Kinhtedothi - According to Deputy Director of the Hanoi Department of Justice Pham Thi Thanh Huong, in order for the Capital Law 2024 to soon come into effect, the city's press agencies are requested to continue to promote the dissemination and dissemination of the Law's provisions in a complete and timely manner.
On the afternoon of October 25, at Le Hong Phong Cadre Training School, Deputy Director of Hanoi Department of Justice Pham Thi Thanh Huong presented the topic "Plan to propagate, disseminate and educate the law on the Capital Law 2024".
The program content is within the framework of the Professional Training Course on Propaganda of the Capital Law 2024 for more than 300 cadres, reporters, and editors of the press and publishing sector of Hanoi City, organized by the Propaganda Department of the City Party Committee in coordination with the Organization Department of the City Party Committee.
The law provides many important contents.
The Capital Law 2024 was passed by the 15th National Assembly, 7th Session on June 28, 2024. The Law takes effect from January 1, 2025 (of which 5 contents take effect from July 1, 2025).
The 2024 Capital Law consists of 7 chapters and 54 articles (an increase of 3 chapters and 27 articles compared to the 2012 Capital Law), closely following the 5 guiding viewpoints in drafting the draft and 9 policy groups decided by the National Assembly with many new contents, aiming at strong decentralization and delegation in all fields along with many specific and outstanding policy solutions, suitable to the practical situation and development orientation of the country and the capital Hanoi in the new period.
The law stipulates many important contents, ensuring the organization of the capital's government in the direction of streamlining, professionalism, modernity, and effective and efficient operation. Hanoi elected 125 delegates to the City People's Council, of which at least 25% of the total number of delegates are full-time (an increase of 30 delegates compared to the present). The full-time Standing Committee of the City People's Council has no more than 11 members, including the Chairman, no more than 3 Vice Chairmen (an increase of 1 Vice Chairman and 4 members of the Standing Committee of the City People's Council).
For the Hanoi People's Committee, the 2024 Capital Law decentralizes the city government to decide on the establishment of new public service units under its management; the People's Committee, the Chairman of the People's Committee, specialized agencies, and other administrative organizations under the People's Committees at all levels are decentralized or authorized to perform the tasks and powers prescribed by law.
Along with regulations on decentralization and delegation of authority between levels of government of the city, the Law has added regulations on decentralization and delegation of authority of the Government, Prime Minister, ministries and branches to agencies of the city to concretize the policy of promoting decentralization and delegation of authority...
To bring the Capital Law 2024 into life soon
According to Deputy Director of the Department of Justice Pham Thi Thanh Huong, currently, the Government, People's Council and People's Committee of Hanoi have a detailed plan for the implementation of the Capital Law 2024. Agencies and units are making every effort to prepare detailed regulations to ensure timely promulgation as a basis for the implementation of the Law.
“In order for the Capital Law 2024 to soon come into effect, we request that the city's press agencies continue to promote the dissemination and dissemination of the provisions of the Capital Law 2024 to agencies, organizations, units, businesses and people in the capital. So that each cadre, party member, civil servant and public employee of the city as well as the people clearly understand and grasp the provisions of this Law in the overall legal system; at the same time, raise awareness and responsibility in implementing and enforcing the Law to ensure synchronization, timeliness and effectiveness in accordance with the plan and directives of the Central and the city" - Deputy Director of the Department of Justice Pham Thi Thanh Huong emphasized.
Earlier, on the same morning, Ms. Thai Thi Hai Yen - Head of the Department of Administrative Procedure Impact Assessment and Synthesis (Department of General Issues on Lawmaking, Ministry of Justice) thoroughly grasped the topic "Propaganda of some basic contents of the Capital Law 2024" for more than 300 cadres, reporters, and editors in the press and publishing sector of Hanoi City.
According to Deputy Head of the Organizing Committee of the City Party Committee Nguyen Minh Long, the team of reporters and editors plays an important role in propagating the Party's guidelines and policies, the State's policies and laws to the people through press works and publications. Therefore, organizing a training course to improve professional skills for the press and publishing sector of Hanoi is very important, aiming to improve knowledge and skills in propagating the Law on the Capital for the team of cadres, reporters and editors.
