The "Digital Literacy for All" movement has great significance and profound humanity for the country's development, demonstrating the determination of the Party and State in the development of digital government, digital economy, digital society, smart, civilized and humane digital citizens; promoting the tradition of studiousness, love of learning, and the spirit of lifelong learning of the Vietnamese people.

80 years ago, when the country had just gained independence, more than 95% of the population could not read or write, "ignorance" became one of the three dangerous enemies (along with "famine" and "foreign invaders"). The "Popular Education" movement was born with the urgent goal of eliminating illiteracy and improving the cultural level of the people. President Ho Chi Minh once said: "An ignorant nation is a weak nation". Therefore, improving the people's knowledge is a solid foundation for building an independent and powerful nation. And in just a short time, millions of Vietnamese people knew how to read and write, making an important contribution to the cause of building and defending the Fatherland.

The “Popular Education” movement launched by President Ho Chi Minh is a symbol of determination, will, and solidarity to help people escape the darkness of illiteracy and access knowledge. This movement still holds its value when General Secretary To Lam spoke about the “Popular Digital Education” movement with an open spirit: “This is not only an educational initiative, the “Popular Digital Education” movement is also a bridge between the past and the future.

By promoting historical lessons, striving to build a society that is not only rich in knowledge but also rich in technological strength, ready to integrate and develop" and emphasizing: "Knowledge is the key, technology is the door to open a brighter future. To spread the "digital literacy" movement, not only policies and support from the Government and social organizations are needed, but above all, the people are the main subjects, need to proactively learn, be ready to share, apply digital knowledge, and together build a progressive society in the new era".

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that this event is an important task to concretize the Party's guidelines and policies in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; responding to the spirit of lifelong learning directed by General Secretary To Lam.

The Prime Minister commended and highly appreciated the efforts and effective coordination of the Central Propaganda and Mass Mobilization Commission, the Central Party Office, the Ministry of Public Security, the Ministry of Science and Technology, the Ministry of Education and Training, the Hanoi University of Science and Technology and related units who have actively prepared well for the implementation of this Movement, as well as the information and propaganda work so that the Movement can be widely deployed right after the Launching Ceremony with the spirit of taking people as the center and subject, leaving no one behind.

The Prime Minister stated that, recognizing science and technology, innovation, and digital transformation as objective, strategic, and top priority choices, it is impossible not to mention digital society, digital nation, and comprehensive digital citizenship, from which it can be seen that the "Digital Literacy for All" movement is indispensable; from which we can see the important meaning and humanity of the program, demonstrating the determination of the Party and State in the development process, especially the development of the digital economy, digital government, and digital citizenship, bringing civilization and sustainable development to the country.

The spirit of "Digital Popular Education" is creating momentum and inspiration for the country to enter a new era - the era of national development. The Prime Minister pointed out that we have set two 100-year development goals that are full of aspirations but also full of challenges. The problem is that we must adapt flexibly and effectively. This requires the entire Party, the entire army, and the entire people to make efforts. This movement is inherited, nurtured, and encouraged from the "Digital Popular Education" movement launched by President Ho Chi Minh, and is a bridge between the past and the future.

The Prime Minister stated that the country is facing a historic opportunity to enter a new era of strong development with the main driving force coming from science, technology, innovation and digital transformation. We must carry out a particularly important and urgent task. That is, to popularize knowledge, technology on digital transformation, digital skills for all people, so that every Vietnamese person can access and effectively use all types of services and digital platforms, become a digital citizen, contributing to accelerating the process, successfully implementing the Revolution in science and technology development and national digital transformation.

The Prime Minister hopes that the University of Science and Technology will take the lead in the "Digital Education for All" movement, and be the nucleus to motivate and inspire the people.

