Developing Party organizations and Party members in non-state enterprises (NSEs) is always a difficult task, even very difficult. However, determining the important role of enterprises, in the face of the continuous growth of the private economy, the above task becomes even more urgent. In order to have "red seeds" in the private enterprise sector, many resolutions, policies, and creative approaches have been implemented.

Difficulties and bottlenecks in the story of developing Party organizations and Party members are being gradually resolved, so that non-state enterprises can develop sustainably.

Lesson 2: Identify difficulties and untie each "knot"

Currently, there are more than 8,000 enterprises operating in the province. In reality, the ratio of Party organizations and Party members to the total number of employees in the private economic sector is still low. This shows that there are still many "bottlenecks" in the work of developing the Party in non-state enterprises. However, Binh Thuan is determined to closely follow, approach and expand the scope so that the work of Party building in non-state enterprises becomes increasingly strong and widespread.

There are many shortcomings

Many reasons make it difficult to develop the Party in non-state enterprises.

Explaining the reason for the limited number, many opinions in localities said that there are many impacts. In which, the objective factor is that most non-state enterprises in the province are small and micro-sized, production and business are unstable, labor fluctuates frequently, workers' income is low, even dissolved, the pressure of taking care of jobs for workers makes business owners neglect the development of the Party. On the other hand, the work of Party building in these types of enterprises is difficult. According to Ms. Pham Thi To Loan - Deputy Secretary of the Party Committee of the Provincial Agencies and Enterprises, one of the reasons is that some Party committees do not have a deep understanding of the meaning and importance of developing new Party members, so they do not pay much attention to the work of recruiting Party members among workers directly involved in production. On the other hand, there are many enterprises that have not yet established mass organizations; or enterprises that already have mass organizations but the mass organizations in the enterprises have not yet promoted their roles and tasks well in Party building work, including creating sources for developing new Party members among the direct production workers. Some business owners have not yet fully recognized the position and role of Party organizations and mass organizations in the enterprise, so they do not want to establish Party organizations and mass organizations.

Workers are under a lot of pressure regarding time, productivity, labor standards, etc., so learning and improving knowledge about the Party is difficult.

And “fear” is also something that many businesses share when mentioning the development of the Party. The main “fear” of workers is the loss of time, “fear” of procedures, and being constrained by regulations. Meanwhile, workers in enterprises are under a lot of pressure in terms of time, productivity, labor norms, etc., so learning and improving knowledge about the Party is difficult, leading to limited awareness, motivation and purpose of striving to join the Party.

At meetings on this issue, most delegates said that the roles, responsibilities, and coordination between district-level steering committees and relevant agencies and organizations in the province have not been properly promoted. The work of supervision, social criticism, and suggestions for Party and enterprise building by political and social organizations in non-state enterprises is still confusing; the approach to enterprises to mobilize and persuade them to establish and develop Party and mass organizations in non-state enterprises is not very effective; the work of reviewing and grasping the situation of non-state enterprises, fostering and creating sources for developing union members, association members, and party members has not received due attention...

Untie each knot

Over the years, our Party and State have issued many directives and resolutions on Party development in enterprises, especially non-state enterprises. For example, in 1996, the Politburo (VIII tenure) issued Directive No. 07-CT/TW on “Strengthening the work of Party building and people's organizations in private enterprises, limited liability companies, private joint stock companies and foreign-invested enterprises”. In 2019, the Secretariat issued Directive No. 33-CT/TW on strengthening the building of Party organizations in private economic units, with 10 key contents, requiring Party committees and organizations at all levels to focus on implementing well... And recently, in Resolution 5 of the 13th Central Committee, our Party continued to affirm: It is necessary to innovate and perfect the types of grassroots Party organizations, in which, paying attention to directing and creating conditions to have enough Party members to establish Party organizations in private enterprises, ensuring quality, promoting the leadership role, and orienting the activities of enterprises. That demonstrates the Party's interest in building and developing the Party in enterprises, especially enterprises outside the state sector.

Binh Thuan is determined to closely follow, approach and expand the scope so that Party building work in non-state enterprises becomes increasingly strong and widespread.

Taking difficulties and challenges as motivation to rise up, in recent years, Binh Thuan Provincial Party Committee has always identified the work of developing Party members and Party organizations in non-state enterprises as one of the important tasks that must be paid regular attention. Based on the local practical situation, Binh Thuan has issued many resolutions, mechanisms, policies, directives, and thematic conclusions on this issue. Comrade Nguyen Thanh Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, Deputy Head of the Standing Committee of the Steering Committee for Party Building and People's Organizations in non-state enterprises of the province said that it is necessary to promote innovation in the content and methods of operation of Party organizations and mass organizations in non-state enterprises; build Party organizations and improve the quality of Party members; improve the quality of Party committee activities and Party cell activities in accordance with the specific conditions of each enterprise, and pilot online Party activities in grassroots Party Committees and Party cells with specific characteristics. Regularly launch emulation movements in production, productivity - quality - efficiency in enterprises. Thereby discovering positive factors to introduce to the Party organization.

“Focus on discovering, nurturing, and creating sources of introduction for the Party organization to consider and admit outstanding workers and laborers in non-state enterprises into the Party. Strengthen propaganda, education, and training of outstanding private business owners for consideration and admission into the Party, while increasing meetings and dialogues between Party committees and authorities at all levels with business owners to grasp the situation and promptly remove difficulties and obstacles, creating favorable conditions to support and urge businesses to speed up their operations, improve investment efficiency…”, Comrade Nguyen Thanh Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee shared.

In addition, the Provincial Party Committee Standing Committee has also requested local Party committees to coordinate with relevant agencies and units to review, compile statistics, and grasp the list and number of enterprises (including enterprises with 5 or more union members or employees); the number of employees currently working in enterprises; the number of employees who are union members, female union members, youth union members, members of the Vietnam Youth Union, and members of the Veterans Association. At the same time, conduct surveys and grasp the ideological situation, public opinion, thoughts and aspirations of party members, union members, association members, and laborers working at state-owned enterprises to mobilize and create consensus among business owners on the establishment of Party organizations, unions, and the development of party members, union members, and association members in qualified state-owned enterprises. At the same time, it is necessary to do a good job of propaganda, especially in cyberspace, so that employees in enterprises can grasp and understand the legal regulations on their rights and obligations, the responsibilities of business owners towards the rights of employees according to the Labor Code, and the responsibilities of trade unions in protecting the legitimate rights of employees to avoid creating hot spots, conflicts between enterprises and employees, and strikes, work stoppages, etc.

On the other hand, localities and organizations need to focus on consolidating, improving and improving the quality of activities of Party committees and Party cells; improving the quality of Party committee and Party cell activities in accordance with the specific conditions of each enterprise. Promoting the role of organizations in taking care of the material and spiritual life and protecting the legitimate and legal rights and interests of workers and enterprises; Maintaining meetings and dialogues between Party committees and authorities at all levels with business owners to grasp the situation and promptly remove difficulties and obstacles, creating favorable conditions to support businesses to operate effectively.

Politburo member, Standing member of the Secretariat, Head of the Central Organization Committee Truong Thi Mai said: "We must pay great attention to and create conditions for businesses to develop, in harmony with the development of the country; we must determine that building Party organizations in private enterprises, in industrial parks, export processing zones, developing the Party among workers... is a goal that needs special attention."
