Delegates of the Ho Chi Minh City People's Council raised the issue of fraud on online job exchanges and proposed solutions to improve management efficiency and protect workers' rights.

On the afternoon of December 10, the Ho Chi Minh City People's Council conducted a thematic supervision session on labor and employment management in Ho Chi Minh City for the period 2020 - 2025.
Delegate Tran Thi Phuong Hoa emphasized that the effectiveness of management and inspection of online job exchanges is currently limited, especially when many workers from other provinces looking for jobs in Ho Chi Minh City are scammed.
Ms. Hoa suggested that authorities need to have solutions to improve the efficiency of managing these trading floors to minimize fraud and protect workers' rights.
Director of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City Le Van Thinh also admitted that the management of freelance workers in Ho Chi Minh City faces many difficulties. He said that according to a survey in some advanced countries such as Germany, Japan... they also face difficulties in accurately grasping and managing the number of freelance workers participating in the labor market.
In Ho Chi Minh City, the workforce is up to nearly 5 million people. Although businesses with labor contracts, insurance and taxes are all strictly managed, for freelance workers without contracts, monitoring and management is a big challenge.
Mr. Le Van Thinh said that the department has proposed to Ho Chi Minh City to develop labor management software through information technology. However, he also said that funding is still a major barrier that prevents technology projects from being implemented as desired.
Regarding the supervision of online job service platforms, according to Mr. Thinh, the labor sector is also very interested. However, to supervise in cyberspace, it is necessary to involve many sectors such as information and communication, and network security.
In 2024, the Department of Labor, War Invalids and Social Affairs directed the Employment Service Center to organize 89 job exchanges in Ho Chi Minh City, including connecting with other provinces.
Through that, consulting over 204,000 participants, more than 30,000 people after the consulting session signed labor contracts. In the coming time, we will continue to strengthen to have policies to promote the story of connecting and introducing jobs.
Unemployment rate fell from 4.2% to 3.8%
During the monitoring session, Vice Chairwoman of Ho Chi Minh City People's Committee Tran Thi Dieu Thuy reported on the results of labor and employment management in Ho Chi Minh City, with 88% of workers currently trained and certified.
From 2021 to 2024, Ho Chi Minh City created new jobs for nearly 574,000 workers, with the unemployment rate decreasing from 4.2% to 3.8% by the end of 2024. It is expected that by 2025, the unemployment rate will continue to decrease and reach the target of creating 100% new jobs.
In addition, the Ho Chi Minh City People's Committee proposed that the Government and central ministries increase funding for vocational training for unemployed workers. Currently, training funding is still low, not enough to meet the actual costs and living expenses of students.
The city recommends preferential policies to encourage businesses to invest in training, coordinate with vocational training institutions to train workers, and support businesses that employ older workers.
The Ho Chi Minh City People's Committee also proposed guidelines for handling businesses that owe social insurance and criminally prosecuting businesses that prolong this situation, in order to protect the legitimate rights of workers.
