Ms. Truong Ngoc Thao, Head of the Legal Committee - Bac Lieu Provincial People's Council, said that the Provincial People's Council has just passed a resolution regulating the regime and policies for cadres, civil servants, and public employees (collectively referred to as cadres), and policies to attract high-quality human resources in the area. The resolution was passed by the People's Council on September 20 and took effect from September 30.
Accordingly, Bac Lieu plans to attract excellent university graduates and young scientists who meet the prescribed standards, are suitable for the province's needs and are eligible to apply for civil servants and public employees in Party, State, Fatherland Front agencies, and socio-political organizations in districts and provinces.
To enjoy the policy, they need to commit to a minimum service period of 5 years (for students, masters, doctors and pharmacists, resident doctors); 7 years for professors, associate professors, doctors, doctors and pharmacists, specialist II - from the date of the recruitment decision.
Specifically, Bac Lieu supports 500 million VND at a time for professors, 400 million VND for associate professors, 300 million VND for PhDs, and 100 million VND for masters.
Support for specialist II doctors 200 million VND, specialist II pharmacists and resident doctors 150 million VND, specialist I doctors 50 million VND, specialist I pharmacists 40 million VND.
Excellent university graduates are supported with 30 million VND.

In the post-graduate training policy, Bac Lieu supports cadres sent for post-graduate training in the right major and suitable for the job they are undertaking; with a commitment to a service time of at least twice the training time.
Specifically, PhD level is supported one time 130 million VND, master's level 60 million VND, specialist doctor II 110 million VND, specialist pharmacist II 80 million VND, specialist doctor I 40 million VND, specialist pharmacist I 30 million VND.
For female or ethnic minority staff, in addition to the above support regime, they will also receive an additional 5 million VND.
Bac Lieu also has a support and incentive policy to attract experts with qualifications, training majors and practical experience suitable to the needs of the province.
Ms. Truong Ngoc Thao, Head of the Legal Department - Bac Lieu Provincial People's Council, assessed that these regulations are very appropriate and necessary. During the implementation process, relevant agencies and units will proactively review and implement support policies and regimes for officials who meet the prescribed conditions.
At the same time, there are specific solutions to effectively attract high-quality human resources and experts to meet the goals of building e-government, developing digital economy, digital society, high-tech agriculture and developing clean energy in the province.
