploy review and assessment of the current status of technology application, transfer and innovation of organizations and enterprises in the area. Have solutions to strongly promote applied research, technology transfer and innovation activities in organizations and enterprises in the area to solve practical problems of socio-economic development.
