Program No. 04-CTr/TU on "Promoting the effective implementation of the National Target Program on new rural construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period 2021-2025" sets the goal that by 2025, the City will complete the task of new rural construction.
New look civilized, modern
The above program has brought a new civilized and modern look to the rural areas of the capital. That is the rapid increase of the system of clusters, points, and industrial zones, creating jobs and increasing income for people in rural areas. Traditional craft villages continue to be invested and developed, and people's awareness of agricultural economics has clearly changed.
In addition, the process of restructuring agriculture associated with new rural construction and sustainable agricultural development associated with the application of science and technology, innovation, and market expansion is also being focused on by the City.
Thanks to that, the quality of life of the people is increasingly improved. Many localities have a standard of living closer to urban areas.
According to Nguyen Van Chi, Deputy Chief of the Standing Office of the Hanoi New Rural Development Program Coordination Office, by October 2024, Hanoi had 100% of communes meeting new rural standards, 188/382 communes meeting advanced new rural standards, 76 communes meeting model new rural standards; 18/18 districts and towns meeting new rural standards.
Hanoi continues to maintain its leading position when it has completed and basically completed 8/8 criteria for new rural construction according to Decision No. 321/QD-TTg of the Prime Minister on regulations for provinces and centrally run cities to complete the task of building new rural areas in the period of 2021-2025.
Regarding funding, from 2021 to present, the total mobilized funding to implement the program is 75,755 billion VND; of which, the city budget spends more than 27,710 billion VND, the district budget spends nearly 40,700 billion VND, the commune budget spends nearly 2,780 billion VND and capital mobilized outside the budget is more than 4,560 billion VND.
In particular, in the first 9 months of 2024, Hanoi City mobilized more than 26,640 billion VND to implement the new rural construction program.
Thanks to the above large investment resources, Hanoi's infrastructure system has been invested in a spacious and modern manner, meeting the living and production needs of the people.
In particular, many large-scale agricultural production models applying high technology have been formed, bringing great economic value, especially models with revenue of billions of VND each year. Specifically: The model of growing flowers applying high technology in Dan Phuong and Hoai Duc districts or the model of fattening BBB cows of some farmers in Phuc Tho and Dan Phuong districts...
People's lives are constantly improving with an average income of 66.01 million VND/person/year (2023); the poverty rate is 0.03%.

Methodical, creative, united, unanimous
In addition to budget resources, social mobilization is one of the important solutions to create breakthroughs in building new rural areas in districts of the capital. Accordingly, many localities have had systematic and creative ways to get people and businesses to join hands and participate in building new rural areas.
For example, Thanh Tri district. Right on the occasion of the 70th anniversary of the liberation of the capital, the district was recognized by the Prime Minister as meeting the advanced new rural standards in 2023.
Thanh Tri is the first district in Hanoi to achieve this result, finishing two years ahead of schedule. The district has launched urban beautification campaigns; renovated lakes and ponds, reviewed public land planned for public recreation areas, and created “green lungs” in residential areas.
Or in Thuong Tin district, in order to raise awareness of Party committees at all levels, authorities, socio-political organizations, cadres, party members and people... about the purpose, meaning and importance of building new rural areas, the district has promoted at many conferences so that each person clearly understands the benefits and determines their responsibilities.
Head of the Economic Department of Thuong Tin District, Tu Duc Manh, shared that from thinking that building new rural areas is the State's job, Thuong Tin people are clearly aware that they are the subjects of the program and are always ready to contribute their human and financial resources.
"In Program No. 02-CTr/HU of the District Party Committee, Thuong Tin district determined the goal of striving to achieve the advanced new rural district status by the end of 2025. However, with the great efforts and determination of the Party Committee, government and support of the people, Thuong Tin can complete the task of building an advanced new rural district in 2024, 1 year earlier than the original plan," said Mr. Tu Duc Manh.
As for Thach That district, this is also one of the leading localities in the construction of new rural areas, contributing to changing the face of the countryside and improving the material and spiritual life of the people.
Thach That district has 22 communes and 1 town; by 2017, the district had 21/21 communes recognized by the City as meeting new rural standards (except Thach Hoa commune and Lien Quan town developing in the urban direction). The district was recognized by the Prime Minister as meeting new rural standards in 2020.
By August 2024, Thach That district will have 5 communes recognized by the City as meeting advanced new rural standards and 5 communes recognized as meeting model new rural standards.
The district strives to have 2 more communes meeting advanced new rural standards by the end of 2024.
After more than 10 years of implementing the National Target Program on New Rural Construction, the socio-economic situation of Thach That district has always developed and grown stably, political security, social order and safety have been ensured, the political system and grassroots democracy have been consolidated...
In the last months of the year, the city focused on implementing the rural clean water program, developing craft villages, developing One Commune One Product (OCOP) products... aiming to complete the task of building new rural areas in 2024, 1 year earlier than planned.
Authorities at all levels, people and businesses in Hanoi will make efforts, join hands, be unanimous and determined to complete the set goals, and strive to have more areas meet new rural standards. From there, improve the model new rural areas, move towards achieving comprehensive standards, and develop the capital in a new context.
