(NLDO) - General Secretary To Lam emphasized that the field of artificial intelligence is a cutting-edge, breakthrough technology and has a plan to deploy research, development and application.


This afternoon, March 4, General Secretary To Lam, Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, chaired the second meeting of the Steering Committee.

Removing institutional difficulties and obstacles

Concluding the meeting, General Secretary To Lam praised the comprehensive results since the first meeting, notably the timely issuance of Resolution 193 with 12 pilot policy mechanisms to institutionalize Resolution 57 of the Politburo into practice.

Or the digital transformation in Party agencies has had many positive changes, especially the benefits brought to people and businesses from the implementation of Project 06, which is an important premise for building a National Data Center in the coming time. However, the General Secretary also pointed out a number of issues that need to be focused on overcoming and implementing drastically in the coming time.

According to General Secretary To Lam, it is necessary to continue to combine the implementation of Resolution 57 and Resolution 18 to restructure the management system from the central to grassroots levels, associated with the application of science and technology, innovation to ensure synchronization with the activities of the three levels of government.

Continue to improve and remove difficulties and obstacles in institutional policies to ensure resources and human resources to implement Resolution 57 of the Politburo.

"Adjust the 2025 budget estimate to allocate at least 3% of the budget for science and technology development, innovation, digital transformation and continue to increase GDP by 2% in the next 5 years. Research and develop a system of experimental research centers and key national laboratories focusing on strategic technology, with mechanisms and policies to support and encourage individuals and organizations to carry out these activities; perfect institutions and establish an investment fund for science and technology development, innovation and digital transformation" - the General Secretary emphasized.

The General Secretary requested that local ministries and branches focus on building and completing digital infrastructure and digital platforms, especially the National Data Center on enterprises and land.

Develop and promulgate strategic technology portfolio

The General Secretary also said that it is necessary to boldly choose to bring products and solutions applying science and technology, innovation, and digital transformation quickly into practice, especially products developed by agencies and enterprises that have shown effectiveness, with the spirit of improving while doing, and evaluating effectiveness before replicating.

Regarding the field of artificial intelligence, General Secretary To Lam emphasized that this is also a cutting-edge, breakthrough technology and has a plan to deploy research and development, and apply it immediately in the fields of public administration, scientific research, and digital transformation.

Along with that, urgently develop and promulgate a list of strategic technologies, with a National Program for the development of strategic industrial technology, including a Project to develop a system of research and testing centers, key national laboratories focusing on strategic technologies and establish an investment fund for strategic industrial development.