Regarding the results of creating a foundation for the movement, the Prime Minister stated that the Digital Government has achieved many positive results, the rate of online public services throughout the process has reached 45%, people have logged into the National Public Service Portal using the VNeID platform, with more than 93 million visits; Digital infrastructure has developed strongly, 5G has been commercialized, international internet speed has increased sharply; 96.4% of villages and hamlets have fiber optic internet, 82.9% of households use broadband fiber optic internet; The digital economy has made great strides, contributing 18.3% of GDP, with a growth rate of 20% per year.

E-commerce continues to grow strongly (reaching 28 billion USD in 2024, up 36%). Cashless payments are widely deployed (average annual growth rate of 57%); Digital data is built and exploited; with 10 key national databases, of which the national population database has been connected to 18 ministries, branches, and 63 localities, serving more than 1.8 billion queries.

Deploying 3 platforms to implement the movement: One Touch mass open online learning platform and mobiEdu mass open online learning platform (trained more than 1.2 million cadres, civil servants, public employees and workers; popularized free digital skills for more than 40 million people); "Digital popular education" platform.

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and commended the Central Propaganda and Mass Mobilization Commission, the Central Party Office, the Ministries of Public Security, Science and Technology, Education and Training, enterprises and universities for proactively and actively implementing effectively the tasks and solutions set out, including the University of Science and Technology, contributing to the extremely important initial achievements. This is the premise and basis for successfully implementing the movement's goals.

The Prime Minister also noted that in the process of implementing the movement, according to their authority, ministries, branches and localities must proactively propose and promptly reward good examples, advanced models and good practices. At the same time, they must point out addresses, collectives and individuals who have not completed or paid due attention to this movement to review and handle responsibilities according to the regulations of the Party and the State.

The Prime Minister emphasized the need to attach importance to databases, connect databases, ensure information security and safety to maximize effectiveness because this is a global issue. If each person is aware of protecting data, they will protect the national database; it is necessary to determine that there is a breakthrough in this field; the whole nation and the entire population must participate to make a breakthrough in this work; there must be solutions and determination from the entire society and the entire population to achieve the goal.

Regarding viewpoints and guiding ideology, Prime Minister Pham Minh Chinh stated that the movement we launched today has a close connection in name, core values ​​and lessons learned from one of the most successful movements in the history of the Vietnamese Revolution; there is a connection between the past and the future.

The "Popular Digital Education" movement must become a revolutionary, all-people, comprehensive, far-reaching movement, leaving no one behind. "The Party has directed, the Government has agreed, the National Assembly has agreed, the people demand, and wish, then only discuss and do, not retreat". If the movement wants to "live long", it must bring practical results, must harmonize individual interests and common interests, between individual interests and collective interests, the interests of the Fatherland and the country.

This movement must be an important political task, a command of the heart, a smart thinking of the mind, a decisive action of each citizen; arouse and spread the revolutionary spirit, the tradition of great solidarity, the spirit of self-reliance, self-confidence, self-reliance, self-strengthening and national pride, the thousand-year tradition of civilization, "study, study more, study forever"; must definitely be completed according to the set schedule; compete to achieve achievements towards the celebration of major holidays in 2025 and welcome the Party Congresses at all levels, towards the 14th National Party Congress. The Prime Minister requested efforts so that after 1 year, the "Digital Popular Education" movement must complete the set goals.

Each party member, cadre and civil servant must be a pioneer and exemplary in implementing the Movement, creating a strong change in awareness and action; transforming the process of learning, training and applying digital knowledge and skills into the personal needs of each citizen; promoting the reduction of training and coaching costs; aiming for complete free access for the disadvantaged, remote areas, border areas and islands. The spirit is "going to every alley, to every house, guiding every person" and with the motto "Fast deployment - Wide connection - Smart application".

Regarding the goals, the Prime Minister emphasized focusing on implementing "One goal, two promotion, three guarantees, four key tasks"

One goal : Universalize basic digital knowledge and skills for all people with a revolutionary, all-people, comprehensive, far-reaching spirit, leaving no one behind.

