At the press conference announcing the results of the 5th Session of the 15th National Assembly on the afternoon of June 24, the press raised the question of whether the requirements set forth in the general resolution of this session were sufficient to overcome the situation of shirking, evasion, and lack of responsibility of a number of cadres and civil servants in performing public duties.

Responding to this issue, Secretary General of the National Assembly Bui Van Cuong stated that in the joint resolution of the session, the National Assembly requested to review the system of legal documents, focusing on laws on bidding, auctions, planning, management, land use, public assets, state budget, public-private partnership, socialization of public services, investment, construction, real estate business, banking, finance, securities, bonds, enterprises...

Along with that, appraisal, valuation and other fields have been recommended, proposed or have many problems and recommendations from localities, people and businesses by inspection, supervision, inspection, auditing teams, investigation, prosecution, trial and enforcement agencies.

According to the Secretary General of the National Assembly, through this work, we will discover and specifically identify contradictory, overlapping, loopholes, and inadequacies in regulations, as well as problems in related laws and sub-law documents, and report the review results to the National Assembly at the 6th Session of the 15th National Assembly.

At the same time, promptly direct the amendment and supplementation of sub-law documents that are no longer appropriate, or recommend the National Assembly to amend, supplement, and promulgate new relevant laws and resolutions.

Mr. Bui Van Cuong added that the National Assembly also requested to promote appropriate decentralization and delegation of power along with strengthening inspection, supervision and control; enhance the responsibility of leaders, promptly and effectively overcome the situation of shirking, evasion and lack of responsibility among some cadres and civil servants, and strictly handle violations.

" Thus, the solution is relatively sufficient to limit the situation of avoiding and fearing responsibility of a part of civil servants, " said the Secretary General of the National Assembly.

Further clarifying, Mr. Trinh Xuan An - Member of the National Assembly's Defense and Security Committee said that this is the first time the National Assembly has recorded this issue in an official resolution of the National Assembly.

Citing the National Assembly's assessment in the resolution: " In particular, the situation of pushing, avoiding, and lacking responsibility of a number of cadres and civil servants in performing public duties leads to stagnation in solving work, causing frustration in society ", Mr. Trinh Xuan An acknowledged that this is a very direct assessment, not evasive.

Regarding the solution, Mr. Trinh Xuan An said that the National Assembly requested to soon propose or promulgate under its authority documents specifying mechanisms to encourage and protect cadres who dare to think, dare to do, and dare to take responsibility for the common good.

According to Mr. Trinh Xuan An, when this document is issued, it will solve the problem of shirking, evasion, and lack of responsibility in performing public duties.

Expressing his personal opinion, National Assembly delegate Trinh Xuan An also said that it is necessary to apply the same management method as enterprises in state agencies, which is to contract products, assign norms, targets, and sales so that all levels, cadres, and civil servants must implement and avoid pushing the buck.

" Along with that, it is necessary to thoroughly apply the spending contract mechanism, whoever works more gets more, and build a reward mechanism for those who work effectively, " said Mr. Trinh Xuan Anh.
