Kinhtedothi - On the morning of October 25, at Le Hong Phong Cadre Training School (Hanoi), the City Party Committee's Propaganda Department coordinated with the City Party Committee's Organization Department to organize a training course on propaganda work for the Capital Law 2024.
The training course was attended by more than 300 officials, reporters and editors from the Hanoi press and publishing sector.
In his opening speech, Deputy Head of the Organizing Committee of the City Party Committee Nguyen Minh Long emphasized that the team of reporters and editors plays an important role in propagating the Party's guidelines and policies, the State's policies and laws to the people through press works and publications. Therefore, organizing a training course to improve professional skills for the press and publishing sector of Hanoi is very important, aiming to improve knowledge and skills in propagating the Law on the Capital for the team of cadres, reporters and editors.

In the morning, Ms. Thai Thi Hai Yen - Head of the Department of Administrative Procedure Impact Assessment and Synthesis (Department of General Issues on Lawmaking, Ministry of Justice) thoroughly grasped topic 1 "Propaganda of some basic contents of the Capital Law 2024".
The 2024 Capital Law consists of 7 chapters and 54 articles (an increase of 3 chapters and 27 articles compared to the 2012 Capital Law), closely following the 5 guiding viewpoints in drafting the draft and 9 policy groups decided by the National Assembly with many new contents, aiming at strong decentralization and delegation in all fields along with many specific and outstanding policy solutions, suitable to the practical situation and development orientation of the country and the capital Hanoi in the new period.
The law has revised many important regulations, ensuring the organization of the capital's government in a streamlined, professional, modern, effective and efficient manner. Hanoi elected 125 representatives of the City People's Council, of which at least 25% of the total number of representatives are full-time (an increase of 30 representatives compared to the present). The full-time Standing Committee of the City People's Council has no more than 11 members, including the Chairman, no more than 3 Vice Chairmen (an increase of 1 Vice Chairman and 4 members of the Standing Committee of the City People's Council).
For the Hanoi People's Committee, the 2024 Capital Law decentralizes the city government to decide on the establishment of new public service units under its management; the People's Committee, the Chairman of the People's Committee, specialized agencies, and other administrative organizations under the People's Committees at all levels are decentralized or authorized to perform the tasks and powers prescribed by law.
Along with regulations on decentralization and delegation of authority between levels of government of the city, the Law has added regulations on decentralization and delegation of authority of the Government, Prime Minister, ministries and branches to agencies of the city to concretize the policy of promoting decentralization and delegation of authority...
On the same afternoon, Deputy Director of the Hanoi Department of Justice Pham Thi Thanh Huong presented topic 2 "Plan to disseminate and educate the law on the Capital Law 2024.
