Hanoi synchronously and comprehensively deploys solutions to improve the quality of personnel work

An important, key task

Identifying Hanoi as the capital, the heart of the whole country, with the position and role of "the national political and administrative nerve center, a major center of culture, science, education, economy and international transactions, a driving force for the development of the Red River Delta and the whole country", over the past 95 years, the Hanoi Party Committee has focused on directing and identifying personnel work and building a team of quality cadres as important and key tasks.

In particular, during the 17th Congress of the Hanoi Party Committee, the Hanoi Party Committee issued Resolution No. 04-NQ/TU, dated May 31, 2021, on "Focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and the following years". This is the first thematic resolution of the Hanoi Party Committee on cadre work and also the first thematic resolution of the 17th term, 2020-2025 term, concretizing Resolution No. 26-NQ/TW dated May 19, 2018 of the Central Executive Committee on focusing on building cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task.

After more than 4 years of implementing Resolution No. 04-NQ/TU, the City's personnel work is assessed to have had a clear change, increasingly innovated and disciplined, achieved many important results, better meeting the requirements of building a team of officials in the new period.

The important results in implementing Resolution No. 04-NQ/TU on personnel work have received much attention from public opinion, cadres, party members and people of all walks of life in the capital, who highly appreciate the political determination and participation of the entire political system, the solidarity and unity in leadership and direction of the synchronous implementation of the capital's political tasks, especially in the leadership and direction of the city's personnel work tasks.

Specifically, the staff at all levels of Hanoi City have been cared for, have grown and developed in many aspects, the quantity is guaranteed, the quality is increasingly improved, on par with the requirements of the tasks; the structure of age, gender, profession, and field of work is more balanced and reasonable. The young staff has received basic training, has knowledge, qualifications, capacity, and the ability to integrate internationally, and is striving to meet the requirements of the tasks of the new period.

The qualifications in all aspects (management leadership; professional expertise; political theory) have been improved and the number of cadres with university and postgraduate degrees has increased rapidly. The qualifications, capacity and practical experience of the cadres have improved a lot; skills and working methods have been increasingly improved, meeting the requirements of integration and development. Overcoming some limitations and shortcomings, many cadres have promoted their capacity, strengths, enthusiasm and dedication, making important contributions to the development process of the locality and the capital.

In the work of training and fostering cadres, the city has organized well the training courses for source cadres, cadres planning for the City Party Executive Committee and the positions of Party secretaries, heads of departments, branches and sectors. The cadre training courses have had many innovations in content, teaching and learning methods. Hanoi also built programs and selected cadres to send for training to improve their leadership and management capacity and specialized knowledge at home and abroad.

On average, every year, the city sends about 200 cadres to attend advanced training courses in military science and technology; opens 25 intermediate military science and technology courses for more than 2,000 cadres. Specialized training and professional development are emphasized. Up to now, over 90% of the city's cadres and civil servants have undergone professional training, suitable for their job positions. Training courses are organized systematically and scientifically, with many innovations in thinking, management methods, and class organization.

Since the beginning of the term, the City Party Committee has organized training for 91 cadres planning for the Party Executive Committee of the City for the 2025-2030 term domestically and 40 students in China; organized 3 training courses to update knowledge for 706 cadres under the management of the Standing Committee of the City Party Committee; organized 1 training course for 197 cadres planning for the positions of secretary and deputy secretary of district, town, and affiliated party committees for the 2025-2030 term; organized 10 training courses to improve leadership and management capacity for more than 1,000 secretaries and deputy secretaries of commune, ward, and town party committees; organized 2 training courses for 461 cadres planning for members of the Standing Committee of district, town, and affiliated party committees for the 2025-2030 term...

Hanoi is one of the pioneering localities in implementing job position transfers for cadres, civil servants and public employees in the political system according to Party regulations and State laws.

Up to now, the whole city has transferred and assigned 2,580 cadres (including 131 at the city level, 1,182 at the district level and 1,267 at the commune level); transferred a total of 3,274 cadres and civil servants (including 58 at the city level, 1,279 at the district level and 1,937 at the commune level). The City Party Committee and its subordinate Party Committees have appointed 1,872 comrades; recommended 2,652 candidates; and reappointed 1,973 comrades.

Resolutely implementing the policy of arranging cadres who are not local people, up to now, 28/30 district, town Party Committee Secretaries and 22/30 District, Town People's Committee Chairmen are not local people; 68.39% of Party Committee Secretaries, 61.13% of Commune, Ward and Town People's Committee Chairmen are not local people; 38.88% of cadres who are permanent deputy secretaries and vice chairmen of District People's Committees are not local people; 45.9% of cadres who are permanent deputy secretaries and vice chairmen of Commune People's Committees are not local people.

Building a team of staff to meet mission requirements

With the determination to innovate the selection of leaders and managers, the Standing Committee of the City Party Committee issued Project No. 21-DA/TU dated October 25, 2022 on piloting the recruitment exam for the positions of department heads, deputy department heads and equivalent positions in the city's Party and mass organizations, Le Hong Phong Vocational Training School, Hanoi Moi Newspaper.

To date, the recruitment of 9 positions has been completed in 5 units of the Party and mass organizations. In the government sector, the recruitment of 170 positions has been completed in 2 rounds and 20 positions are being recruited. The initial results of the pilot recruitment of leadership and management positions at the department level show that it has improved the competitiveness in selecting virtuous and talented people for leadership and management positions. Thereby, it contributes to increasing democracy in the arrangement, appointment and use of cadres; increasing the ability to compete healthily among cadres, ensuring transparency, objectivity and fairness in the selection of new leadership and management positions.

Thanks to that, there have been many innovations in personnel work, building a team of cadres from the city to the grassroots level to meet the requirements of the task; arranging and organizing the staff reasonably; increasing staff for difficult areas, overcoming the situation of excess in some places, shortage in others, localization and isolation; avoiding inertia, promoting innovation, positivity, and creating motivation for the staff to strive.

At the same time, promptly replace those whose capacity, qualifications, qualities and prestige do not meet the requirements of the task. This has really created a strong change in the awareness and responsibility for the work of the team of cadres, civil servants and public employees; creating a positive change in the implementation of the city's political tasks.

In particular, closely following practical requirements, to overcome shortcomings and limitations in implementing discipline, order and responsibility for handling work of cadres, civil servants and public employees, the Standing Committee of the City Party Committee issued Directive No. 24-CT/TU dated August 7, 2023 on strengthening discipline, order and responsibility for handling work in the city's political system and Plan No. 171-KH/TU dated August 14, 2023 on implementing Directive 24-CT/TU.

At the same time, directing and implementing in the entire city's political system has contributed to strengthening discipline and responsibility in handling work of cadres, civil servants and public employees, improving work quality and efficiency, which has been recognized and highly appreciated by cadres, party members and people.

From the above results, it can be seen that, in parallel with the Party building work, the Hanoi Party Committee and Party committees at all levels have also devoted much effort to consolidating, arranging and perfecting the organizational model of the entire political system in accordance with the regulations of the Central Committee and local practices. In the work of cadres, the City has gone into depth to carry out new and difficult tasks associated with reviewing, amending, supplementing and perfecting the promulgation of regulations on the functions, tasks, powers and organizational structure of Party agencies, mass organizations, departments, branches and units. From there, it has created an important driving force to help the City complete the set targets and tasks and contribute to building the Capital more and more "civilized - civilized - modern".
