Vietnam National Shipping Lines (VIMC) requested the Ministry of Construction to soon complete the State Inspection Council on acceptance work to accept the Lach Huyen wharf project No. 3 and 4.
Vietnam National Shipping Lines (VIMC) has just sent a document to the Ministry of Construction regarding the investment project to build container terminals 3 and 4 at Hai Phong international gateway port.
The Prime Minister has approved the investment policy for the construction of container terminals No. 3 and 4 at Hai Phong International Gateway Port. The project scale includes 2 container terminals No. 3 and 4 with a length of 750m (375m/1 terminal), receiving container ships up to 100,000 DWT.
Currently, the project of container terminals No. 3 and 4 of Lach Huyen International Gateway Port has completed construction items.
According to VIMC representative, this is one of the key investment projects of Hai Phong city and the key investment project of Vietnam National Shipping Lines in the period of 2021-2025. Currently, VIMC and Hai Phong Port Joint Stock Company are focusing all resources to complete the project's phase 1 exploitation in early April 2025, expected to be fully completed in December 2025.
Regarding construction, the two wharves have been completed with a total length of 750m, 6 hectares of yard behind wharf number 3, along with a traffic system, smart gates, power supply, fire prevention and fighting, and wastewater treatment, ready for phase 1 exploitation.
At the same time, 3 STS cranes, 8 RTG cranes, 3 forklifts have been installed and delivered, and 30 specialized transport vehicles are expected to be imported by the end of March 2025. The information technology system including TOS management software, Smart Gate and container status check point has been deployed synchronously. The next specialized equipment will be delivered according to the exploitation progress.
VIMC leaders informed that the company has completed procedures on port security, oil spill response, and the environment and has been approved by the authorities. On March 7, the Fire Prevention, Fire Fighting, and Rescue Police Department inspected and accepted phase 1. The company has resolved the required shortcomings and is scheduled to re-organize the acceptance on March 19.
Currently, Hai Phong Port has completed construction items and project documents for acceptance.
It is worth mentioning that the project has been established by the Minister of Construction as a State Inspection Council for acceptance work. However, due to the Ministry of Construction merging with the Ministry of Transport and Hai Phong City merging specialized departments, there has been a change in the working positions of the members of the Council. Therefore, the State Inspection Council for acceptance work will be strengthened to carry out the next tasks in project acceptance.
VIMC believes that, to ensure sufficient conditions for phase 1 exploitation in early April 2025, the State Inspection Council for acceptance work needs to inspect and issue a notice of acceptance results on March 22.
This is the basis for Hai Phong Port to continue carrying out procedures to announce the opening of the port with the Vietnam Maritime and Waterways Administration, meeting all conditions for commercial exploitation in phase 1 from the beginning of April 2025.
Therefore, VIMC recommends that the Ministry of Construction promptly complete the State Inspection Council for acceptance work and organize acceptance inspections, and issue a notice of acceptance results for the project of berths 3 and 4 - Hai Phong International Gateway Port. Thereby, Hai Phong Port can soon put the project into operation, improving production and business efficiency from April 2025.