Two promotion : Comprehensively and effectively promote the resources of the state, society, enterprises and the entire people; Promote the cultural tradition, love of learning, aspiration to rise of the Vietnamese people, and the spirit of lifelong learning.

Three guarantees : Ensuring open and suitable mechanisms and policies to practically and effectively implement the Movement; Ensuring open policies, smooth infrastructure, smart management, synchronization, connectivity, flexibility, no formality, embellishment and targeting the right subjects; Ensuring effective use of resources, enhancing transparency, fighting negativity, corruption and waste.

Four key tasks: The task of building a digital learning ecosystem (Developing a digital learning platform for the entire population, applying artificial intelligence and big data); The task of building a mechanism to encourage and motivate learning (Incorporating digital skills into the labor assessment and recruitment system; incentives for disadvantaged groups; encouraging businesses to participate); The task of building and improving the capacity of digital lecturers (Developing a team of lecturers and digital volunteers; mobilizing union members, youth, and association members to participate); The task of building an effective inspection, monitoring, and evaluation mechanism (Building an evaluation mechanism; promoting information and propaganda; conducting independent monitoring from social organizations, the press, and the community to ensure transparency).

To successfully implement the "Digital Literacy for All" Movement with high determination, great expectations and with the above viewpoints and goals, the Prime Minister suggested:

Firstly , Party committees and authorities at all levels, especially leaders, need to take the lead in improving digital capacity, promoting digital transformation in their localities and agencies and units; considering this a key task, linked with administrative reform and socio-economic development; creating conditions for people to access digital skills, services, and digital platforms, taking people and businesses as the center and subject.

Second , the Fatherland Front, socio-political organizations, business community and people need to actively respond to the movement. Technology enterprises play a pioneering role, popularizing digital skills through appropriate platforms, services and solutions; accompanying the government and people in the digital transformation process.

Third , accelerate the implementation of the Project to improve digital skills, integrate digital knowledge and artificial intelligence into general education. Invest in digital infrastructure, especially in remote areas and support digital devices for the disadvantaged. Promote community digital technology groups, along with digital family, digital rural and digital urban models to spread digital skills widely.

Fourth , assign the Ministry of Science and Technology and the Ministry of Education and Training to coordinate in developing a digital competency framework and documents suitable for each subject. Officials, civil servants, public employees, and workers need to be updated and improve their digital skills and use digital platforms effectively. Students are equipped with digital knowledge to serve their studies and protect themselves, thereby spreading it to their relatives and families. Workers know how to use smart devices to increase productivity. People use essential digital services and safe online public services.

Fifth , the Central Propaganda and Mass Mobilization Commission presides over and coordinates with the Ministries of Public Security, Science and Technology, and Education and Training to regularly monitor and urge the implementation of the Movement, promptly report to the Central Steering Committee on the implementation results; and direct press agencies to promote information and propaganda about the movement.

Sixth , the movement needs to be closely and organically linked with the movements being implemented, especially the movement "The whole country competes to build a learning society, promoting lifelong learning in the period of 2023-2030". Promote the role of the massive open online course (MOOC) platform to meet the needs of a large number of people participating in learning and updating about digital transformation and digital skills.

The Prime Minister requested ministries and local agencies to proactively provide learning materials on the Platforms, and proactively cut 80% of training and coaching costs on the platforms, promote public-private cooperation according to market mechanisms in developing and deploying platforms; assign the Ministry of Science and Technology to soon announce the National Platform for Mass Open Online Courses of the Ministry of Public Security (binhdanhocvuso.gov.vn), using the VNeID application to identify learners.

At this launching ceremony, the Prime Minister called on the entire Party, the entire people, the entire army, Party committees, Party organizations, authorities, the Vietnam Fatherland Front, socio-political organizations, social organizations, professional societies, enterprises, businessmen, educational institutions, scientists, organizations, and communities to join hands to actively respond to this movement of special importance.

At the ceremony, Prime Minister Pham Minh Chinh and other leaders performed the launching ceremony and launched the "Digital Popular Education" platform.
