(NLDO) - Contractors said that the equipment procurement package worth over 18 billion VND in Gia Lai has criteria to limit contractors, which is unfair.
On December 12, the Gia Lai Department of Education and Training is considering the bid package "Procurement and installation of E-Learning system equipment", worth over 18 billion VND. This bid package has received many complaints because it is believed that there are criteria to limit contractors.
According to the documents, this bid package has one request for clarification and two recommendations related to the criteria in the bidding documents.
Specifically, among the criteria, there is a criterion requiring managers/executives to have a pedagogical training certificate, a university degree or higher in one of the following majors: physics; chemistry; electricity, electronics; mechatronics, informatics, information technology. Meanwhile, the bidding units said that businesses do not require staff to have a pedagogical certificate.
Gia Lai Department of Education and Training was accused of setting criteria to limit contractors.
In addition, there are criteria requiring goods (computers) to have CE, FCC, FB certifications, and the manufacturer must have ISO certification. Contractors claim that the above certifications only apply to goods circulating in European countries. There are many domestic manufacturers that can supply goods for the bidding package, but the inviting party requires that the products must be imported and have the above certifications.
The inviting party also believes that the inviting party requires technical specifications of computers and devices such as force sensors, wireless accelerometers, wireless magnetic sensors, wireless rotation sensors... aimed at a specific product, a specific manufacturer. While there are many manufacturers on the market that can supply goods for the bidding package.
In addition, the actual contract time is 20 days, while the equipment is imported from abroad, the import time takes up most of the contract execution time, which is very difficult to complete. Unless the contractor has prepared the goods to supply for the package.
From there, the contractors recommended that the inviting party consider adjusting the above contents to increase competitiveness and avoid causing losses to the state budget.
The inviting party, the Gia Lai Department of Education and Training, responded that requiring key personnel to have a teacher training certificate was completely reasonable, in order to ensure the quality and effectiveness of the project in organizing and implementing it for schools to serve online teaching and learning. When the project was piloted, the training and instruction for teachers was not effective and of poor quality, so it had to be trained many times, which was time-consuming.
In addition, when designing the project in detail, the Department of Education and Training has studied the teaching and learning program to purchase equipment that optimizes functions and ensures the goals. The designs have been appraised by the Department of Information and Communications of Gia Lai and the Project Feasibility Study Report has been approved by the People's Committee of Gia Lai province.
In addition, the trademarks and product codes stated in the bidding documents are for reference only and illustrate the technical requirements of the goods, not evaluation criteria. Bidders can bid for goods of other companies.
In response to the contractor's opinion that the technical requirements are oriented towards the products of a specific manufacturer, the Gia Lai Department of Education and Training said that there are many manufacturers on the market that can meet the technical specifications of these devices, and the contractor can offer products with equivalent or higher technical specifications.
Contractor wants to "destroy it all" (?)
Mr. Le Cong Su, an officer of the Planning and Finance Department (Department of Education and Training) of Gia Lai, who was assigned to be in charge of the above bidding package, said that the reason some contractors sent petitions was due to personal conflicts, wanting to "destroy the project". In fact, at the time of closing the bidding on December 10, there were 4 enterprises participating in the bidding with the lowest bid being 15.6 billion VND, the highest being over 18 billion VND.
