Teachers say the district's bonus is lower than the regulations of Decree 73, what does the district say?

Believing that the district's bonus regulations are not in line with Decree 73 and are too low, teachers at 5 schools in Cu Jut district, Dak Nong have not received the money and request an explanation.

On March 4, Mr. Nguyen Anh Tu - Chairman of the People's Committee of Cu Jut district - said that he had requested specialized departments to continue working and explaining the bonus payment according to Decree 73 for teachers of schools in the area to understand and implement.

The district's bonus regulations are lower than Decree 73 ?

When receiving the reward regulations according to Decree 73 of the district, teachers in 5 schools in Cu Jut district said that the payment level was too low, affecting their rights, so they did not receive the money.

Ms. Nguyen Thi Ngoan, a teacher at Le Hong Phong Primary School, said that on January 20, the school received the district's bonus regulations and developed its own regulations. However, when the school's regulations were not accepted, the superiors requested that the district's regulations be applied.

According to Ms. Ngoan, according to the district's regulations, each teacher only receives about 2.4 million VND/6 months, much lower than the instructions of Decree 73 and many other schools in Dak Nong province.

"The teachers asked the district to explain why the bonuses were low," said Ms. Ngoan.

In addition, teachers also said that "the bonus given to the school is small, and is also withheld". Ms. Le Thi Sen, a teacher at Le Hong Phong Primary School, informed that according to Decree 73, the bonus is equal to 10% of the salary fund of each unit.

Thus, Le Hong Phong Primary School will have a "bonus fund" of 914 million VND/year, but the district only gives 514 million VND.

"The school had to apply the bonus according to the district's regulations, so it only spent 300 million, about 170 million had to be paid back," said Ms. Sen.

Similarly, teachers at Le Quy Don Primary School were given nearly 350 million VND as a bonus fund for 18 months, but according to regulations, they were only allowed to spend more than 240 million.

"We have asked the district for an explanation but have not received any response," Mr. Nguyen Viet Ha, a teacher at Le Quy Don Primary School, wondered.

Teachers do not understand financial regulations and principles correctly.

According to the reporter's investigation, on January 20, the Chairman of the People's Committee of Cu Jut district signed and issued regulations on implementing the bonus regime according to Decree 73 with 3 levels: excellent completion of tasks is entitled to 3 times the basic salary, good completion is 2 and completion of tasks is 1.

Mr. Nguyen Thanh Nhat - Deputy Head of the Department of Internal Affairs of Cu Jut district - said that when developing the bonus payment regulations according to Decree 73, the unit consulted on developing two options: paying according to the "basic bonus" level and paying according to the "basic salary" level.

"The District People's Committee has agreed to choose option 2, taking the basic salary multiplied by a coefficient (1, 2, 3) depending on the level of task completion. This creates a general consensus throughout the district, regardless of position or work unit, all receive the same bonus according to the level of task completion," said Mr. Nhat.

A leader of the Finance and Planning Department of Cu Jut district said that teachers currently do not understand the bonus regulations and financial principles. Decree 73 takes effect on July 1, 2024, so in 2024 there is no bonus budget for the last 6 months of 2024.

In 2025, the District People's Committee has assigned a budget for bonus payments (6 months of 2024 and 2025 - PV) to agencies and units under the district of more than 15.8 billion VND, while the commune level will ensure funding from salary reform sources. Of which, the education sector has 38 schools with nearly 1,300 people, assigned a budget of more than 13.8 billion VND to implement bonuses according to Decree 73.

This person also said that it is incorrect for teachers to add up the total salary of the school and then take 10%, considering that as the entire bonus they receive. Decree 73 stipulates that the bonus amount is within 10% of the salary fund of each unit, but with the condition that "there must be a reward regulation".

Regarding the issue of the bonus fund being collected, the leader of the Finance and Planning Department of Cu Jut said that the teachers also had a wrong perception. He cited the figure of 514 million VND given to Le Hong Phong Primary School as just an estimate.

"The budget is based on the total number of current salary recipients, and the spending must be based on the actual situation, in accordance with regulations and rules. Teachers who think that the budget is the total bonus money and must be divided equally are incorrect," he analyzed.
