On December 18, the Hanoi Department of Education and Training sent a document to the Departments of Education and Training, units, and schools affiliated to it regarding the implementation of work to prevent and combat cold and winter-spring diseases for students.

According to the instructions of the Hanoi Department of Education and Training, preschool and primary school students will be off school when the outdoor temperature is below 10°C, and secondary school students will be off school when the outdoor temperature is below 7°C.

The document stated that, according to the National Center for Hydro-Meteorological Forecasting, cold air has now affected areas in the North. Due to the strong influence of cold air, the Hanoi area will have days of severe cold, affecting the health of students. In addition, the winter-spring climate is the time when infectious diseases arise and develop, especially diseases transmitted through the respiratory and digestive tracts.

To ensure the health of students, the Department of Education and Training requests that heads of the Department of Education and Training, units and schools under the Department regularly monitor information on outdoor temperatures in the Hanoi area during days of severe cold, which are broadcast in the weather forecast bulletin in the Good Morning program on VTV1 ( Vietnam Television ) and the Hanoi Morning program on H1 ( Hanoi Radio and Television) channel at 6:00 a.m. every day.

Based on this information, heads of units and schools in the city will proactively adjust school hours or allow students to take time off. Specifically, preschool and primary school students will be off when the outdoor temperature is below 10°C, and secondary school students will be off when the outdoor temperature is below 7°C.

The Hanoi Department of Education and Training requires units and schools to promptly check and repair doors of classrooms, functional rooms, boarding rooms, dining rooms, etc. to ensure that they are windproof, have enough light and keep students warm. For boarding schools, special attention must be paid to ensuring hot meals, food, drinks, and warm enough naptime. For preschool schools and classes, it is necessary to ensure hot water to care for and serve children.

The Hanoi Department of Education and Training also reminded units and schools not to organize outdoor activities for students on very cold days. Schools should coordinate with parents to remind students to wear enough warm clothes and not require students to wear uniforms on cold days.

During cold days, depending on local weather conditions, schools can adjust school hours so that students do not have to arrive too early. In case students arrive late due to weather, schools need to be flexible in resolving the issue so that students can enter school.
