Comments on the draft Project to supplement and amend Regulation No. 212-QD/TW of the Secretariat

On October 1, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Committee chaired an online conference to contribute comments to the draft Project to supplement and amend Regulation No. 212-QD/TW dated December 30, 2019 of the Secretariat on functions, tasks, organizational structure, and staffing of specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels.

Attending the conference at the Son La provincial bridge point were comrades: Dinh Thi Bich Thao, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department; Nguyen Duc Thanh, Head of the Provincial Party Committee's Organization Department; leaders of advisory and support agencies of the Provincial Party Committee, the Provincial Vietnam Fatherland Front Committee and socio-political organizations of the province.

After nearly 5 years of implementing Regulation No. 212-QD/TW of the Secretariat, the Standing Committees of provincial and municipal Party Committees issued regulations specifying the functions, tasks, organizational structure, and staffing of the Vietnam Fatherland Front and socio-political organizations at the provincial level. From there, it serves as a basis for assigning staffing to agencies and streamlining the staffing and structure of the staff, civil servants, and public employees in accordance with the functions, tasks, and organizational structure of each agency in accordance with regulations.

Up to now, the organizational structure and staffing of specialized agencies of the Vietnam Fatherland Front and socio-political organizations at the provincial and district levels have been improved to ensure clear functions and tasks, without overlap or duplication; basically, sufficient staffing is arranged, ensuring the maximum number of deputies.

However, the implementation process still has many limitations, is not suitable for reality, current task requirements need to be revised and supplemented. According to regulations, the average number of full-time deputy leaders of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels is still low; specifically, at the provincial level, there are no more than 15 people, at the district level, no more than 6 people, leading to difficulties in assigning leadership and management of the assigned areas; planning, training, and fostering of cadres and civil servants, and affecting the mindset of cadres and civil servants in some places. Regulations on the staffing structure of the Veterans Association agency still have different interpretations, making it difficult to recruit and use cadres and civil servants due to lack of uniformity and incompatibility with Party regulations and laws...

At the conference, localities analyzed the advantages and shortcomings; at the same time, proposed to amend and supplement Regulation No. 212-QD/TW on the scope and subjects of regulation; assessed more specifically the reduction of staff of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels; proposed to increase the number of deputy leaders of the Vietnam Fatherland Front Committee and socio-political organizations at the district level; supplemented regulations on the working relationship between the specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels with relevant agencies and organizations...

Speaking at the conference, the Deputy Head of the Central Organizing Committee highly appreciated the comments, amendments and supplements of the provincial and municipal Party Committees. At the same time, he will absorb the opinions of the localities to study and advise on perfecting the contents of the draft Project to amend and supplement Regulation No. 212-QD/TW to ensure high feasibility when the regulation is issued and submitted to the Secretariat in the near future.
